PLANNING COMMISSION CONDITIONAL USE SITE PLAN & ENVIRONMENTAL VARIANCE REVIEW SHEET CASE NUMBER: SP-2022-1368D PC COMMISSION DATE: May 13, 2025 PROJECT NAME: Williamson Creek Interceptor ADDRESS: 5404 E William Cannon Dr DISTRICT: District 2 NEIGHBORHOOD PLAN: Williamson Creek, Franklin Park, East & West Congress WATERSHED: Williamson Creek (Suburban Watershed) AREA: 37.07 acres limits of construction APPLICANT: Craig McColloch, Capital Delivery Project Manager City of Austin, Capital Delivery Services 6800 Burleson Rd, Bldg 312, Ste 200 Austin, TX 78744 AGENT: CAS CONSULTING AND SERVICES, INC., Cece Oestrick, (512) 836-2388 CASE MANAGER: Meg Greenfield, (512) 978-4663, meg.greenfield@austintexas.gov EXISTING ZONING: ROW & P-NP PROPOSED USE: The proposed project is an Austin Water Capital Improvement Project for the replacement of the existing 60-year-old gravity wastewater interceptor using trenchless technology. The proposed project will replace existing 36-inch and 42-inch diameter pipes with approximately 72-inch diameter pipe using predominantly tunneling construction methods to reduce the adverse effects to the surrounding environment. All improvements will be underground except for a new odor control unit, electrical enclosure, and maintenance access for the odor control unit on the City owned property at the intersection of William Cannon Drive and Pleasant Valley Road. Water quality controls will be provided in this area. REQUEST: The applicant is proposing a gravity wastewater interceptor. A Land Use Commission Environmental Variance is required from LDC 25-8-261(E) for a utility line to be located parallel to and within the inner half of the CWQZ. A Land Use Commission variance is also required from 25-8-341 for cut over 4 feet. This project appears to go through many lots zoned P (Public) and is greater than one acre in size; therefore, a Conditional Use Permit may be required, according to the Land Development Code (Section 25-2-625). SUMMARY STAFF RECOMMENDATION: Staff recommends approval of this site plan. 18 SP-2022-1368D - Williamson Creek Interceptor; District 21 of 15 ENVIRONTMAL COMMISSION ACTION: This project went to Environmental Commission on September 18, 2024 for a recommendation on the two requested environmental variances. William Cannon Drive along Williamson Creek Motion by: Perry Bedford Seconded by: Mariana Krueger WHEREAS, the Environmental Commission recognizes the applicant is requesting: • A Land Use Commission variance is requested to allow development in the CWQZ for a wastewater interceptor per LDC 25-8-261 • A Land Use Commission variance is requested to allow cut up to 9 feet for removal of a building foundation exceeding the 4-foot limitation per LDC 25-8-341 WHEREAS, the Environmental Commission recognizes the site is located in Williamson Creek, Suburban, Desired Development Zone. THEREFORE, the Environmental Commission recommends the variance request with the following conditions: Staff Conditions: 1. Payment into the Water Supply Mitigation Fund as per Appendix Q-7: Riparian Zone Mitigation of the ECM in the amount of $606,850 for 15.7 acres of required mitigation for a utility line installed parallel to a creek centerline. 2. All areas of the Limits of Construction (LOC) within the CWQZ will be restored with 609S Native Seeding and Planting per restoration plan sheets. 3. Previously identified portions of the exposed infrastructure for the existing and to be abandoned wastewater interceptor will be removed from the CWQZ and restored to natural conditions as per approved plans. 4. The abandoned wastewater interceptor diversion building will be demolished and the hill underneath it will be removed to provide additional floodwater storage and a consistent grade for the CWQZ and restoration of the riparian area at S. Pleasant Valley Road and Williamson Creek. 5. An odor control facility will be installed as part of the project to reduce impacts to adjacent properties. Environmental Commission Conditions: 1. Continue to communicate with the communities, property owners, and renters that are nearby and potentially affected by the projects any concerns that may arise such as odors and emissions controls. 18 SP-2022-1368D - Williamson Creek Interceptor; District 24 of 15 2. Consider reaching out and working with Friends of Grand Meadows and other organizations to encourage food sources that minimize food desert effects. 3. Environmental mats will be used instead of crushed gravel for temporary road access wherever VOTE: 8-0 For: Haris Qureshi, Mariana Krueger, Hanna Cofer, Perry Bedford, Melinda Schiera, Colin Nickells, David Sullivan, Richard Brimer Against: None Recuse: None Absent: Jennifer Bristol Approved By: Perry Bedford, Environmental Commission Chair 18 SP-2022-1368D - Williamson Creek Interceptor; District 25 of 15 This Master Comment Report includes all staff comments received to date about your most recent site plan submittal. EV 13 This comment pending coordination with Watershed staff and conditions applicable to the variance request. Provide a native revegetation (native seeding and planting) planting plan pursuant to the minimum requirements of 609S for all disturbance in the CWQZ. Include the appropriate tables from 609S and calculate/identify the area of disturbance and total pounds of seed (based on 609S application rates) to be applied as well as the total number of woody plantings (tree/shrub) and the species/size/locations for these woody plants to be installed. On the Restoration plan sheets, include a graphic symbol in legend for areas requiring 609s with the below description: “This area requires native grassland seeding and planting per City of Austin Standard Specification 609S.6, including topsoil and seed bed preparation, temporary irrigation, and weed maintenance.” U1: This comment pending review of next update and coordination with Watershed Protection staff. 25-8-261(E)(6) requires that “the project includes either riparian restoration of an area within the critical water quality zone equal in size to the area of disturbance in accordance with the Environmental Criteria Manual, or payment into the Riparian Zone Mitigation Fund of a non-refundable amount established by ordinance.” Compliance with this requirement will need to be met through the restoration plan or mitigation payment may be required. Restoration requirements will also be negotiated once plan is provided as conditions for support of the environmental variance. U2: Comment pending coordination with Watershed Protection staff on submitted Excel document on areas of disturbance and mitigation requirements within the CWQZ. Staff will reach out to applicant team at end of January for a meeting to negotiate overall mitigation plan and the Riparian Zone Mitigation Fund requirements based on plans submitted in this update.
