All speakers must register in advance May 12, 2021 by noon. All public comment will occur at the beginning of the meeting. To speak remotely at the May 13, 2021 Emma S. Barrientos Mexican American Cultural Center Advisory Board Meeting, members of the public must: •Call or email the board liaison Michelle Rojas at 512-974-3771 or michelle.rojas@austintexas.gov no later than noon, Wednesday, May 12, 2021. The following information is required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start time in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to Michelle Rojas michelle.rojas@austintexas.gov by noon the day before the scheduled meeting. Barrientos Mexican American Cultural Center Recommendation Number: 20210513-03a: Support of Academia Cuahutli WHEREAS, Academia Cuauhtli demonstrably continues the deep, intense, and intergenerational support for the ESB-MACC as a partner in fulfilling its mission, and by protecting and supporting our beloved community with the same deep commitment that enabled the construction of the ESB-MACC in the first place, helping to make it a true incubator for future artisans, artists, writers, and community activists for culture and the arts; and WHEREAS, since its founding in 2013, Academia Cuauhtli (originated by Nuestro Grupo, community- based volunteers) was established at the ESB-MACC as a free Saturday culture and language revitalization academy for elementary school children and their parents, with curriculum focused on indigeneity, social justice, social history, traditional arts, and danza Mexica and since July 2014, Academia Cuauhtli has served as an official educational enterprise of the ESB-MACC; and WHEREAS, Academia Cuauhtli was instituted as an integral part of the ESB-MACC and promotes its mission further to instill in our children and their families a deep appreciation for the arts, social justice, and in action projects to preserve and develop our cultural resources, focusing on the ESB-MACC and other Latino cultural arts institutions; and WHEREAS, Academia Cuauhtli, administered through an Memorandum of Understanding with the City of Austin, Austin Independent School District (AISD), and Nuestro Grupo embraces and fulfills ESB- MACC’s mission of collaborative engagement by involving personnel and students from all participating entities into a holistic team which advances the mission of the ESB-MACC and all engaged parties; and WHEREAS, Academia Cuauhtli fulfills its mission by serving as a means for the comprehensive advancement of the students and their parents, by providing a learning and supportive environment for education, social, and economic needs through the expansion of the parental involvement enterprise, including the extensive COVID-related assistance extended to Latino families in Austin; and WHEREAS, Academia Cuauhtli fulfills its mission and collaborates with the ESB-MACC, including continuing its scheduled program on a remote basis during the COVID-19, including participating in ESB- MACC events; and WHEREAS, Academia Cuauhtli fulfills its mission by responding to the social and economic needs of parents and secured over $70,000 in direct financial support for them through the COVID-19 crisis when many parents suffered unemployment and illness; and WHEREAS, Academia Cuauhtli fulfills its mission by directly assisting students and parents with remote learning of regular AISD …

Barrientos Mexican American Cultural Advisory Board convened via video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Gerardo Gandy, Member Diana Gomez, Member Ricardo Maga Rojas, Member Endi Silva, Member Board Member Absent: Wayne Lopes, Member Claudia Massey, Member Tomas Salas, Member Staff in Attendance: Lucas Massie, PARD Division Manager Laura Esparza, PARD Division Manager Michelle Rojas, ESB-MACC Manager Olivia Tamzarian, ESB-MACC Supervisor Heidi Tse, Public Works Project Manager CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:09 pm. CITIZEN COMMUNICATION PUBLIC INPUT N/A N/A 1. APPROVAL OF MINUTES (AGENDA ITEM 1) Chair David Goujon requested several edits for the April 7th meeting’s minutes. He clarified that in section 3a that the milk snake path reference was incorrect. He also mentioned item 6a that it should include the support of funding to put LAAP artists back to work. He also mentioned that a working group was created for Awards of Excellence. Manager Rojas stated she will listen to the meeting audio recording and make the necessary edits. Chair Goujon redacted his Awards of Excellence working group comment. Chair Goujon motioned to approve the minutes. Member Ricardo Maga Rojas seconded. Motion Passed (6.0) 2. CHAIR REPORT (AGENDA ITEM 2) 1 Chair Goujon presented the chair report and commended all who make the ESB-MACC possible and fulfill the ESB-MACC mission. Chair Goujon also stated he enjoys the ESB-MACC campus and encouraged the Board to visit the center. 3. PRESENTATIONS (AGENDA ITEM 3) A) PRESENTATION BY ANGELA VALENZUELA, EMILIO ZAMORA, MARTHA COTERA, AND MARIA UNDA FROM NUESTRO GRUPO Maria del Carmen Unda introduced herself as a graduate student and part-time program coordinator for Academia Cuauhtli. She provided a brief description of the group’s background. She stated that it is a language and culture revitalization program and part of the MACC since 2014. Unda stated that they are seeking funding for a full time person and is looking to expand the program. Dr. Angela Valenzuela stated they are growing and clarified that the ESB MACC will not fund but support. Valenzuela also stated the organization is part of a national community that speaks to retain and train bilingual teachers. She detailed their work and continuing efforts during the pandemic and need for a full-time position. Dr. …
