PARKS AND RECREATION BOARD DIRECTOR’S REPORT DATE: June 2022 COMMUNITY ENGAGEMENT EVENTS: Zilker Metropolitan Park Vision Plan: The Parks and Recreation Department (Department) and the consultant team continue to analyze input on the plan's three draft concepts received via survey data, small group discussions, pop-up events, and emailed feedback. This month included community engagement with the Southeast Combined Neighborhood Plan Contact Team, Boys & Girls Club of Austin, the Housing Authority of the City of Austin (HACA), and an ecology-focused small group discussion. Additionally, the team plans to host work sessions with the Austin Transit Department and CapMetro ahead of the Council Work Session requested by Council Member Kitchen, focused on transportation and parking options in and around Zilker Metro Park. The Council Work Session is anticipated to take place in August or September. Sheffield Northwest Pool Replacement Project: On June 28, 2022, the Department will host a community engagement meeting for the upcoming pool replacement at Beverly S. Sheffield Northwest District Park. The event will take place virtually through Zoom, and in-person at the Northwest Recreation Center located at 2913 Northland Dr, Austin, TX 78757. At the meeting, the team will share two pool concepts to gather community preferences. The project will renovate the existing pool as a regional aquatic center. The pool will maintain the 50-meter Olympic-sized swim lanes, renovate the diving well, and build new play features for young children. District 7 PLANNING UPDATES: Project Connect: Department staff continue to collaborate with the Project Connect, Blue Line, and Orange Line teams. Recent activities included: • The Department participated in meetings regarding station area planning for Riverside and Pleasant Valley. • The Department is working with Austin Transit Partnership and the Texas Parks and Wildlife Department (TPWD) on Section 6F of the Land and Water Conservation Act and 4F of the U.S. Department of Transportation Act. The Waller Beach portion will go through a 6F conversion, which requires a 1:1 replacement of land. TPWD is discussing 6F for Auditorium Shores where the line will be subterranean. • The Department determined an Emergency Egress at Town Lake Metro Park can be considered De Minimis for 4F if proper mitigation is done to allow the building to include a park use in the 1 form of utility hookups as well as some architectural or art features on the street side of the building at a minimum for PARD to support a De Minimis finding. • The Department has identified two potential replacement properties near the Colorado River and the 183 interchange. These need to be vetted, surveyed, and appraised to be considered in the 6F conversion. More information can be found at the project website: https://projectconnect.com/ Districts: Multiple DEVELOPMENT UPDATES: Montopolis Pool Replacement Project: On June 21, 2022, the Department hosted a community engagement meeting for the upcoming pool replacement project at Montopolis Neighborhood Park, located at 1200 Montopolis Dr, Austin, TX 78741. The event took place virtually through Zoom and in- person at the Montopolis Recreation and Community Center. At the meeting, the team shared two pool concepts to gather community preferences. Additionally, the Austin Parks Foundation participated in the event to gather preferences on future park improvements. The project will upgrade the existing neighborhood pool to a community pool with a beach entry, new play features, an accessible deck, and new family restrooms. The existing restrooms will be renovated, and the mural on the side of the building will be restored through Austin Art in Public Places. https://www.austintexas.gov/department/montopolis-pool-project. District 3 One of two proposed site plans for the Montopolis Neighborhood Park pool replacement Tarrytown Neighborhood Park Playground Replacement: On June 25, 2022, the Department hosted an event for the upcoming playground replacement at Tarrytown Neighborhood Park, located at 2106 Tower Dr, Austin, TX 78703. The event took place in person and included poster boards and survey questions for public response. The boards informed the community of the project’s purpose, existing conditions, and proposed limits of construction. The survey asked what the neighborhood likes about the existing equipment and the preferred style for the new playground installation. The goal of this project is to provide updated playground equipment and surfacing within the existing concrete curbs and sidewalk layout. Improvements will include providing ADA access to existing and proposed 2 amenities near the playground. The online survey is available on the project webpage for those not able to attend in