ZONING CHANGE REVIEW SHEET CASE: C14-2025-0048 – West Mockingbird Lane DISTRICT: 3 ADDRESS: 205 and 207 West Mockingbird Lane ZONING FROM: SF-4A-NP TO: SF-3-NP SITE AREA: 0.7676 acres (33,436.66 square feet) PROPERTY OWNER: Capital River Group, LLC-Series 26 (Stuart Carr) AGENT: Capital River Group, LLC-Series 26 (Stuart Carr) CASE MANAGER: Nancy Estrada (512-974-7617, nancy.estrada@austintexas.gov) STAFF RECOMMENDATION: The Staff recommendation is to grant family residence – neighborhood plan (SF-3-NP) combining district zoning. PLANNING COMMISSION ACTION / RECOMMENDATION: July 22, 2025: CITY COUNCIL ACTION: ORDINANCE NUMBER: ISSUES: None at this time. CASE MANAGER COMMENTS: The subject rezoning area is approximately 0.77 acres and is located at the intersection of West Mockingbird Lane and Blue Bird Lane, just west of South Congress Avenue. The site consists of two lots that are currently zoned single family residence – small lot – neighborhood plan (SF-4A-NP) combining district zoning. Both lots are developed with a single family residence, with the larger lot also including an accessory storage shed. The subject area is surrounded by single family residences and is near the South Congress Activity Corridor. West Stassney Lane, an Imagine Austin Corridor, is also less than a 16 C14-2025-0048 - West Mockingbird Lane; District 31 of 9 C14-2025-0048 Page 2 quarter of a mile south from the property. There are single family residences and duplexes to the north (SF-2-NP; SF-3-NP), condominiums to the east (SF-3-NP; SF-6-NP), and single family residences to the south and west (SF-2-NP; SF-3-NP; SF-4A-NP). Please refer to Exhibits A (Zoning Map) and A-1 (Aerial). The applicant is requesting family residence – neighborhood plan (SF-3-NP) combining district zoning since the new HOME amendments will permit a three-unit residential use in the (SF-3) zoning district. Currently, single family residence – small lot – neighborhood plan (SF-4A-NP) combining district zoning prohibits a three-unit residential use. Staff is recommending (SF-3-NP) combining district zoning because (SF-3) is compatible with the existing mix of residential zoning and housing types in the neighborhood. This designation meets the district’s intent by providing additional housing opportunities on these lots. Under the HOME amendments, up to three dwelling units are permitted in SF-1, SF-2, and SF-3 zoning districts, further supporting the goal of increasing housing variety. BASIS OF RECOMMENDATION: 1. The proposed zoning should be consistent with the purpose statement of the district sought. The family residence (SF-3) district zoning is the designation for a moderate density single-family residential use and a …
ZONING CHANGE REVIEW SHEET CASE: C14-2025-0062 (301 N. Pleasant Valley Road) DISTRICT: 3 ADDRESS: 301 and 305 North Pleasant Valley Road ZONING FROM: MF-2-NP TO: SF-3-NP SITE AREA: approximately .1452 acres (approximately 6,325 square feet) PROPERTY OWNER: 301 N Pleasant Valley, LLC AGENT: Site ATX (Jennifer Hanlen) CASE MANAGER: Jonathan Tomko (512) 974-1057, jonathan.tomko@austintexas.gov STAFF RECOMMEDATION: Staff recommends granting family residence-neighborhood plan (SF-3-NP) combining district zoning. See the basis of recommendation section below for more information. PLANNING COMMISSION ACTION / RECOMMENDATION: July 22, 2025: Case is scheduled to be heard by Planning Commission. CITY COUNCIL ACTION: TBD ORDINANCE NUMBER: N/A ISSUES: The applicant is bringing forth a non-compliant lot as it does not meet the minimum lot size of 8,000 square feet for multi-family residence – low density (MF-2) zoning. CASE MANAGER COMMENTS: The subject tract currently contains one small single-family home on a non-compliant lot. The applicant is requesting a downzoning to increase the number of dwelling units on the site. While the subject tract is surrounded on three sides by more intense zoning categories there has been historically an effort to retain this single-family nature of this pocket neighborhood roughly bounded by Pedernales Street to the west, East 4th Street to the north, Tillery Street to the east and East 2nd Street to the South. This is demonstrated by at least two cases listed in the area case histories section below. Density appears to be concentrated