1 Annual Internal Review This report covers the time period of 7/1/2025 to 6/30/2026 Parks and Recreation Board The Board/Commission mission statement (per the City Code) is: (A) The Parks and Recreation Board membership should include citizens of the city who are interested in public parks and public recreation and persons who are knowledgeable in recreation matters. The director of the Parks and Recreation Department, the city manager or designee, the director of the Financial and Administrative Services Department, and the city attorney are ex officio members of the board. (B) The board shall advise the city council and the city manager regarding: (1)the acquisition, development, improvement, equipment, programming, and maintenance of all land and facilities managed by the Parks and Recreation Department of the City of Austin; (2)the purchase of additional land to be managed by the Parks and Recreation Department of the City of Austin. (C) The board shall outline a general plan of development for land, facilities, and programs. The board may submit the plan to the Planning Commission and the city manager for detailed development, and the city manager may then submit the plan to the city council for approval as may be required by the City Code. (D) The board shall promote close cooperation between the City and all private citizens, institutions, and agencies interested in or conducting recreational activities, so that all recreational resources within the City may be coordinated to secure the greatest public Parks and Recreation Board Annual Review & Work Plan 2026 Page 2 Welfare. Describe the board’s actions supporting their mission during the previous calendar year. Address all elements of the board’s mission statement as provided in the relevant sections of the City Code. The City of Austin Parks and Recreation Board has three areas of responsibility in its advisory function to the City Council. The activities this board took for fiscal year 2025-2026 are listed by area below. Unless otherwise noted, all recommendations were adopted at a meeting of the entire Parks and Recreation Board. A. The board shall advise the city council and the city manager regarding: (1) the acquisition, development, improvement, equipment, programming, and maintenance of all land and facilities managed by the Parks and Recreation Department of the City of Austin; (2) the purchase of additional land to be managed by the Parks and Recreation Department of the City of Austin. AUGUST 2025 Recommendation 20250929-003: Improve Access to Ball Fields Recommendation to City Council regarding improving access to public ball fields. SEPTEMBER 2025 Recommendation 20250929-006: Conditional Use Permits for Golf Courses Recommend to City Council to approve Conditional Use Permits for the sale of alcohol at Jimmy Clay – Roy Kizer and Morris Williams golf courses. OCTOBER 2025 Recommendation 20251027-003: Drainage Easement Code Recommend to City Council to approve an ordinance amending City Code Title 25 Land Development Code to allow for an administrative variance to drainage easement requirements associated with development projects on parkland owned Parks and Recreation Board Annual Review & Work Plan 2026 Page 3 by the City of Austin. NOVEMBER 2025 Appoint Board Member Diane Kearns-Osterweil to the Austin Transportation and Public Works Public Spaces Task Force on Pavement Marking Compliance FEBRUARY 2026 Recommendation 20260223-003: Recreation Management Software Contract Recommend to Austin City Council to authorize a contract for a recreation management software system for Austin Parks and Recreation with the recommended vendor, RecTrac, LLC d/b./a Vermont Systems, for an initial term of two years with up to four two-year extension options in an amount not to exceed $2,000,000. Create a Fiscal Year 2026-2027 Budget Recommendation Working Group MARCH 2026 Recommendation - 20260323-006: FY 26-27 Budget Recommendation Recommend to Austin City Council regarding the Fiscal Year 2026-2027 budget. Appoint Shelby Orme as alternate for the Parks and Recreation Board seat on the Joint Sustainability Committee APRIL 2026 Approved election of Stephanie Bazan to the officer position of Chair of the Parks and Recreation Board Approved election of Lane Becker to the officer position of Vice Chair of the Parks and Recreation Board MAY 2026 Appoint Luai Abou-Emara to the Parks and Recreation Board seat on the Joint Sustainability Committee Parks and Recreation Board Annual Review & Work Plan 2026 Page 4 B. The board shall outline a general plan of development for land, facilities, and programs. JULY 2025 Recommendation 20250728-003: Walnut Interceptor Improvement Project Recommend to Austin City to approve a permanent change of use of 31,694 sq. ft. of parkland located at Balcones District Park to allow for the construction of the Walnut Interceptor Odor and Corrosion Improvements project. Total mitigation is $742,361. Recommendation 20250728-004: Temporary Storage at Jamestown Park Recommend to Austin City Council to approve the temporary use of 20,800 sq. ft. of parkland located at Jamestown Neighborhood Park for temporary storage and staging area for a period not to exceed 570 calendar days. Total Mitigation is $58,233. Create a working group to examine the importance of parkland as it relates to stormwater retention and detention AUGUST 2025 Recommendation 20250825-003: Permanent and Temporary Use of Adams Hemphill Park Recommend to City Council to approve a permanent change of use of 138,136 sq. ft. and a temporary change of use of 11,997 sq. ft. of parkland for a period not to exceed 120 calendar days in parkland located in Adams Hemphill Neighborhood Park. Total mitigation is $2,980,911. Recommendation 20250929-005: Temporary Use of Parkland Riverside Drive Recommend to City Council to approve the temporary use of 4,756 sq. ft. of parking lot on parkland located at 1108 W. Riverside Dr. for temporary storage and staging area for a period not to exceed 150 calendar days. Total Mitigation is $74,313. NOVEMBER 2025 Parks and Recreation Board Annual Review & Work Plan 2026 Page 5 Recommendation 20251124-003: Replacement of Waterline Under The Colorado River Recommend to City Council to approve 6,327 sq.ft. of permanent waterline use on parkland located at Colorado River Park Wildlife Sanctuary and Roy G. Guerrero Colorado River Metro Park, total mitigation to be paid by Austin Water Utility is $37,651. FEBRUARY 2026 Recommendation 