person. https://www.austintexas.gov/department/tarrytown-neighborhood-park- playscape-replacement District 10 Brush Square – Phase 1 Implementation: Construction on the first phase of the Council-approved vision plan begins June 27, 2022. The project consists of a renovated parking lot, new sidewalks, rain gardens, low walls, new decking, site furnishings, and landscaping. District 9 Brush Square Vision Plan graphic Givens District Park – Phase 1 Implementation: Construction of the final project in the first phase of implementation of the Council-approved vision plan began on June 21, 2022. The project consists of a new plaza with shaded picnic seating and an accessible walkway that will connect the recreation center to a new, larger, and accessible restroom building, a multi-purpose field with new field lighting and fencing, site furnishings, and landscaping. The project is expected to be complete by late spring 2023. https://www.austintexas.gov/department/givens-district-park-improvements. District 1 Roy G. Guerrero Channel Stabilization and Bridge Replacement: Council authorized the award and execution of a construction contract with Posillico Civil, Inc. for a contract amount of $21,878,200 plus a $3,281,730 contingency for a total contract amount not to exceed $25,159,930. The main sponsor and lead for this project is the Watershed Protection Department. The Parks and Recreation Department is a secondary sponsor and Public Works will manage the project. Work is anticipated to begin in late summer and be completed in the summer of 2024. More information on the project can be found at Roy G. Guerrero Park Channel Stabilization | AustinTexas.gov District 3 3 Pharr Tennis Center Renovation: Council authorized the award and execution of a construction contract not to exceed $5,029,488.20 with Muñiz Concrete & Contracting Inc., the lowest responsible bidder. The Burnett “Blondie” Pharr Tennis Center facility was constructed in the late 1970s and the tennis courts have reached the end of their service life. The project will replace eight tennis courts and update the pro shop building facility with improvements that meet accessibility requirements; add energy-efficient sports lighting; replace fencing, windscreens, and court amenities; and provide accessible parking, security lighting, and proper drainage. The Pharr Tennis Center project is pursuing LEED Silver certification and SITES certification. Construction is anticipated to start this summer. District 9 Site plan for Pharr Tennis Center Renovation Parque Zaragoza Bathhouse Rehabilitation: The Parque Zaragoza bathhouse is an existing brick structure that served as the bathhouse for the pool until its closure in 2010. The bathhouse is approximately 1,900 square feet. The original brick structure was erected in 1941 by the National Youth Administration, a New Deal agency. Early in 2022, the structure received support from the Texas Historical Commission for consideration in the National Register of Historic Places. That designation is anticipated to be approved in late summer 2022. The design team is led by Limbacher & Godfrey Architects. The architectural program includes the rehabilitation of the existing restrooms with showers to meet ADA standards and the Health Department code. The large activity space will function as a pavilion accessed by large doorways from the park side through to the pool area. A lifeguard office will be provided as well as janitorial and storage spaces. Only the lifeguard office will be air-conditioned. The remainder of the building will be naturally ventilated. The unique architectural elements on the building’s pool-facing side will remain intact. In addition, the project proposes to add a shade feature at the entry and the poolside. The project will follow the Secretary of the Interior guidelines on the rehabilitation of historic structures. On June 27, 2022, the project will seek a finding of compliance with City of Austin design and sustainability standards from the Design Commission. Per current sustainability standards, the project will meet LEED Silver certification. In addition to the Design Commission, the project will also be presented to the Historic Landmark Commission for receipt of a Certificate of 4 Appropriateness. This meeting will take place on July 6, 2022. In addition, the project team has communicated directly with the Amigos de Parque Zaragoza stakeholders. The project is currently in early construction document development and is anticipated to be submitted for a Site Plan Exemption and Building Permit in late summer 2022. The project is funded in part by 2006 Prop. 3, 2012 Prop. 14 and the 2018 Prop. C Park Bonds. District 3 Plan view of the Parque Zaragoza Bathhouse Rehabilitation 5 Sideview of Parque Zaragoza Bathhouse Rehabilitation