Annual Internal Review This report covers the time period of 7/1/2024 to 6/30/2025 Planning Commission (Official Name of Board or Commission) The Board/Commission mission statement (per the City Code) is: The purpose of the board is to serve as the Land Use Commission, as required by Title 25 of the City Code, and to carry out the following duties assigned by City Charter Article X (Planning): (A) Review and make recommendations to the council regarding the adoption and implementation of a comprehensive plan or element or portion thereof prepared under authorization of the city council and under the direction of the city manager and responsible city planning staff. (B) After a comprehensive plan or element or portion thereof has been adopted: (i) Review and make recommendation to the council on all amendments to the comprehensive plan or element or portion thereof. (ii) Review and make recommendations to the council on all proposals to adopt or amend land development regulations for the purpose of establishing the relationship of such proposal to, and its consistency with, the adopted comprehensive plan or element or portion thereof. (C) Pursuant to ordinances adopted by the council, exercise control over platting and subdividing land within the corporate limits of city areas that are: (i) covered by or in the process of developing Neighborhood Plans; the former Robert Mueller Airport site; and (iii) a Transit Oriented Development district. (D) Submit annually to the city manager, not less than ninety (90) days prior to the beginning of the budget year, a list of recommended capital improvements, which in the 19 Planning Commission 2024 Annual Internal Review and Report1 of 4opinion of the board are necessary or desirable to implement the adopted comprehensive plan. (E) Monitor and oversee the effectiveness and status of the comprehensive plan and recommend annually to the council any changes in or amendments to the comprehensive plan as may be desired or required. (F) Prepare periodic evaluation and appraisal reports on the comprehensive plan, which shall be sent to the council at least once every five (5) years after the adoption of the comprehensive plan or element or portion thereof. (G) Require information from the city manager relative to its work. (H) The board shall be responsible to and act as an advisory body to the council and shall perform such additional duties and exercise such additional powers as may be prescribed by ordinance of the council not inconsistent with the provisions of the Charter. 1. Describe the board’s actions supporting their mission during the previous calendar year. Address all elements of the board’s mission statement as provided in the relevant sections of the City Code. The Planning Commission’s actions throughout the year directly supported our mission statement elements as follows: Elements (A) & (B): Comprehensive Plan and Land Development Regulation Reviews: The Commission conducted extensive review and made recommendations to City council on major land development code changes, ensuring consistency with the adopted comprehensive plan: • University Neighborhood Overlay (UNO) Update Amendments: Reviewed proposed changes to UNO area zoning regulations and made recommendations to ensure consistency with comprehensive plan goals. • Equitable Transit Oriented Development (ETOD) and Associated Density Bonus (DBETOD) Amendments: Conducted a review of proposed changes to promote affordable housing and transit accessibility, providing recommendations and amendments to City Council. • HOME Phase 2 Amendments: Provided amendments and recommendations to City Council for the City’s proposed HOME Phase 2 changes. • Short Term Rental Modifications Amendments: Evaluated proposed STR regulations for consistence with neighborhood and citywide planning goals and comprehensive plan objectives. 19 Planning Commission 2024 Annual Internal Review and Report2 of 4 • South Congress and North Lamar Station Area Vision Plan Updates: Reviewed updated and associated Future Land Use Map changes, to ensure consistence with comprehensive plan transit and density goals. Provided recommendations and amendments to City Council. • Austin Core Transportation Plan Amendments: Reviewed transportation plan updates for consistency with comprehensive plan mobility and connectivity goals. Provided recommendations and amendments to City Council. Element (E): Monitoring Comprehensive Plan Effectiveness: Through active committee work, the Commission monitored comprehensive plan implementation and effectiveness: • Codes and Ordinances Joint Committee: Reviewed proposed Land Development Code amendments and provided recommendations under Section 25-1-502 • Comprehensive Plan Joint Committee: Addressed comprehensive plan amendments and implementation of policy directives • Joint Sustainability Committee - Reviewed policies relevant to Austin Community Climate Plan and Austin Climate Equity Plan implementation • Small Area Planning Joint Committee - Addressed planning and zoning in downtown, corridors, centers, neighborhoods, and transit-oriented developments • South Central Waterfront Advisory Board - Provided recommendations on South-Central Waterfront Plan implementation • Governance, Rules, and Procedures Working Group - Reviewed and updated Planning Commission procedural rules to align with current best practices Regular Land Use Review Activities: Conducted regular review of zoning cases and conditional use permits throughout the reporting period. Provided recommendations to City Council on numerous land development applications, ensuring consistency with adopted comprehensive plan. 2. Determine if the board’s actions throughout the year comply with the mission statement. All actions taken by the Planning Commission during this period were within the scope of our mission statement and complied with our charge as the city’s Land Use Commission under Title 25 of City Code. No actions were taken outside the scope of the mission statement. 3. List the board’s goals and objectives for the new calendar year. 19 Planning Commission 2024 Annual Internal Review and Report3 of 4 Based on the Planning Department’s planning initiatives timeline and ongoing city priorities, the Planning Commission establishes the following goals and objectives for the new calendar year: • Advance implementation of Imagine Austin comprehensive plan goals through comprehensive land development code updates. • Ensure all land development code amendments align with equity and affordability goals. • Complete review and implementation of updated procedural rules through the Governance, Rules, and Procedures Working Group. • Review and provide amendments for Crestview TOD Plan update • Provide suggestions and amendments to staff’s comprehensive review of the city’s density bonus review programs to ensure that they are effectively promoting affordable housing, transit-oriented development, and other community benefits while maintaining consistency with comprehensive plan goals. 19 Planning Commission 2024 Annual Internal Review and Report4 of 4