along East Cesar Chavez an Imagine Austin Activity Corridor, and the periphery of the Plaza Saltillo Imagine Austin Activity Center, approximately 1,000 feet northwest of the subject tract. While North Pleasant Valley Road is also an Imagine Austin Corridor, the west side of the street is predominantly zoned SF-3 and consistent with the applicant’s request we have before us. 17 C14-2025-0062 - 301 North Pleasant Valley Road; District 31 of 11 C14-2025-0062 2 BASIS OF RECOMMENDATION: The proposed zoning should be consistent with the purpose statement of the district sought. The purpose statement of family residence (SF-3) district zoning is for a moderate density single-family residential use and a duplex use on a lot that is a minimum of 5,750 square feet. This requested zoning classification is consistent with the purpose statement of the district sought. Zoning should allow for reasonable use of the property. As mentioned above in the issues section. The applicant is bringing forth a non-compliant lot as it …

Learn why this is important External Email - Exercise Caution Dear Ms. Boudreaux and Members of City Council, I’m writing as a resident of the Sage condos who lives along the southern edge of the proposed rezoning site at 1700 South Lamar (Zoning Case C14-2024-0163). I appreciate the City’s efforts to support increased housing and transit-oriented development, but I have concerns about the proposed height and its direct impact on the livability and character of our neighborhood. The proposed DB90 zoning would allow buildings up to 90 feet tall. From my home, this would likely block the open views I currently enjoy—views that contribute significantly to the sense of light, space, and overall quality of life on the southern edge of this site. Not to mention, the value of the property. I respectfully ask the City to consider a step-down height transition on the southern portion of the site, or some form of height limitation or setback to reduce the visual impact on neighboring homes and protect view corridors. At the very least, I hope the developer is required to provide a clear site plan and renderings before approval, so residents can understand the extent of the visual changes. Thank you for your time and for considering the real-world impacts these decisions have on residents. I would appreciate being notified of any future hearings or opportunities to …

As I provided in written communication to the Commission at your June 2025 meeting, I have owned and lived in a residential property immediately adjoining the property proposed for rezoning since 2013. From: To: Subject: Date: Sean Duer Boudreaux, Marcelle Concern Regarding Zoning Case C14-2024-0163 – 1700 S. Lamar Tuesday, July 22, 2025 11:54:30 AM You don't often get email from . Learn why this is important External Email - Exercise Caution Dear Ms. Boudreaux and Members of City Council, I am writing as a resident of the Sage Condominiums, which directly border the southern edge of the proposed rezoning site at 1700 South Lamar (Zoning Case C14-2024-0163). I want to express my appreciation for the City’s ongoing efforts to promote increased housing options and support transit-oriented development. At the same time, I would like to share my concerns regarding the proposed height allowance and its potential impact on the character and livability of our neighborhood. The proposed DB90 zoning would permit structures up to 90 feet in height. From my home, this would likely result in a significant loss of the open views that currently provide light, a sense of space, and overall quality of life—factors that also contribute to property value. I respectfully urge the City to consider implementing a step-down height transition on the southern edge of the site, or to require a height limitation or setback that minimizes the visual and spatial impact on adjacent residences. At the very least, I ask that the developer be required to submit detailed site plans and visual renderings prior to any final approvals, so that residents can fully understand the scale and implications of the proposed changes. Thank you for your time and attention to this matter. I would also appreciate being notified of any upcoming hearings or public engagement opportunities related to this case.
