Programs Austin Live Music Fund • A grant that was designed to encourage, promote, improve, and showcase Austin’s diverse music industry through supporting live and online music events, recording studio production, video production, merchandise, and music broadcasting that can be marketed to local audiences, visiting and potential tourists, and conventions delegates. • This grant prioritizes Austin’s professional musicians, bands, venues and independent promoters who produce and promote live and online music events, recording studio production, video production, merchandise distribution, and music broadcasting. • Previous grants sizes vary from $5,000 to $30,000. Music Proclamations happen throughout the year. Music Commission Meeting Live Performances – Music Commissioners host musicians and bands from their Council districts during commission meetings with video performances followed by interviews. Vinyl Brunch - A collaboration with Austin Public Library, the Music & Entertainment Division invites local DJs to spin from a unique vinyl collection only offered at the Carver Branch. Attendees are encouraged to check out vinyl and other resources and even sign up for library cards the same day. Held every weekly in September and once in December. Sound ON! – Rebirth of EDD's collaboration with ATXN's Emmy-winning music series, Notes in Time, local artists showcase their music with intimate studio performances and interviews. Series airs every Spring. C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 9 City of Austin Code of Conduct For Boards & Commissions Definitions • Board - a permanent advisory or decision-making body and includes a commission, committee, council, or agency. • Committee - a body of board members established by an affirmative vote of the board, consisting of at least three board members, to which the board has delegated a defined matter, or matters. • Task Force- a non-codified temporary advisory body established by resolution or ordinance for a specific purpose that expires upon the completion of its assigned task or according to a specified deadline. • Working Group- a body of board members established by a vote of the board, consisting of less than a quorum of the board, to which the board delegates a defined matter, or matters, for consideration and recommendation to the board. A working group is automatically dissolved after it reports its recommendations to the board. A board may appoint a non-member or non-members to serve on a working group. Citation: § 2-1-2 - DEFINITIONS C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 11 Responsibilities of Music Commission • The Music Commission membership should reflect the various areas of interest and expertise of the Austin music community and industry and the diversity of the Austin music community and industry. Commissioners may be selected from representatives of membership-based music organizations, music-related professional services, club owners or operators, the media, and artists in the field of music. • The commission advises the City Council on music economic development issues. • The commission duties are advisory and include: • • studying the development of the music industry, and assisting in the implementation of programs to meet the needs created by the development of the industry; • holding public hearings on matters that affect the music community and industry in Austin, and making recommendations on the matters to the city council; and reviewing other matters that may affect the music industry in Austin and that may enable Austin's musicians to achieve national status while remaining in Austin, and making appropriate recommendations to city council. C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 13 Citation: § 2-1-109 - MUSIC COMMISSION Commission Meeting House Rules • Each board member attending a board meeting should observe decorum. A person or board member should not speak out of turn, use disparaging or abusive language, or make threats of violence against any other person during a board meeting. • No City board member shall engage in conduct or use language that is offensive, harassing, or sexually suggestive toward an individual or a group when interacting with other City board members, City employees, or members of the public, when the interaction is part of the board member's official duties. Examples of prohibited conduct include: • use of profanity, racial slurs, or disparaging epithets, innuendos, or names; • distribution, display, or discussion of any written or graphic material, including online content, voicemail, email, text messages, calendars, posters, and cartoons, that is sexually suggestive; • unwelcome sexual advances or requests for sexual favors; or • physical assault, threat, or intimidation. C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 14 Citation: § 2-1-48 - RULES OF ORDER Attendance Guidelines • A board member automatically vacates the member's position if the member is absent for three consecutive regular meetings or one-third of all regular meetings in a rolling 12-month timeframe. The former does not apply to an absence due to the following: • • • the board member's illness or injury; the illness of or injury to a member of the board member's immediate family; the birth or adoption of the board member's child, for 90 days after the birth or adoption, or; • military service. • The board member must notify the staff liaison of one of these stated reasons for the absence not later than the date of the next regular meeting of the board and no later than the date of the next regular meeting after the birth or adoption. • A board member who is absent from the dais, or is not on camera if participating virtually via videoconference, for more than 50% of the votes cast at that meeting will be considered absent from the entire meeting. Citation: § 2-1-26 - ATTENDANCE REQUIREMENTS AND AUTOMATIC VACATION C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 15 Mandatory Trainings • A board member must comply with the training requirements to maintain eligibility to serve on the board. A board member who does not comply with the training requirements automatically vacates the board member's position. • Each board member must complete a board course developed by City staff not later than the 90th day after the date of the member's appointment or reappointment. The training shall include: • a review of a board member's personal and • the City's business planning process; ethical responsibilities; • • the role of council and staff and the council- manager form of government; the role of advisory boards in making recommendations and advising council; • board procedures, including attendance and quorum; • • • • Government Code Chapter 551 (Open Meetings Act), Robert's Rules of Order, and Americans with Disabilities Act requirements; conflict resolution; the use of a City e-mail account for board- related business; and sexual harassment and diversity training. C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 16 Citation: § 2-1-23 - TRAINING Commission Term Membership • A board member is appointed for a term of up to four years beginning March 1st. The tenure of a board member runs concurrently with the tenure of the City Council member who appoints the member. • A board member may serve no longer than eight consecutive years on the same board. Service before July 31, 2015 is excluded in determining the number of years served. • A board member who has served eight years on the same board is not eligible for reappointment to that board until the expiration of two years after the last date of the member's service on that board. C I T Y O F A U S T I N E C O N O M I C D E V E L O P M E N T 00/00/00 17 Citation: § 2-1-22 - MEMBERSHIP TERM AND LIMITATION Meeting Agenda Drafting Schedule • Agendas must be completed and finalized 5 days before meetings for be posted to City Boards & Commissions webpage for the public. • Commission Chair MUST approve every and all agendas before posting. • Music Commission’s deadline for posting is the Wednesday before regular Music Commission meetings held on Monday. • All amendments to the agenda MUST be motioned and advanced with a second at meetings (in- person or virtually) OR via City issued email address. • Regular schedule of agenda review and editing goes as follows: • Week 1 – The week of commission meeting, following that Monday’s meeting. Staff updates and drafts upcoming meeting agenda. • Week 2 – Agenda is reviewed and amended by Chair, Vice-Chair and staff. • Week 3 – Agenda is reviewed and amended by all commission members. • Week 4 – Agenda is finalized and approved by Chair and posted on or before Wednesday.
