PARKS AND RECREATION BOARD MEETING MINUTES NOVEMBER 25, 2024 PARKS AND RECREATION BOARD REGULAR MEETING MINUTES NOVEMBER 25, 2024 The PARKS AND RECREATION BOARD convened in a REGULAR meeting on November 25, 2024 at 301 W. 2nd Street in Austin, Texas Vice Chair Flowers called the PARKS AND RECREATION BOARD Meeting to order at 6:04 p.m. Board Members in Attendance: Cathleen Eady, Kathryn Flowers, Jennifer Franklin, Holly Reed. Board Members in Attendance Remotely: Stephanie Bazan, Lane Becker, Nicole Merritt, Kim Taylor. Board Members Absent: Shelby Orme, Pedro Villalobos. PUBLIC COMMUNICATION: GENERAL Wolf Sittler - Norwood House Carol Baxter - Austin Rowing Club Scott Cobb - City Personnel Issues APPROVAL OF MINUTES 1. Approve the minutes of the Parks and Recreation Board regular meeting of October 28, 2024. The motion to approve the minutes of the Parks and Recreation Board regular meeting of October 28, 2024 was approved on Board Member Franklin’s motion, Board Member Eady’s second on a 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. DISCUSSION AND ACTION ITEMS 2. Discussion and approve a letter of recognition for Council Member Alison Alter for her legacy of service to Austin's parks during her eight-year tenure as a City Council Member. The motion to approve a letter of recognition for Council Member Alison Alter for her legacy of service to Austin's parks during her eight-year tenure as a City Council Member was approved on Board Member Reed’s motion, Board Member Taylor’s second on an 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. 3. Discussion and approve a letter of recognition for Council Member Leslie Pool for her legacy of service to Austin’s Parks during her ten-year tenure as City Council Member. Council Member Pool expressed her appreciation for the Parks and Recreation Board’s recognition and for Austin’s parks. 1 PARKS AND RECREATION BOARD MEETING MINUTES NOVEMBER 25, 2024 The motion to approve a letter of recognition for Council Member Leslie Pool for her legacy of service to Austin’s Parks during her ten-year tenure as City Council Member was approved on Vice Chair Flower’s motion, Board Member Bazan’s second on an 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. 4. Discussion and approve a letter of recognition for Council Member Mackenzie Kelly for her legacy of service to Austin’s Parks during her four-year tenure as City Council Member. The motion to approve a letter of recognition for Council Member Mackenzie Kelly for her legacy of service to Austin’s Parks during her four-year tenure as City Council Member was approved on Board Member Eady’s motion, Board Member Reed’s second on an 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. 5. Presentation, discussion and approve letters of support for Parks and Recreation and City Staff who provided critical maintenance to Barton Springs Pool in September 2024. Lucas Massie, Assistant Director, Parks and Recreation Department gave a presentation. The motion to approve letters of support for Parks and Recreation and City Staff who provided critical maintenance to Barton Springs Pool in September 2024 was approved on Vice Chair Flowers’ motion, Board Member Eady’s second on an 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. 6. Presentation, discussion and approve a recommendation to support the Bolm District Park Vision Plan. Charles Mabry, Project Manager, Parks and Recreation Department and Aaron Cooper, Landscape Architecture Team Lead, Halff gave a presentation and answered questions on groups supporting this vision plan, requests for a large year-round swimming pool as part of this plan, community values, tree planting, pervious vs impervious cover and funding. The motion to approve a recommendation to support the Bolm District Park Vision Plan was approved on Vice Chair Flowers’ motion, Board Member Becker’s second on an 8-0 vote with one vacancy. Board Members Orme and Villalobos absent. 7. Presentation, discussion and approve a recommendation to Austin City Council to approve 17,836 sq. ft. of permanent water and wastewater use and 16,105 sq. ft. of temporary use, not to exceed a total of 396 calendar days on parkland located at Edward Rendon Sr. Metro Park at Festival Beach, and Waller Beach at Town Lake Metro Park and 572 calendar days at Norwood Tract at Town Lake Metro Park. Total Mitigation to be paid by Austin Water is $2,739,882. Board Member Franklin recused herself from voting on this item. Adewale Odufuyr, P.E., Capital Delivery Services and Stacy Gould, P.E., Pape-Dawson Engineers gave a presentation and answered questions on the proximity of this project to Festival Beach food forest, use restriction at Edward Rendon Sr. Park, TxDOT's openness to keeping the water line from going through parkland and the depth of the water line. The motion to approve a recommendation to Austin City Council to approve 17,836 sq. ft. of permanent water and wastewater use and 16,105 sq. ft. of temporary use, not to exceed a total of 396 calendar days on parkland located at Edward Rendon Sr. Metro Park at Festival Beach, and Waller Beach at Town Lake Metro Park and 572 calendar days at Norwood Tract at 2 PARKS AND RECREATION BOARD MEETING MINUTES NOVEMBER 25, 2024 Town Lake Metro Park. Total Mitigation to be paid by Austin Water is $2,739,882 was approved on Vice Chair Flower’s motion, Board Member Eady’s second on a 6-0 vote with one vacancy. Board Member Reed abstaining. Board Member Franklin recusing. Board Members Orme and Villalobos absent. 8. Presentation, discussion and approve a recommendation to Austin City Council to approve Permanent Wastewater Use (9.3 acres) and Temporary Use (8.9 acres), for a period not to exceed a total of 1,735 Calendar Days on parkland located at Williamson Creek Central and East Greenbelts. The total mitigation value for the use of parkland to be paid by Austin Water has been calculated at $2,287,068. This item was sponsored by Chair Villalobos and Vice Chair Flowers. Steven Vargas, P.E., Austin Water gave a presentation and answered questions on whether the line will run under the creek and the initial starting point. The motion to approve a recommendation to Austin City Council to approve Permanent Wastewater Use (9.3 acres) and Temporary Use (8.9 acres), for a period not to exceed a total of 1,735 Calendar Days on parkland located at Williamson Creek Central and East Greenbelts. The total mitigation value for the use of parkland to be paid by Austin Water has been calculated at $2,287,068 was approved on Vice Chair Flower’s motion, Board Member Franklin’s second on an 8-0 vote with one vacancy. Staff briefing on Parks and Recreation Department community engagement events, planning updates, development updates, maintenance updates, program updates and administrative updates. Angela Means, Interim Parks and Recreation Director gave a briefing and answered clarifying questions on the Haskell House documentary, newly finished section of the Violet Crown Trail, Zilker Holiday Tree Lighting and answered clarifying questions on the status if The Expedition School agreement. No action was taken on this item. FUTURE AGENDA ITEMS Reed – 2024 Annual Concession Report. Reed – Update on The Expedition School. Vice Chair Flowers adjourned the meeting at 8:18 p.m. without objection.
