November 25, 2024 AGENDA • Overall Project Summary • Waterline (WL) Easements North and South of Lady Bird Lake • Wastewater Line (WWL) Easement North of Lady Bird Lake • Summary of Requested Easements 2 OVERALL PROJECT SUMMARY • The objective of this project is to ensure Austin Water customers have a reliable water system that is both accessible and maintainable in the future as part of the overall IH-35 Capital Express Central improvements. • Proposed Water and Wastewater within PARD Easements →245 LF of 24” WL along East Avenue east of IH-35 →335 LF of 24” WL along East Avenue west of IH-35 →375 LF of 24” WL with the Norwood Dog Park →245 LF of 48” WWL with parkland to the north of Nash Hernandez 3 LBL WATERLINE CROSSING • There is not an existing waterline crossing of LBL along IH-35 • The TxDOT LBL project is providing AW the opportunity to install a 24” WL attached to the proposed west pedestrian bridge to provide better system resiliency. The addition of the 24” lake crossing requires connecting to the existing water line on either side of the bridge. 4 PROPOSED LBL 24” WL CROSSING Existing Proposed 5 EXISTING WATER SYSTEM 24” WL Crossing • Primarily 1953 and 1954 installation • 6” – 24” diameter →Size limitations →Does not meet current Utility Criteria Manual standards • 24” crossing provides water from the west to the east 6 PROPOSED IH-35 EXPANSION • Removal of 24” WL crossings →Existing WL elevation 456 →Proposed main lane elevation = 435 7 WL ALIGNMENT OPTION – CESAR CHAVEZ ST CROSSING • Due to the depressed main lanes proposed by the IH-35 expansion, a proposed 24” WL crossing near Cesar Chavez St would be approximately 70 feet deep →Construction challenges – particularly adequate workspace →Expensive construction methodology →Difficult to access for future maintenance and repairs →Does not provide connection to 24” WL crossing Lady Bird Lake without extension to East Avenue 8 WL ALIGNMENT CROSSING ALTERNATIVES SOUTH OF LAMBIE ST • Lambie Street →The proposed wastewater tunnel crossing will follow this alignment and will not allow for a 24” WL • Clermont Ave Crossing →Construction challenges and highway closures • Difficult to access for future maintenance and repairs • Does not provide connection to 24” WL crossing Lady Bird Lake without extension to East Avenue • South of Flores Street →The existing utilities in Waller Street would not allow for a bore or receiving pit →Easements from PARD would be required on both sides of IH-35 to achieve this crossing 9 WL ALIGNMENT OPTION – EAST AVENUE CROSSING (PROPOSED ALIGNMENT) • Optimization of Proposed Alignment →Location at East Ave • Avoids critical root zones of existing trees – small length of boring proposed under one tree • Allows for installation of 22’ x 14’ water access vault for tie-in to WL from the pedestrian bridge – to be installed in grass to ensure safety and protection of workers • Improvements to Existing Alignment →Replaces existing 6” to 8” WLs along IH-35 frontage to 24” WL • Better looping and customer reliability • Provides multiple fire hydrants within PARD easements on both sides of IH-35 • PARD Easements Required 10 PROPOSED 15’ WL EASEMENTS AND TEMP CONST EASEMENTS TxDOT construction easement to be returned to PARD after construction 11 PROPOSED WL ALIGNMENT • Size • Resiliency • Looping • Connection to pedestrian bridge crossing 12 MINIMIZING IMPACTS TO THE PARK • Water North of LBL Proposed Option →Boring tree from approximate WL STA 25+00 to 26+00 on the west side of IH-35. No other tree CRZ’s are impacted on the west side of IH-35. →Open cut construction limited to outside tree 1/2 CRZ’s within the pavement of East Avenue on the east side of IH-35 →WL depths range from a minimum of approximately 6’ deep to a maximum of 20’ deep →Allows access for maintenance/repairs and service stub-outs →Low impact to natural resources anticipated • Alignment is not over the Edwards Aquifer and is not within a presumed endangered species habitat →Addition of water line will provide source for fire protection →Location of vault within the parkland is safer for AW crews, outside of the pavement • Proposed option meets all the requirements of ECM Section 5.3.0 and would minimize all impacts to the park 13 CHAPTER 26 OF THE PARKS AND WILDLIFE CODE (PWC) DUE DILIGENCE FOR UTILITY ASSIGNMENT Section 26.001 A department may not approve any project that requires the use of any public land designated as a park unless the department, acting through its duly authorized governing body or officer, determines that: 1) There is no feasible and prudent alternative to the use or taking of such land – CONFIRMED 2) The program or project includes all reasonable planning to minimize harm to the land, as a park, recreation area, scientific area, wildlife refuge, or historic site, resulting from the use or taking – CONFIRMED 14 PROPOSED WL EASEMENT SOUTH OF LBL 15 PROPOSED LBL WL CROSSING AND TIE-IN • The proposed 24” WL crossing with the IH-35 pedestrian bridge, leaves the bridge south of the existing boardwalk on the south side of LBL. • At this location, the existing topography presents a rock face wall. • For the proposed pedestrian bridge to tie-in to the elevations on the south side of the lake a proposed drill shaft wall and abutment wall are included in the design. • The roadway bridge also features a retaining wall. • The proposed 24” WL must leave the ROW at the designed location due to the proposed wall structures for the roadway and the pedestrian bridge. This transition includes a utility shaft to support the waterline and connect aerially to the face of the rock wall. • The pedestrian bridge deck structure changes after the WL leaves the ROW to a deck that would not support the weight of the proposed line or any deflections required to transition from the bridge. The final abutment is used to control the thrust force of the WL. • The 24” WL continues to reconnect to the existing system on Riverside Drive. 