PARKS AND RECREATION BOARD RECOMMENDATION 20250929-4 Date: September 29, 2025 Subject: Legacy Concessions Policy Change Motioned By: Nicole Merritt Seconded By: Kathryn Flowers Recommendation The Parks and Recreation Board recommends to Austin City Council to approve revisions to Austin Parks and Recreation’s policies and procedures for concessions in City’s Parks Systems to include Legacy Concessions, and to consider how MBEs and WBEs may fit into possible revisions. Rationale: WHEREAS, the purpose of this policy it to provide a policy for concessions in City of Austin parks; and WHEREAS, in accordance with City Code Title 8, the Austin Parks and Recreation Director has the authority and responsibility to execute policies and procedures for concessions in City of Austin parks in accordance with City policies and best practices; and WHEREAS, the Austin City Council approved the current Policies and Procedures for Concessions in the City’s Parks System on March 12, 1998; and WHEREAS, a goal of this policy is to develop and maintain concession facilities and services that contribute to high quality experiences for park visitors; and WHEREAS, a goal of this policy is to ensure that concessions maintain the aesthetic and environmental quality of the Parks System, provide a financial return to the City, and provide a public benefit to the citizens of Austins; NOW, THEREFORE, Be it resolved that the Parks and Recreation Board recommends to Austin City Council to approve revisions to Austin Parks and Recreation’s policies and procedures for concessions in City’s Parks Systems to include Legacy Concessions, and to consider how MBEs and WBEs may fit into possible revisions.
