Energy Efficiency Services Residential Programs AE Weatherization (WAP) – Direct Install In Q1 of FY22, the Weatherization Assistance Program returned to performing final QC • inspections in the field with our third party vendors. This move will ensure that customers are receiving the highest quality of installations. • The Weatherization Assistance Program also launched the Medically Vulnerable Registry (MVR) AC (Air Conditioning) Pilot Program. This Pilot Program will provide CAP customers on the MVR with new or repaired AC units. Appliance Efficiency Program (AEP) FY22 Q1, The Appliance Efficiency Program is in the process of working on a new proposal and • processes for implementing an additional measure, Solar Screens, to the program. Target go live date is Spring of FY22. • The Appliance Efficiency Program is currently working on outreach material to target new potential contractors in the Austin Energy service area; to provide program eligibility, incentives, etc. Home Performance w/Energy Star (HPwES) 1 • The program team worked with Texas Gas Service in December to add them to FY22 the Limited Time Offer. Texas Gas Service joined the Limited Time Offer on 1/7/2022 with an $100 rebate for eligible Texas Gas Service customers. • To promote quality control, the Home Performance with ENERGY STAR program resumed Third Party QA /QC inspections in Q1. Instant Savings joined with Austin Water in Spring 2022 to run a pilot for hose-end timers, and SPUR – Instant Savings • it was a great success. In-store markdown participation for the water hose-end timers exceeded forecasts. We are planning to expand the offer to more stores Spring 2023, • The vendor field representative held three in-store events this quarter to bring awareness to Instant Savings, Power Partner and other EES programs. He was able to provide education on lighting (esp. Holiday lighting), the Power Partner Seasonal special and general energy efficiency questions. • Direct Install - We have chosen four opportunities to distribute through a partnership with Austin Partners in Education for the AISD back to school bash, Family Elder Care – Financial & Housing Services, thank you kits to teachers who participate in our school-based education program and a thank you kit to customers who participate in the EES Weatherization Program. • The program achieved curriculum distribution to 45 schools in the Fall. The schools ranged from charter, private and public covering all 10 council districts. • The revised student kits include Advanced Power Strip, two LED Light Bulbs A19, Return Air Whistle, Showerhead 1.5 gpm, Kitchen Aerator 1.5 gpm, Sticker/Magnet pack, pen & pencil set and updated education components for each product. Multifamily Rebates & Multifamily Income Qualified Rebates Programs • Limited time offer has been extended in FY23 for both MF programs: • MFIQ: continued payment of supplemental measures when completing EE upgrades • MF Standard: up to 20% over current EE rebate levels • The AE team attended the annual Austin Apartments Association event at Palmer Event Center along with the EV team on October 27, 2022. Commercial Programs Commercial and Small Business Rebates Program • The 2022 Limited time offer, up to 30% for EE rebates, has been extended to 2023. Moving forward this bonus will be capped at $10k for Commercial and SB projects • Two new contractor-facing incentives are now available: 1) Equipment and Training Reimbursement; and 2) Referral Incentive – a new incentive for trade specific contractors that successfully refer a customer to receive an additional rebate in the opposite trade. All-Stars Demand Response Programs Power Partner Thermostat 2 • 1,454 new smart thermostats were enrolled in the program during the 2021 fiscal year, aided by the first half of the annual winter seasonal promotion that boosted the incentive amount for each device from $85 to $130. The total number of active thermostats currently sits at 30,085, or approximately 42,720 MW in dispatchable load. • The EV managed charging program, which will be one of the first in the country, neared final approval and is expected to roll out this summer. Commercial Demand Response /Automated Demand Response (ADR) • All incentive payments for the Commercial DR program have been issued and received through bill credits and checks. • The team continues to develop the Downtown Ramp Down program, which is an effort to help reduce energy usage, with a focus on lighting, in the downtown area during emergency grid situations. This was a comprehensive collaboration across many work groups, including EES, KAMs, Marketing, EMO, and others. We will continue to develop and improve this program as we obtain additional feedback • This program has been sunset. Properties will continue to receive support and incentives for servicing these devices. Water Heater Timers Green Building Outreach • Sponsored the annual Austin Green Awards