Elisabet Ney Balcony Restoration: Construction work to restore a failing balcony structure on the Elisabet Ney Museum was completed in late May 2022. The balcony masonry, steel, and woodwork were reconstructed in alignment with Historic Preservation guidelines. The Department’s Building Services staff self-performed all the woodwork construction and coordinated with the General Contractor to complete the project within a tight schedule. District 9 Restored balcony at the Elisabet Ney Museum Waterloo Greenway – Confluence: This 13-acre project includes new trails and bridges as well as a full ecological restoration of Waller Creek between Lady Bird Lake and 4th Street. Confluence (formerly known as Creek Delta) is being developed via the City’s partnership with the Waterloo Greenway Conservancy and is co-sponsored by the Watershed Protection Department. The project brought three agenda items to Austin City Council for consideration on June 16th: a Project Partnership Agreement with the U.S. Army Corps of Engineers, a federal grant reimbursement agreement with Waterloo Greenway, and an easement acquisition for a State of Texas General Land Office tract. All three were approved on consent. A Memo to Mayor and Council (MMAC) provides background on the items. Districts 1 and 9 6 Rendering of design concepts for the Confluence MAINTENANCE UPDATES: Zilker Metro Park Maintenance Project: The Department has been working closely with C3 Presents, L.L.C. (C3) to address the concerns and requirements expressed by the Watershed Protection Department (WPD) in the maintenance of the existing cap at the Butler Landfill. In coordination with WPD, the Department developed plans to protect the cap. The proposed improvements were authorized by the Texas Commission of Environmental Quality (TCEQ) in December 2021. The planned work includes the following: • Revegetation of approximately 3 acres of the landfill cap. • Installation of an irrigation system to support the revegetated 3 acres. This includes the installation of a new pump to utilize lake water for irrigation purposes. • Split rail fence along Stratford Drive and a split rail fence to delineate the revegetated area. • Installation of vehicular gates to assist control of vehicular access to the cap and a pedestrian gate near Lou Neff Road. • Application of additional gravel to remove ponding and improve drainage in the existing gravel area. The Department and C3 finalized an agreement for the work and the long-term maintenance of the Butler Landfill. The maintenance project is anticipated to begin in late June 2022 and be substantially complete by early September 2022. Installation and maintenance of the associated improvements will be provided by C3. District 8 7 Site map of the Butler Landfill Lamar Senior Activity Center: Asbestos abatement has been completed in the computer lab and the offices. New floors and ceilings have also been installed. District 9 Conley Guerrero Senior Activity Center: The shower drain project is ongoing. The next step will be tile installation. District 1 Parque Zaragoza: Zaragoza recreation center recently began the demolition of their parking lot and sideway project to renovate their ADA accessible walkway. As a result, the front parking lot is temporarily closed, relocating facility parking to the front entrance. The scope of the project which will be completed in mid to late June and will allow for a wider and more accessible walkway for the public by removing the front paver stones in the entrance and lengthening the walkway. The second phase of the project, yet to be completed, will include the repaving of the front entrance parking followed by phase three which will include repaving the rear parking lot closest to Parque Zaragoza Pool. District 3 8 Pan Am Recreation Center: Pan Am Recreation Center completed the last installation of cameras provided by Johnson Control security. The final installation of indoor and outdoor cameras was completed with the installation of gym cameras inside the facilities weight room. The recreation center now has over 14 combined cameras between the inside and outside areas that will allow for a safer and more secure recreational facility. District 3 Mendez Recreation Center: Mendez Recreation Center recently began the demolition of the pool parking lot. The scope of the project will include changes to the neighborhood parking lot that will allow for more ADA accessible walkways and parking for pool patrons. The pool remains temporarily closed during the timeline of the project. District 3 Delores Duffie Recreation Center: After months of renovations, the Rosewood neighborhood tennis court resurface project is finally complete. The initial project to resurface the courts was delayed after community input to include permanent