20260223-004: Chapter 26 Auditorium Shores Water Line Recommend to Austin City Council to approve 2,369 sq. ft. of permanent waterline use and 19,261 sq. ft. of temporary workspace on parkland located at Auditorium Shores at Town Lake Metro Park. Total Mitigation to be paid by Austin Water Utility is $504,498. Recommendation 20260223-005: COTA PUD Amendment Recommend to Austin City Council related to the Circuit of the Americas Planned Unit Development Amendment. Recommendation 20260223-006: South Shore PUD Amendment Recommend to Austin City Council related to the South Shore Planned Unit Development Amendment. MARCH 2026 Recommendation 20260323-003: Austin Energy I-35 Cap Ex Relocation Recommend to Austin City Council to approve 15,368 sq. ft. of permanent Transmission Line use within parkland at Edward Rendon Sr. Metro Park at Festival Beach. Total Mitigation to be paid by Austin Energy is $2,414,240. Recommendation 20260323-004: Local Standards of Care Recommend to Austin City Council to adopt Local Standards of Care for City of Austin youth programs. Recommendation 20260323-005: Montopolis AISD ILA Recommend to Austin City Council to authorize negotiation and execution of an inter-local agreement between the City and Austin Independent School District (AISD) for parkland use at the athletic fields located at 400 Grove Boulevard. APRIL 2026 Recommendation 20260427-003: Gus Garcia District Park Vision Plan Parks and Recreation Board Annual Review & Work Plan 2026 Page 6 Approve a recommendation to Austin City Council that the Parks and Recreation Board supports the Gus Garcia District Park Vision Plan. Recommendation 20260427-004: 2026 Bond Recommendation Recommend to the Austin City Council regarding the proposed 2026 General Obligation Bond. C. The board shall promote close cooperation between the City and all private citizens, institutions, and agencies interested in or conducting recreational activities, so that all recreational resources within the City may be coordinated to secure the greatest public welfare. JULY 2025 Approve letters of support for PARD Golf staff in recognition of successful driving range and resurfacing projects at multiple golf courses. AUGUST 2025 Approve letters of support for the PARD Therapeutic Recreation Services team providing safe, accessible, fun and supportive recreation environments for all persons no matter their abilities, including both adaptive and inclusive programs. SEPTEMBER 2025 Approve letters of support for the Austin Parks and Recreation Parkland Acquisition team for their work toward ensuring that residents of Austin live within a 5 to 10- minute walk from a park and enjoy a robust network of trails that connects all parts of the city. Recommendation 20250929-004: Legacy Concessions Policy Recommend to Austin City Council to approve revisions to Austin Parks and Recreation’s policies and procedures for concessions in City’s Parks Systems to include Legacy Concessions Parks and Recreation Board Annual Review & Work Plan 2026 Page 7 OCTOBER 2025 Approve letters of support for the Austin Parks and Recreation Athletics Team for adult sports program offerings including upcoming initiatives designed to expand equitable access to adult sports opportunities throughout the city. NOVEMBER 2025 Approve letters of support for the Austin Parks and Recreation Cemeteries Team who have recently assumed responsibility for providing internment services. FEBRUARY 2026 (Special Called Meeting) Recommendation 20260202-003: Zilker Park Boat Rental Legacy Concession Agreement Recommend to Austin City Council to authorize the negotiation and execution of revenue legacy concession contract with Zilker Park Boat Rental to operate and maintain a watercraft concession at the Barton Creek location within Zilker Metropolitan Park. FEBRUARY 2026 Approve letters of support for the Austin Parks and Recreation Operations and Maintenance Team crews, who work tirelessly performing routine maintenance as well as repairs and renovations throughout the Austin park system. MARCH 2026 Approve letters of support for the Austin Parks and Recreation Land Management Team. APRIL 2026 Approve letters of support for the Austin Watershed Protection salamander team. Approve an amendment to the Parks and Recreation Board by-laws to remove the Contracts and Concessions Committee. Approve a recommendation to Austin City Council that City staff should conduct community engagement related to Perry Park prior to renewing the park use agreement with North Austin Soccer Alliance. Parks and Recreation Board Annual Review & Work Plan 2026 Page 8 MAY 2026 Approve letters of support for Austin Parks and Recreation staff members who worked to complete the delivery of four pools and two bathhouses: Colony Park Aquatic Facility; Givens Pool; Northwest Pool; Montopolis Pool; Parque Zaragoza Bathhouse; and, Joan Means Khabele Bathhouse at Barton Springs Pool. JUNE 2026 Approve letters of support for Malin’s Fountain, more commonly known as the Pease Park Troll, who reminded us that we should share water and resources with the animals that live with us. 2. Determine if the board’s actions throughout the year comply with the mission statement. Yes 3. List the board’s goals and objectives for the new calendar year. A. Take action to recommend to City Council and/or the Director enhancements, additions, and improvements to Parks and Recreation Department programs, facilities, planning, and operations. B. Recommend to the City Council and/or the Director approval of concessions and partnerships on City parkland that enhance recreational opportunities and serve the public. C. Recommend the granting of temporary and permanent easements, capital improvement projects, and other infrastructure enhancements that support the long-term stewardship, accessibility, and sustainability of Austin's park system. D. The Board has prioritized the following goals: ● Expand equitable access to parks, recreation programs, trails, pools, and open spaces for all Austin residents. ● Support projects and policies that promote community wellness, and opportunities for active recreation and enjoyment of green spaces for all Parks and Recreation Board Annual Review & Work Plan 2026 Page 9 ● Preserve, protect, and enhance Austin's natural resources, parklands, and ecological systems. ● Strengthen collaboration with community partners and recognize the contributions of staff, volunteers, and residents who enrich Austin's parks and recreation system.
