Although in the ultimate buildout there will be a connected street network, in the interim between approving the ROW vacation and the new street network opening, a dead-end condition is created on Hergotz Lane based on the proposed request. If the ROW vacation ended east of Edwin Lane, then drivers could use the intersection as a turnaround area. Typically a long section of street that ends will include a traffic circle to accommodate turnarounds, so alternatively this option can be considered. Otherwise, turnarounds can be accomplished by maintaining ROW through the Edwin Lane intersection or offering a public access easement. Open to other solutions as well. Hergotz Ln (A5 ¿ City Collector Street) is located within the Austin 2-Mile ETJ and requires coordination with Travis County if such coordination has not already been completed. 2.Hergotz Lane and Dalton Lane form a loop that connects neighboring properties and provides an emergency access route to connect to Hwy 183 & Old Bastrop Hwy. Vacating a portion of the right-of-way (ROW) on Hergotz Lane would break this loop, potentially disrupting traffic flow, reducing route options, and increasing congestion on adjacent streets. Please provide justification for vacation of portion of Hergotz Ln along with any supporting analysis demonstrating how connectivity and mobility would be maintained. 3. Public utility-overhead electric line presented within the ROW. Please clarify how access to and maintenance of these utilities will be preserved or whether they will be released. TPW-OCE has approved the proposed ROW vacation with the following comment: The overhead electric lines must be relocated prior to the vacation of this ROW.
