AUSTIN MUSIC COMMISSION SPECIAL CALLED MEETING MINUTES The Austin Music Commission convened in a special called meeting on June 3, 2020 via videoconference. June 3, 2020 Board Members in Attendance: Chair – Rick Carney, Parliamentarian – Oren Rosenthal, Secretary - Anne-Charlotte Patterson, Gavin Garcia, Doug Leveton, Patrice Pike, Paul Pinon, Graham Reynolds Staff in Attendance: Kim McCarson, Stephanie Bergara CALL TO ORDER – 3:07pm The Music Commission meeting was held with social distancing modifications due to Coronavirus restrictions. Public comment was allowed on specific item numbers via telephone. The following speakers called in to speak: Julieann Banks spoke in favor of the Music Disaster Relief Fund but against some of the requirements; Patrick Buchta spoke about safe gig guidelines for musicians and venues engaging in live music performances during the COVID-19 pandemic. 1. APPROVAL OF MINUTES Approval of Minutes from Special Called Meeting on May 6, 2020. Commissioner Reynolds motions, Commissioner Leveton seconds, motion carries 8-0. 2. OLD BUSINESS 3. NEW BUSINESS a. Discussion and Possible Action regarding the Live Music Fund following update from the Live Music Fund Working Group. No action taken. a. Discussion and Possible Action regarding the digital live music portal. No action taken. b. Discussion and Possible Action following by Reenie Collins regarding the impact of Covid-19 on Health Alliance for Austin Musicians (HAAM) and the Music Industry. No action taken. c. Discussion and Possible Action following presentation by Nakia Reynoso regarding the Austin Music Disaster Relief Fund eligibility requirements. No action taken. d. Discussion and Possible Action following presentation by Rebecca Reynolds regarding the Creative Space Disaster Relief Program. Commissioner Garcia motions to have special called meeting and staff update on the item and discuss eligibility requirements. Commissioner Reynolds seconds. Motion carries 8-0. e. Discussion and Possible Action following presentation by Cody Cowan regarding deployment of Commercial Loans for Economic Assistance and Recovery (CLEAR) 1 AUSTIN MUSIC COMMISSION SPECIAL CALLED MEETING MINUTES June 3, 2020 funds for disaster relief and identification of music non-profits for Austin Nonprofit Civic Health Organizations Relief (ANCHOR) eligibility. No action taken. f. Discussion and Possible Action regarding the City's response to the Covid-19 as it relates to the Music Industry. Commissioners discuss moving item to Future Agenda Items. No action taken. 4. FUTURE AGENDA ITEMS a. Commissioner Reynolds motions and Commissioner Garcia seconds Discussion and Possible Action on the Music Disaster Relief Fund eligibility requirements and current state following an update from staff. b. Commissioner Reynolds motions and Commissioner Garcia seconds Discussion and Possible Action on whether to consider a Phase 2 of the Music Disaster Relief Fund. c. Commissioner Reynolds motions and Commissioner Garcia seconds Discussion and Possible Action on forming a working group on systemic racism, bringing Harold MacMillan of DiverseArts into the discussion. d. Commissioner Reynolds motions and Commissioner Garcia seconds Discussion and Possible Action on the Creative Space Disaster Relief Program following staff update. 5. ADJOURNMENT Commissioner Reynolds motions and Commissioner Pike seconds to adjourn. Meeting adjourns at 4:35pm. The City of Austin is committed to compliance with the American with Disabilities Act.