16 MINIMIZING IMPACTS TO THE PARK • Water South of LBL Proposed Option →Tree removal is one non-protected tree (10” Cedar Elm) →Open cut construction does not go through ½ CRZ of protected trees →Selected alignment is within the existing parkland and pavement of the Norwood Dog Park →Previous 10.25” Hackberry tree was removed by PARD due to freeze damage →Low impact to natural resources anticipated • Alignment is not over the Edwards Aquifer and is not within a presumed endangered species habitat • Proposed option meets all the requirements of ECM Section 5.3.0 and would minimize all impacts to the park 17 CHAPTER 26 OF THE PARKS AND WILDLIFE CODE (PWC) DUE DILIGENCE FOR UTILITY ASSIGNMENT Section 26.001 A department may not approve any project that requires the use of any public land designated as a park unless the department, acting through its duly authorized governing body or officer, determines that: 1) There is no feasible and prudent alternative to the use or taking of such land – CONFIRMED 2) The program or project includes all reasonable planning to minimize harm to the land, as a park, recreation area, scientific area, wildlife refuge, or historic site, resulting from the use or taking – CONFIRMED 18 PROPOSED WWL EASEMENT NORTH OF LBL 19 EXISTING WASTEWATER SYSTEM AND ONLY ALTERNATIVE 20 EXISTING WASTEWATER SYSTEM AND ONLY ALTERNATIVE • The existing 48” WWL is in conflict with the proposed IH-35 roadway improvements and must be relocated. • The existing elevation of Waller Street will be cut down to tie-in to the proposed roadway improvements from Flores Street to Nash Hernandez. This change in elevation will not allow for the installation of the relocated WWL withing Waller and/or Nash Hernandez. • The selected alignment leaves the street ROW to return to an area that is similar to the existing ground elevation. • The selected alignment cannot be extended or the line will not hit the downstream flow elevation. As proposed, AW is required to provide a variance to allow no drops across the proposed manholes to meet the downstream elevation. 21 MINIMIZING IMPACTS TO THE PARK • Wastewater North of LBL Proposed Option →Tree removal is only of non-protected trees to maintain existing 26” Live Oak tree →Open cut construction does not go through CRZ of protected trees →Low impact to natural resources anticipated • Alignment is not over the Edwards Aquifer and is not within a presumed endangered species habitat • Proposed option meets all the requirements of ECM Section 5.3.0 and would minimize all impacts to the park 22 CHAPTER 26 OF THE PARKS AND WILDLIFE CODE (PWC) DUE DILIGENCE FOR UTILITY ASSIGNMENT Section 26.001 A department may not approve any project that requires the use of any public land designated as a park unless the department, acting through its duly authorized governing body or officer, determines that: 1) There is no feasible and prudent alternative to the use or taking of such land – CONFIRMED 2) The program or project includes all reasonable planning to minimize harm to the land, as a park, recreation area, scientific area, wildlife refuge, or historic site, resulting from the use or taking – CONFIRMED 23 SUMMARY OF REQUESTED EASEMENTS Waller Beach at Town Lake Metro Park • Located at 5 East Avenue (west of IH-35) • Waterline Easement - 6,135 square feet for Permanent Use • 7,767 square feet for Temporary Use - duration not to exceed 396 Calendar Days Edward Rendon Sr. Metro Park • Located near the intersection of East Ave and Nash Hernandez Senior Rd (east of IH-35) • Waterline Easement - 3,971 square feet for Permanent Use • Wastewater Line Easement - 2,491 square feet for Permanent Use on Parkland • 3,746 square feet for Temporary Use - duration not to exceed 396 Calendar Days Norwood Tract at Town Lake Metro Park • Located at 1009 Edgecliff Terrace • Waterline Easement - 5,239 square feet for Permanent Use • 4,592 square feet for Temporary Use - duration not to exceed 572 Calendar Days 24 CHAPTER 26 OF THE PARKS AND WILDLIFE CODE (PWC) DUE DILIGENCE FOR UTILITY ASSIGNMENT Section 26.001 A department may not approve any project that requires the use of any public land designated as a park unless the department, acting through its duly authorized governing body or officer, determines that: 1) There is no feasible and prudent alternative to the use or taking of such land – CONFIRMED 2) The program or project includes all reasonable planning to minimize harm to the land, as a park, recreation area, scientific area, wildlife refuge, or historic site, resulting from the use or taking – CONFIRMED Make a recommendation to City Council for approval of Permanent Water Use and Temporary Work Area, not to exceed a total of 396 Calendar Days north of the river or 572 Calendar Days south of the river on parkland located at the Norwood Tract at Town Lake Metro Park, Edward Rendon Sr. Park at Festival Beach, and Waller Beach at Town Lake Metro Park.
