INTERLOCAL COOPERATION AGREEMENT BETWEEN THE AUSTIN INDEPENDENT SCHOOL DISTRICT AND THE CITY OF AUSTIN FOR SUPPORT OF AISD LITERACY FIRST PROGRAM AMENDMENT 1 Agreement Overview: • City of Austin recognizes the importance of early intervention to improve the reading and writing skills of Austin’s youth. • City of Austin supports the fundamental concept of the Literacy First Program: o Kindergarten - 2nd grade Reading Tutoring Intervention Program offered through the University of Texas Dana Center. o Research-based, data-driven early reading intervention program which places highly trained AmeriCorps tutors in low-income schools. o Program mission is to ensure that kindergarten through second-grade students advance to grade level before third grade. What is the Purpose of the Agreement? Beginning with school year 2016-17- 2020-21, City provides funding, in the amount of $100,000 annually, at program year end to AISD to be allocated to Eastside Vertical Team elementary schools to support the Literacy First Program described above: o Allison Elementary School o Brooke Elementary School o Govalle Elementary School o Metz Elementary School o Ortega Elementary School o Zavala Elementary School What is the Required Reciprocity from each Governmental Agency? AISD Services to be Provided • Target Population: Students at Allison, Brooke, Govalle, Metz, Ortega and Zavala elementary schools grades kindergarten through second. • Objective/Strategy: Assist students in developing language and reading skills. • The Literacy First program will be administered and be made available to at least 300-350 students attending the aforementioned elementary schools. • AISD will waive rental fees associated with the City’s use of AISD facilities for the term of this agreement associated with the City’s Creativity Club After-School Program, at Oak Hill Elementary School for the duration of this Agreement. • AISD will waive rental fee and ancillary costs associated with the use of an auditorium, a gymnasium, a classroom or field for a City’s public purpose as requested by the City throughout the duration of this agreement. Requests for classrooms or fields will be mutually agreed upon by AISD and the City and Page 1 of 4 INTERLOCAL COOPERATION AGREEMENT BETWEEN THE AUSTIN INDEPENDENT SCHOOL DISTRICT AND THE CITY OF AUSTIN FOR SUPPORT OF AISD LITERACY FIRST PROGRAM AMENDMENT 1 • entities will follow processes outlined in AISD’s GKD (REGULATION) and GKD (EXHIBIT) regarding facility use. If use of AISD facilities is outside the time the custodians are on regular duty at the campus, custodial fees may be charged. If the use of AISD facilities is on a weekend when the district is closed, utility costs may be assessed to the City. • AISD will provide transportation for AISD students, who participate in PARD after-school programs, from the schools below to the designated PARD location at the following locations: o Zilker Elementary School students to the Doughtery Arts Center for no more than 36 students per trip. o Gullett Elementary School students to the Northwest Recreation Center for no more than 36 students per trip. o Maplewood Elementary School students to the Hancock Recreation Center for no more than 36 students per trip. o Casey Elementary School students to the Dittmar Recreation Center for no more than 24 students per trip. Success Indicators: As part of its end-of-program report (described below), AISD will provide to the City indicators establishing pre- and post-tutoring program assessments and results indicating student progress in reading; and Monitoring: AISD will establish regular communication with the assigned City contract manager via email to verify program operation and student participation. These communications will identify any potential problems and recommend solutions. AISD Deliverables • AISD will provide to the City a post-program report assessing program success, identifying issues and recommending changes to improve the program for the next mentoring year. • The end-of-program report will be submitted to PARD’s Contract Manager within sixty (60) days after the close of the current LITERACY FIRST Program. • Report shall contain: o Total number of students tutored; o Student assessment data demonstrating the percentage of students achieving benchmark scores for their grade level and the percentage of students who made measurable, accelerated progress toward achieving this goal; o Detailed annual budget indicating the exact use of CITY funds in support of the LITERACY FIRST program; and Page 2 of 4 INTERLOCAL COOPERATION AGREEMENT BETWEEN THE AUSTIN INDEPENDENT SCHOOL DISTRICT AND THE CITY OF AUSTIN FOR SUPPORT OF AISD LITERACY FIRST PROGRAM AMENDMENT 1 o Any additional information reflecting student success as a result of enrollment in the program. City of Austin Deliverables • PARD’s Contract Manager will review the report and provide AISD a communication that documents that services, deliverables, goals and objectives have been met by AISD. • Upon approval of report and receipt of invoice from AISD, PARD will provide the agreed upon funding of $100,000 on an annual basis for the term of the contract. What is the Purpose of the Amendment? entirety with the following: • Due to the closure of Brooke Elementary School, the funding allocation is replaced in its o Allison Elementary School - $14,000 to partially fund Literacy First o Govalle Elementary School - $14,000 to partially fund Literacy First o Metz Elementary School - $30,000 to partially fund Literacy First o Ortega Elementary School - $14,000 to partially fund Literacy First o Sanchez Elementary School - $14,000 to partially fund Literacy First o Zavala Elementary School - $14,000 to partially fund Literacy First tutoring. tutoring. tutoring. tutoring. tutoring. tutoring. • Sanchez Elementary School will receive the funding previously earmarked for Brooke Elementary School. • Due to COVID-19, AISD closed schools prior to school year end and was unable to provide the services outlined above. The following service is added to ensure that the amount of compensation to be made under the agreement will fairly compensate the COA for its financial support of the Literacy First Program. o AISD will allow and assist in the facilitation of the marketing of PARD programs and employment opportunities to their students. The initial term for this agreement is October 1, 2017 through September 30, 2018 and will be renewed automatically on the anniversary date for three successive 12-month terms, unless amended or terminated in accordance with other provisions of this Agreement. The 2020-2021 school year is the last year of the agreement. • Each governing body must approve the negotiation and execution of the agreement.