pickleball courts. PARD planning worked closely with the community pickleball advocates to design a space that would facilitate both the tennis and pickleball population in Austin. The planning team was able to make these changes without impacting the overall budget for the project. The new court now boasts two areas. The first court area primarily serves the tennis population but also allows for temporary pickleball play on a permanent tennis court, while the second area of the court allows for permanent pickleball play with two pickleball courts with nets aligned end to end. Local pickleball community members have expressed their appreciation for the last-minute change inclusive of the growing pickleball community in Austin. The center will look to facilitate future programming to include pickleball leagues and tournaments in partnership with local pickleball advocates to highlight the growing interest for pickleball play in the Austin community. District 3 PROGRAM UPDATES: Off-Site Pilot Parking Project for Zilker Metro Park: The Department is offering a weekend-only free shuttle service to Zilker Metro Park and Barton Springs Pool from the One Texas Center parking garage at 505 Barton Springs Road. There will be a total of two shuttles operating from 11:00 AM to 7:00 PM on Saturdays and Sundays, as well as on Monday, July 4 and Monday, September 5, from June 25 through September 5, 2022. Public feedback, total costs, and overall participation in the pilot will be reviewed to determine the feasibility of offering a similar service in the future. People interested in taking advantage of this shuttle service should park in the One Texas Center parking garage and then get their parking validated on the shuttle bus by the driver to avoid the $10 parking fee at the garage. Districts 5 and 8 9 Asian American and Pacific Islander Heritage Month and Juneteenth promoted in Austin Parks: The Historic Preservation and Tourism Program supports the preservation, restoration, and promotion of historic Austin parks through capital investment and inclusive marketing of historic sites and events to tourists. Promotions in May included a digital storytelling piece for Asian American and Pacific Islander Heritage Month in partnership with the Department Cemetery Operations Divisions. QR codes were placed around Austin cemeteries celebrating the significant Asian Americans that shaped our city. June’s digital storytelling piece tells the story of Juneteenth in Austin Parks. Additionally, the Department promoted Stay Black & Live, Austin’s Citywide Juneteenth Festival, through TimeOut Austin and Visit Austin. Multiple Districts Opening of Pools: The Aquatic Division opened 10 more pools on June 6, 2022: Dove Springs, Garrison, Dick Nichols, Rosewood, Govalle, Montopolis, Balcones, Westenfield, Shipe, and Northwest. Each pool is offering swim lessons and swim team and has one scheduled closure day per week. The Aquatic Division is prepping tier C pools to open: Dittmar, Dottie Jordan, Mabel Davis, Martin, Patterson, Ramsey, and Walnut Creek. An opening date has not been set as the division needs 100 more lifeguards actively working to open additional pools. Districts 1, 2, 3, 5, 7, 8, 9 and 10 Lifeguard Hiring: As of June 24, 2022, there are 985 online applicants and there are a total of 551 lifeguards ready to work. Marketing and recruiting continues through flyers, posters, social media and radio advertising. All Districts 10 2022 AVP Austin Pro Tour: The Association of Volleyball Professionals (AVP) Pro Tour returned to Krieg Complex after a two-year hiatus due to COVID-19. Austin was their first stop of the 16-city tour that travels across the nation. AVP worked with the City of Austin Parks Foundation to beautify the Krieg Park by adding donated mulch in the sand volleyball area around the tree’s root zones, litter pick up, and tree pruning. The event bounced back with an attendance of just over 1,500 Austinites watching 64 professional athletes compete for the title. The event was streamed worldwide through Amazon Prime, NBC Sports, and YouTube Live continuing the exposure of Krieg Complex! The event was held May 6-8, 2022. District 3 McBeth Recreation Center Unified Volleyball Teams compete in USA Volleyball National Competition: Athletes from McBeth Recreation Center unified volleyball teams competed at the Special Olympics division of the USA Volleyball National Competition in Orlando, Florida on May 28-29, 2022. Athletes from McBeth Recreation Center made up two teams that played against three unified teams from Ohio, and Florida coming in third and fourth place in the competition. It was the experience of a lifetime for participants who have worked hard for many, many years to make it to Nationals. District 8 11 Dittmar Recreation