AUSTIN MUSIC COMMISSION MEETING MINUTES The Austin Music Commission convened on January 4, 2021 via videoconference. January 4, 2021 BOARD MEMBERS IN ATTENDANCE: Chair – Jonathan “Chaka” Mahone, Vice-chair – Anne-Charlotte Patterson, Secretary - Oren Rosenthal, Al Duarte, Gavin Garcia, Doug Leveton, Patrice Pike, Paul Pinon, Graham Reynolds Staff in Attendance: Erica Shamaly, Kim McCarson, Stephanie Bergara CALL TO ORDER 6:39pm Speakers: Jennifer Giesecke speaks against outdoor music at Esquina Tango item 2a. Erich Dryden speaks against item 2a. Raul Cruz speaks against item 2a. Doris Cruz speaks against item 2a. Commissioner Pike joins the meeting at 6:42pm. 1. APPROVAL OF MINUTES Approval of minutes from the December 7, 2020 Music Commission meeting. Commissioner Reynolds motions to approve, Vice-chair Patterson seconds. Motion 9-0 carries. a. Discussion and Possible Action on music permitting during COVID following presentation by Monica Caivano, Director of Esquina Tango. No action taken. b. Discussion and Possible Action on goals and vision for the Music Commission in 2021. c. Discussion and Possible Action about elimination of Parliamentarian Position. No action d. Discussion and Possible Action following update on Downtown Commission. No action e. Discussion and Possible Action on the review of Art in Public Places (AIPP) funding, and exploring opportunities for music. No action taken. 2. NEW BUSINESS No action taken. taken. taken. 3. OLD BUSINESS a. Discussion and Possible Action on Music Commission appointee to the Austin Economic Development Corporation (AEDC). Secretary Rosenthal motions to proceed to the planned vote on a finalist. Commissioner Leveton seconds. Motion carries 9-0. Nominees are Carl Settles and Emmett Beliveau for one-year term. Votes in favor of Carl Settles 4: Commissioner Leveton, Vice-chair Patterson, Commissioner Pinon, Commissioner Reynolds. Votes in favor of Emmett Beliveau 4: Commissioner Garcia, Commissioner Pike, Commissioner Duarte, Secretary Rosenthal. Chair Mahone recuses. Commissioner Reynolds changes vote to support Emmett Beliveau. Commissioner Reynolds motions for resolution to put Emmett Beliveau forward as nominee, Commissioner Pinon seconds. For: Secretary Rosenthal, Commissioner Reynolds, Commissioner Garcia, Commissioner Pike, Commissioner Duarte, Commissioner Pinon. Opposed: Commissioner Leveton, Vice- chair Patterson. Chair Mahone recuses. Motion passes 6-2-1. b. Discussion and Possible Action on Save Austin’s Vital Economic Sectors (SAVES) fund with focus on equity plan and enforcement. No action taken. c. Discussion and Possible Action after update from Systemic Racism Working Group. No action taken.
