The Operations and Maintenance Phase Plan for Pease District Park Austin, Texas Prepared by Pease Park Conservancy 1609 Shoal Creek Blvd. Suite 305 Austin, TX 78701 FINAL VERSION 09.10.2026 ACKNOWLEDGMENTS The City of Austin is the owner of Pease District Park, bounded roughly by Lamar Boulevard, Kingsbury Street, Windsor Road, Parkway, and West 31st Street. Pease Park Conservancy (PPC) is a 501(c)3 non-profit organization whose mission is to celebrate the diverse ecology and history that make Austin’s first public park valuable and unique. We work to restore, enhance, and maintain the 84 acres of Pease Park for the sustainable use and enjoyment of all. Kingsbury Commons is the southernmost activity hub in Pease Park, consisting of approximately seven acres that were renovated in the first Park Improvement Area project, “Phase I,” completed in partnership with PPC and the City of Austin as a step in the implementation of the Pease Park Vision Plan. The Vision Plan was unanimously approved by Austin City Council in 2014. This Phase Plan has been developed as an amendment to our Park Operations and Maintenance Agreement (POMA), signed on January 12, 2023, and as an addition to the Pease Park Vision Plan. In accordance with Section 5c of the POMA, this document presents PPC’s proposal to assume additional operations and maintenance responsibilities for the park. If the City approves the Phase Plan in accordance with Section 5c, PPC shall have rights currently limited to Kingsbury expand to the entire park (see Section 6c, i-v). FINAL The public benefits of the partnership between PPC and the City of Austin are manifold. The Conservancy relieves some of the APR expense and workload for operations and maintenance of Pease Park. Pease Park visitors enjoy a higher level of service and award-winning park improvements and amenities, undertaken with community input. PPC also prioritizes ecological restoration and land management priorities in the park, working to increase biodiversity, shade, and opportunities to enjoy nature and wildlife. PPC leverages private dollars to improve and maintain Pease Park, which benefits taxpayers and improves our public lands. This document was created in coordination with PPC Staff and Board of Directors, the Austin Parks and Recreation Department (APR), and the Watershed Protection Department (AWP), and is intended to complement our earlier plans and agreements.