Center: • Dittmar Recreation Center is currently hosting a Tball League for ages 3-6. A total of 40 participants have been split up into 4 teams. Each team practices once per week and plays a game every Friday night. The league is set to conclude on June 24, 2022. • Dittmar Recreation Center is offering a new adult fitness program called Lights Out Zumba. The overhead lights will be turned off during the class and colorful LED lights will be turned on to boost the fun vibe. The class will meet every Tuesday evening from June 7-August 16, 2022. • Dittmar Recreation Center hosted three youth sports clinics in the month of May. A volleyball clinic, a tennis clinic, and a flag football clinic. The volleyball clinic had 12 girls ages 9-12 participating. The tennis clinic, hosted at Mary Moore Searight Park, had 11 participants ages 8- 11, and the flag football clinic had 32 participants ages 5-12. Participants in all of the clinics had fun improving their sports skills and each received a medal at the conclusion of the program. District 2 Dougherty Arts Center, Art-O-Rama: On Saturday, June 4, 2022, the public celebrated Austin with the Dougherty Arts Center at our annual free family event, Art-O-Rama. Participants enjoyed take-home demos, carnival themed booths, prizes, food, art gallery exhibits and live music. Participants met the community and learned more about all that the Dougherty Arts Center offers. Activities included face painting, a paint by numbers community mural, weaving and pottery wheel demos, a bubble yard, scavenger hunts, ball toss with a ceramic twist, a poster exhibit about the new Dougherty Arts Center, and a special celebration of life quilt activity in honor of the DAC’s former supervisor Mary Ann Vaca-Lambert, who recently passed away. District 9 George Washington Carver Museum and Cultural Center, Juneteenth Celebration: The Juneteenth celebration took place June 18-19, 2022. On Saturday, June 18, 2022, at 10 am the Carver hosted a float in the Juneteenth parade and from 11 am to 4 pm a family-friendly kick-back afternoon with live music, food, games. The event was hosted by Lady Joy and Kimberly Holiday. On Sunday, June 19, 2022, from 12 pm to 9 pm, a mini music festival featured a diverse array of Black Austin based artists hosted by Riders Against the Storm. There were 1,641 in attendance for the weekend event. District 1 Brush Square Museums: Brush Square Museums announced their newest walking tour in Brush Square beginning in June. Visitors can now learn about the history of our square even when the buildings are closed. Picture the Past Walking Tour highlights the historic buildings and objects in and around Brush Square. In addition to the story map walking tour, visitors will be able to access the information from QR labeled trail markers placed around the square. Oakwood Cemetery Chapel: The Oakwood Cemetery Chapel spring 2022 exhibit "To Fika" shows the influence of Swedish Immigrants in Austin with small events and a digital exhibit. In Swedish culture, Fika, is a coffee and snack break with friends and colleagues. It is essential to Fika every day. The Swedish Hill Neighborhood is adjacent to Oakwood Cemetery. Hundreds of Swedes and their descendants now rest for eternity just steps from where they originally built homes, worked, and attended schools and churches. Online event. https://www.austintexas.gov/page/oakwood-cemetery-chapel- Opening Reception for El Sadek: The Elisabet Ney Museum hosted an opening reception for multi-media artist, Rehab El Sadek, on Saturday, June 18, 2022, from 2 pm to 4 pm. In her immersive exhibition, Secret Place, El Sadek, incorporates sculptures, photographs and everyday objects to create a site-specific installation. Throughout the museum, there will be display cases of Elisabet Ney’s own personal effects and models that have been curated by El Sadek. The exhibit will be on view from June 18 through July 31, 2022. There were 78 resources. All Districts. attendees at the reception. District 9 13 Emma S. Barrientos Mexican American Cultural Center Teen Leadership Program (ESB MACC): The Emma S. Barrientos Mexican American Cultural Center celebrated the 5th anniversary of their Teen Leadership Program, Caminos ("pathways") in 2022. Families at the graduation ceremony on June 11, 2022, enjoyed a slideshow of the projects and events that this Caminos class completed over the past year. Highlights included the comic books and zines they presented at the Mexican American Comic Con in November 2021. In February 2022, The Latinx Youth Wellness Conference produced their presentation at South by Southwest EDU in March 2022, and their creation of a teen-produced art exhibit chronicling five years of teen programming in April 2022. Caminos program leader, Frederico Geib, presented