CITIZEN COMMUNICATION: GENERAL Public comment will be allowed in-person. All speakers must register in advance and identify the subject matter to be discussed up to 20 minutes after the start of the meeting. All public comment will occur at the beginning of the meeting or throughout the meeting where appropriate. Daniel Llanes, with the People Organized in Defense of Earth and Her Resources (PODER) and the Voter Education Registration and Mobilization Project (VERM), addressed the commission about his support for the maps submitted by the NAACP/Hispanic Coalition for districts 3 and 4. 1. APPROVAL OF MINUTES Discussion and possible action on the Sept. 8, 2021, ICRC meeting minutes. The Sept. 8, 2021 draft minutes were approved without objection. 2. NEW BUSINESS The ICRC may discuss and take action on the following agenda items A. Presentation and discussion of draft map created between Korbel and NAACP/Hispanic Coalition Motion was made by Commissioner Lands and seconded by Commissioner Hardin that the ICRC adopt the maps for districts 1-4 as presented by the NAACP/Hispanic Coalition and the ICRC. After discussion, motion was adopted unanimously. B. Discussion of Draft Maps by Item Motion was made by Commissioner Falcon and seconded by Commissioner Blank that the ICRC adopt a shift of voting precincts 318, 338, 221, 212 and 307 into District 8. After discussion, motion was adopted unanimously. Motion was made by Commissioner Falcon and seconded by Commissioner Kannan that the ICRC shift precincts 374, 375, 245, 244, 232, 312, 359, 232, 324, 318, 343 and 234 into District 10. After discussion, motion was adopted unanimously. Joe Reynolds, Adam Haynes and Scott Ehlers addressed the commission in agreement with Commissioner Falcon's changes to District 7 to keep the Allendale neighborhood and the Northwest Austin Civic Association together in one district. Motion was made by Commissioner Kannan and seconded by Commissioner Lands to move voting precinct 236 into District 7, move voting precinct 246 into District 10 and the voting district 240 east of MoPac into District 7. After discussion, motion was adopted unanimously. Motion was made by Commissioner Kannan and seconded by Commissioner Falcon to put voting precinct 326 and part of voting precinct 337 into District 6. After discussion, motion was adopted unanimously. Motion was made by Commissioner Yee and seconded by Commissioner Falcon to put voting precinct 250 into District 10. After discussion, motion was adopted unanimously. Motion was made by Commissioner Schneider and seconded by Commissioner Kannan to move Balcones Woods neighborhood into District 7. Motion was adopted unanimously. Motion was made by Commissioner Lands and seconded by Commissioner Blank to adopt all 10 City Council maps. Motion was adopted unanimously. C. Housekeeping \ Commissioner Kambo discussed Robert's Rules of Order guidelines. 3. UNFINISHED BUSINESS The ICRC may discuss and take action on the following agenda items A. Updates from Working Groups/Subcommittees 1. Social Media/Press Release Working Group Commissioner Dempsey gave an update on social media working group and said they are monitoring more public engagement. 2. Advertising/Website Working Group Commissioner Yee gave an update on advertising working group and said advertising efforts are geared toward the next public forums. 3. Public Forum Working Group Update Commissioner Gonzalez gave an update public forums and discussed that group is working on dates, locations for the third round of public forums. Motion was made by Commissioner Kannan and seconded by Lands to increase the public testimony in public forums from three minutes to five. After discussion, motion failed. 4. Finance Subcommittee No update. 5. Final Report Subcommittee No update. FUTURE AGENDA ITEMS  Discussion with legal counsel in executive session  Discussion on input receiving from public forums  Updates from working groups/subcommittees ADJOURNMENT Chair Puentes adjourned the meeting at 8:37 p.m. without objection.