which recognizes outstanding accomplishments in the broad arena of sustainable design and innovation • Participated in the USGBC Greenbuild 2021 Conference and monthly events, AIA Austin: COTE, Women in Architecture, Allied Member Roundtable, and DesignVoice events • Presented at the Midwest Energy Codes Conference on Energy Code Compliance Texas State Interior Design Class, the LEED Summit, GreenBuild 2021, and The University of Texas Architectural Engineering classes, AIA Austin Design Excellence Conference on Commercial Rating Updates, AIA Austin COTE meeting on Reducing Embodied Carbon in the Built Environment, 2022 SPEER Policy + Industry Workshop, USGBC Central Texas Luncheon on Austin's Journey to Net Zero, Austin Bisnow Multifamily Annual Conference, E Source Forum on How Building Electrification Can Be Part of a Balanced DSM Portfolio • Participated in Waterloo Park’s Tales on the Trail event celebrating the park and amphitheater sustainability achievements and AEGB 4-star rating • Coordinated Professional Development Seminars on the topics of Austin Real Estate Trends, Lighting Strategies in Building Design, 2021 IECC Updates, Resiliency Insights, Climate Equity Plan: What Does It Mean for Austin?, Equitable Community Development, and Sustainable City: Infrastructure, Electrification and Transportation • Hosted a semester project with Louisiana Tech University to educate the next generation on sustainable development, help prepare students for the workforce and introduce them to potential career partners. Coordinated connections with CoA Economic Development Department, Housing and Planning Department Displacement Prevention Office, Catellus, Kathy Zarsky, Lake|Flato Architects, CMPBS, and the Colony Park Sustainable Community for an urban development design project. Teams consulted remotely and conducted an in-person tour of selected green buildings and the Colony Park site. • Sponsored AIA Austin Homes Tour webinars featuring two AEGB 5-star rated homes 3 • Launched an eLearning pilot for customers to view recorded webinars, receive continuing education credits and provide feedback that will inform development of an integrated education platform • Sponsored the Community Powered Workshop event “The Power of Storytelling: A Conversation on Building Community” • Hosted a three-evening Green by Design virtual workshop for the public to learn how to build, remodel, or buy green homes that improve energy and water efficiency, increase comfort, and reduce maintenance • Conducted an outreach survey to inform future educational offerings and further development of an e-Learning hub that will increase accessibility and reach a wider audience • Collaborated with AIA Austin and Austin Foundation for Architecture creating an online 'Go Green' tour of sustainable buildings for the Guide to Austin Architecture, celebrating our 30th anniversary of rating projects • Coordinated three SpeakUp Austin community engagement campaigns to gather public input on AEGB Commercial Rating Updates, Electric Ready/EV Ready and Mechanical Ventilation & Testing Best Practices • Created a survey to prioritize the development of outreach support and collateral that will help our residential customers promote their Austin Energy Green Building rated homes • Participated in eSource electrification collaborative event and advertised our Green by Design webinars as a method to educate customers about heat pump water heaters and other energy efficient methods/products Single Family Rating Service area Multifamily Rating • Reported ratings awarded to 417 homes of which 45% are in SMART Housing developments • Awarded ratings to an additional 617 homes in the surrounding area outside of Austin Energy service • Released Single Family Innovation Guide version 4 • Conducted annual Extended Area Rater training • Registered 1078 new production home projects and 19 new custom home projects in the Austin Energy • Registered 515 new production home projects in the surrounding area outside of Austin Energy service • Reported 17 projects through Q4 comprising 2,787 units and 2,986,320 square feet • Awarded ratings to 14 S.M.A.R.T. Housing developments: 5-star rating to Roosevelt Gardens, 40 units. 4-star rating to Laurel Creek (also LEED Gold), 88 units. 3-star ratings to Travis Flats, 146 units; Chalmers East, 156 units; Cambrian East Riverside, 65 units; The Rail, 235 units. 2-star ratings to The Astor Series, 72 units; Talavera Lofts, 92 units; Los Portales de Lena Guerrero Apartments, 98 units. 1-star ratings to Avia, 50 units; Acacia Apartments, 146 units; Legacy Ranch at Dessau East, 232 units; Vi Collina, 170 units. • Awarded ratings: 2-star ratings to Modera Domain, 354 units; Troubadour, 320 units. 1-star rating to 3Waller, 259 units. • Travis Flats installed EV charging for the residents and The Astor Series made 47% of parking EV ready for optional charging stations for condo owners.