a diploma to each graduate and spoke of the bright futures ahead of them. Over half of this year's graduates plan to continue working at the ESB MACC in different capacities such as graphic design, event assistance, and to serve as mentors for the 2023 class of Caminos teens, who are currently in the interview process to join the program. There were 53 in attendance. District 9 HEB Austin Symphony Fourth of July: H-E-B Austin Symphony July 4th Concert & Fireworks is back! Spend this Independence Day with your family and friends, decked out in red, white and blue. Head down to Vic Mathias Shores (formerly Auditorium Shores) this July 4th for an amazing event complete with a fireworks display over the city skyline backed by symphonic patriotic classics. This event is planned, produced, and performed entirely by the Austin Symphony Orchestra, with the help of its generous sponsors. The festivities begin at 8 p.m. with Master of Ceremonies welcoming dignitaries and special guest. Concert begins at 8:30 p.m., followed by “mile-high” fireworks. District 9 14 PARK RANGER PROGRAM UPDATE: From May 10-June 10, 2022, Park Rangers handled daily operations including 4,533 contacts regarding Laws, Safety, Service and Education in 94 different parks. 193 contacts were logged for Dogs Off Leash during this time frame. Park Rangers began issuing warning citations after several months doing outreach at Zilker Metropolitan Park, Longview Park, and The Mexican American Cultural Center. Since October 1, 2021, Park Rangers have had 1,943 contacts with park visitors who had their dogs off the leash to request compliance with leash laws. Districts 5, 8 and 9 NATURE BASED PROGRAM UPDATE: Nature Based Programs continue to be at 52% staffing with current vacancies. Staff are working extremely hard to provide meaningful summer camp to over 1,500 youth this summer. Summer camp started on June 6, 2022. Nature-Based Programs began training in May 2022 for summer camp staff. 15 ADMINISTRATIVE UPDATES: Golf Revenues: The golf division continues to see very strong revenue and has not seen a dip in revenue as it relates to the heat. Through May, the Golf Division was at 104% of 2020-2021 revenues. Districts 1, 2, 8, 9 and 10 Zilker Train. The Parks and Recreation Board (PARB) received an update on January 5, 2021, regarding the execution of the Construction, Operations, and Maintenance Agreement for a Miniature Train Operation at Zilker Metropolitan Park with the Austin Parks Foundation (Foundation). During recent testing, the Foundation found additional parts and retrofitting are needed. Additionally, the difficulty in obtaining parts timely has further delayed their timeline. With this recent discovery, the Foundation anticipates the amenity will commence operation by end of July 2022. The Foundation has a website that provides details on opening and activities related to the train at https://www.zilkertrain.org/. District 8 Lower Colorado River Authority (LCRA). Interlocal agreement (ILA) with LCRA for the installation of buoys at Lake Austin, Lady Bird Lake, Decker Lake, and the area surrounding Water Treatment Plant #4 on Lake Travis. This agreement will replace the current agreement expiring on December 30, 2022. Per the agreement, The Department and LCRA agree to mutually determine locations and number of buoys needed at each. LCRA will install buoys with The Department reimbursing LCRA for materials and labor. The Department anticipates presenting the ILA to Parks Board in July 2022 for recommended action of approval by Council. District 1, 8, 9, 10 Recreation Management System. The contract with the current vendor, Vermont Systems (RecTrac), for recreation management, expires in September 2022. PARD, with the assistance of the Communications and Technology Management Department (CTM), published a Request for Information (RFI) to survey current technology solutions in the Recreation Management Industry. PARD/CTM received three responses and conducted vendor question and answer sessions and vendor system demonstrations, along with meetings with current user organizations, between September and October 2021. Based on the information gathered, PARD will work with CTM to establish a scope of work (SOW) and conduct a formal solicitation for a future Recreation Management System. As CTM is the principal information technology department that focuses on the delivery and operations of vital IT infrastructure network and telecommunications services for the City, they will facilitate the competitive solicitation process. This includes establishing a CTM project manager and creating a timeline for the solicitation process. A CTM project manager assignment and timeline for PARD are pending. PARD anticipates the solicitation process will take over a year to complete.
