Commissioner Le joined at 6:10 p.m. and Commissioner Lands joined at 6:20 p.m. CITIZEN COMMUNICATION: GENERAL The first three speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Peck Young addressed the commission on behalf of the NAACP and Hispanic Coalition concerning an email he sent all commissioners that stated both entities would be presenting maps at the Sept. 8, 2021 meeting. 1. APPROVAL OF MINUTES Discussion and possible action on the Aug. 18, 2021, ICRC meeting minutes. The Aug. 18, 2021 draft minutes were approved without objection 2. UNFINISHED BUSINESS The ICRC may discuss and take action on the following agenda items A. Discussion on mapping process one-on-one's with mapping specialist Korbel gave an update on the city's undercount in their maps using the 2020 Census data and how he is waiting on state numbers to make a preliminary map. He also addressed why one-on-one's with commissioners would be useful. 3. NEW BUSINESS The ICRC may discuss and take action on the following agenda items A. Presentation from City Watershed Protection department Nick Kincaid gave overview of the important features of lakes, rivers, creeks and watershed areas in Austin used as boundaries in redistricting. C. Presentation from Austin Neighborhood Council President Justin Irving, president of ANC, gave history of ANC and neighborhood associations. D. Discussion about in-person regular meetings starting Sept. 1 Dugan gave update on in-person meeting location which he reserved from Sept. 1 through Nov. 17 and rules to follow at those meetings. Commissioner Hardin made a motion to ensure that in-person public meetings and public forums have attendees and commissioners spaced no less than six-feet apart and microphones and other equipment be wiped down between each use. Commissioner Schneider seconded and the ICRC unanimously approved the motion. E. Update from Public Forum Working Group 1. Discussion on way to improve virtual public forms Vice Chair Gonzalez shared the proposed schedule of public meeting dates for the county precinct forums. On Vice Chair Gonzalez’s motion, Commissioner Hardin’s second, the ICRC unanimously approved the proposed 2021 county precinct public forum schedule. 2. Discussion on in-person public forums: answering questions asked by public and COVID meeting protocols Vice Chair Gonzalez gave update on Q&A option for precinct forums and commissioners decided answering questions from public at forums would be an ongoing discussion. F. Update from Communications Working Group Commissioner Calderón gave update on advertising campaign and website updates. G. Update from Finance Subcommittee Commissioner Morris gave update on finances leading up to the end of the fiscal year, Sept. 30, 2021. H. Update from Final Report Subcommittee Commissioner Blank gave update on creating templates for the final report. I. Housekeeping Chair Puentes gave update on Signup Genius form with time slots for one-on-one's with Korbel. This will be delayed a week. FUTURE AGENDA ITEMS • Korbel presentation of data and possibly a map • Peck Young addressing the commission on behalf of the NAACP and the Hispanic Coalition with maps on Sept. 8, 2021 • Discussion on better way to integrate and address questions asked by public at public forums 2021 • Updates from working groups/subcommittees • Discussion on ideas to spend surplus of funds before the end of the fiscal year Sept. 30, ADJOURNMENT Chair Puentes adjourned the meeting at 8:33 p.m. with no objection. Independent Citizens Redistricting Commission Meeting 08/25/2021 Independent Citizens Redistricting Commission to be held 08/04/2021 with Social Distancing Modifications Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (08/24/2021 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the Independent Citizens Redistricting Commission Meeting, members of the public must: •Call or email the board liaison at 512-974-7665 and matthew.dugan@austintexas.gov no later than noon, (the day before the meeting). The following information is required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start time in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to matthew.dugan@austintexas.gov by noon the day before the scheduled meeting.
