URBAN RENEWAL BOARD OF THE CITY OF AUSTIN Special Called Meeting Monday, December 21, 2020 VIA VIDEOCONFERENCING 2:00 – 5:00 p.m. Board Members in Attendance: Manuel Escobar, Chair Darrell W. Pierce, Vice Chair Danielle Skidmore Amit Motwani Nathaniel Bradford Jacqueline Watson Kobla Tetey Board Members in Attendance: Erica Leak, Laura Keating, Lisa Rodriguez PURPOSE: The Board of Commissioners primary responsibility the implementation and compliance of approved Urban Renewal Plans that are adopted by the Austin City Council. An Urban Renewal Plan's primary purpose is to eliminate slum and blighting influence within a designated area of the city. to oversee is CALL TO ORDER Chair Escobar called the meeting to order at 2:10pm with 7 members present. DRAFT MINUTES CITIZEN COMMUNICATION: GENERAL Speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding agenda items and items not posted on the agenda. The following members of the public spoke to the URB for three minutes each: Tracy Witte, Mr. Van Dyke, and Patrick Hauk. 1. APPROVAL OF MINUTES a. Approval of the November 30, 2020, Regular Meeting Minutes On Commissioner Skidmore’s motion, Commissioner Bradford’s second, the November 30, 2020, minutes were unanimously approved. 2. NEW BUSINESS a. Facilitated discussion and possible action regarding the vision of the Urban Renewal Plan and the future of Urban Renewal Board activities. Consultant Joia Jithadhi (The Executive Coach) facilitated a two-hour discussion regarding a new draft vision statement for the URB. 3. OLD BUSINESS a. Discussion and possible action on recommended modifications to the East 11th and 12th Street Urban Renewal Plan. Discussion occurred; no action was taken. b. Discussion and possible action on recommended modifications to the East 11th Street Neighborhood Conservation Combining District (NCCD) to parallel the structure of the current East 12th Street NCCD. Discussion occurred; no action was taken. c. Discussion and possible action on recommended modifications to the East 12th Street Neighborhood Conservation Combining District (NCCD) to parallel the to- be-approved recommended modifications to the East 11th and 12th Street Urban Renewal Plan. Discussion occurred; no action was taken. FUTURE AGENDA ITEMS • Discussion and possible action on the draft URB Vision Statement ADJOURNMENT Chair Escobar adjourned the meeting at 4:58pm without objection.
