Annual Aspirational MBE/WBE Goals and Attainment Edward Campos, Director January 14, 2025 Why – Annual Aspirational Goals Per Section 2-9A-10, SMBR establishes annual aspirational MBE and WBE goals. Per Section 2-9A-18, annual aspirational goals are expressed as a cumulative goal for all groups of minority persons and composed of each group of minority persons. The annual aspirational goals are based on the availability of MBEs and WBEs in the City's marketplace as required by federal and state law. 2 Quarterly MBE/WBE Goals • Due to sheer number of procurements > 200. • Established a process to determine aspirational goals on a quarterly basis.
