Dove Springs Public Health Facility 5811 Palo Blanco Lane 2018 Bond Project, Austin Public Health Project Design Update to Parks Board – April 25, 2022 Kymberley Maddox, Austin Public Health Kalpana Sutaria, Public Works SpawGlass, Design-Builder Background  Multiple flood events have highlighted the lack of public health, basic needs, preventive health care, and employment support services in this neighborhood  Austin Public Health (APH) has provided limited services to residents working in partnership with the George Morales Dove Springs Recreation Center  This new facility was funded in the 2018 Bond Election to provide a full- service Neighborhood Public Health Facility  The use of parkland adjoining the George Morales Dove Springs Recreation Center was approved by the Parks Board and City Council in September of 2019 Community Programs  Full-Service Neighborhood Center  Basic Needs Services (Food Pantry, Clothes Closet, application assistance)  Public Health Nursing/Health Screening  Social Work Services  Seasonal services (Blue Santa, Thanksgiving Baskets)  Women, Infants & Children Clinic (WIC) with counseling services  Immunization Clinic  Shots for Tots  Big Shots  High Quality Childcare Center to serve 75 children  Multipurpose space and demonstration kitchen for nutrition classes  Addition of lighting to the existing soccer fields for promotion of youth programs  Construction of trails for connection of neighborhood to Dove Springs District Park trail system  APH will manage the public health programs and solicit an operator to manage the high quality childcare center Community Involvement  A Dove Springs Task Force (TF) was formed which represents various community groups and other community leaders in the Dove Springs area to assist with community communications (list on next slide)  For Community feedback, we held 4 in-person meetings, 4 virtual meetings and 10 meetings with the Task Force  A survey was done to receive community input on schematic design to share all aspects of project including the site plan layout, pathways connecting the neighborhood, exterior renderings, and look and feel of the facility  The survey ran from December 15, 2020 to February 7, 2021  Public Information Office made extensive outreach efforts to promote the survey including post card mailing to 3,000 homes  Project team presented at the Council Member Fuente’s D-2 event November 2021 at the George Morales Dove Springs Recreation Center Task Force Members  Frances Acuna – GAVA, SE Combined Neighborhood Plan Contact Team  Anna DiCarlo – Parks Board Member, District 2  Russell Diggs – George Morales Dove Springs Recreation Center  Barbara Garcia – George Morales Dove Springs Recreation Center  Robert Kibbie - Dove Springs Advisory Board  Gloria Lugo – Community Leader  Alberto Mejia – Community Development Commission, District 2  Irene Magna-Noverola – Austin South-East Branch Library  Monica Maldonado – M.A.S. Cultura  George Morales – Dove Springs Advisory Board  Mathew Worthington – Early Childhood Council, District 2  Raymond Young - Dove Springs Advisory Board  Ofelia Zapata – AISD Trustee  Ricardo Zavala – Dove Springs Proud What is Completed?  Preliminary Planning Phase (Completed)  Design Criteria Manual (Completed)  Design-Builder Procurement Process (Completed)  Schematic Design & Estimate (Completed)  Full Design and Estimate (Completed)  Design-Builder’s Proposal for Guaranteed Maximum Price (GMP) is in progress  Expected Ground-Breaking Ceremony – Fall of 2022  Construction Completion by Winter 2023 Permitting  Site Development Permit – In Progress  Neighborhood residents will be notified when Planning Commission approval is scheduled by the City’s Development Services Department  Building Permit Plan Review – In Progress  Permitting process is expected to be completed by Summer 2022 Original Site Plan Current Site Plan Site plan Modifications  Soccer fields will be re-sized for youth in consultation with the PARD staff and with new lighting to promote youth programs  Removed proposed parking lot and kept all parking along the driveway, reducing impervious cover while retaining the same number of parking spaces  Removed emergency access from Hickory Street with a turnaround on the site  Grass-pave pervious pavement on the turnaround and gravel trails on the park side, driveway and parking to be concrete pavement  Pavilion and its structure is currently in the AIPP’s major scope for artwork  Deleted public playground from this site and added inclusive play equipment procured by APH for installation at the Dove Springs Metro Park Design Modifications  Site plan modifications have also resulted in reducing parkland disturbance creating positive impacts  Modified exterior materials by using stucco and metal instead of brick and metal that helps create colorful and vibrant exterior looks and allowing the community to determine colors and patterns  Modified the front entry from two stories to one story  Working with Art in Public Places program to enhance pavilion design Site Entry from Palo Blanco and Ainez Main Building Entry Outdoor Learning Environment Child Care Center Entry Outdoor Learning Environments  Child Care Center will have three outdoor learning environments as shown on the site plan  Each learning environment will have appropriate landscape elements per age group and a shade canopy  APH’s childcare consultant team is advising the SpawGlass team on all aspects of childcare center design including the outdoor learning environments  The slides below are conceptual examples of what design elements may be included in OLEs Outdoor Learning Environments @ Child Care Center - Example Outdoor Learning Environments @ Child Care Center - Example Outdoor Learning Environments @ Child Care Center - Example Inclusive Play Equipment In the Dove Springs Metro Park Thank you Feedback and Questions?
