Speakers may only register to speak once, either in-person or remotely, and will be allowed up to three minutes to provide their comments. There is a limit on the number of speakers who may speak on items not posted on the agenda—only the first ten speakers who register prior to the meeting being called to order will be allowed a three-minute allotment to address non-agenda items. Approve amendments to the minutes of the Ethics Review Commission Regular meeting on June 25, 2025. 1 2. Approve the minutes of the Ethics Review Commission Regular meeting on August 28, 2025. EXECUTIVE SESSION The Ethics Review Commission may announce it will go into Executive Session pursuant to Chapter 551.071 of the Texas Government Code to receive advice from legal counsel on any matter listed in this agenda. Briefing from Executive Liaison, Caroline Webster, on a draft ordinance proposing amendments to City Code Sections 2-7-27 (Limit on the Commission’s Jurisdiction) and 2-7-71 (Definitions). DISCUSSION AND ACTION ITEMS Consideration, discussion, and potential action regarding: 5. 6. 7. 8. 9. Set and adopt the Ethics Review Commission regular meeting calendar for 2026. Discussion and possible approval of a draft ordinance proposing amendment to City Code Sections 2-7-27 (Limit on the Commission’s Jurisdiction) and 2-7-71 (Definitions), with representatives from the City Auditor’s office available to answer relevant questions from the Commission. Discussion and possible action to keep, dissolve, merge, rename, or change membership of established Ethics Review Commission working groups, including discussion and possible action to clarify and possibly expand the scope, purpose, and goals of the Working Group to Review the ERC Complaint Process to include a comprehensive review of all Ethics Review Commission rules and to make any corollary changes to the name and or membership of that working group. Update from the Working Group to Review the ERC Complaint Process (Commissioners Low, Materne, and Preddy). Discussion and possible action regarding issues identified by the Working Group to Review the ERC Complaint Process: Review of concerns and recommendations related to the complaint process as outlined in the Ethics Review Commission Rules and Procedures document. 10. Update from the Working Group to Review and Revise ERC bylaws (King, Pumfrey, and Sharkey). For the 2024 meeting schedule, agendas, and additional information about the Commission, see: Ethics Review Commission | AustinTexas.gov ERC STANDARD PUBLIC COMMUNICATION INSTRUCTIONS NOTICE Regarding Public Communication Sign-in required: If appearing in person at the meeting, please sign in to speak with the staff liaison prior to the meeting being called to order. Please indicate the item or items on the agenda on which you are speaking if you are speaking on an agenda item. A speaker who fails to indicate an agenda item on which the speaker desires to speak will be called to speak during Public Communication. Time Limits: Speakers are limited to a maximum time limit of three minutes per speaker. A time period of six minutes will be allowed for a speaker who addresses the Commission through a translator or a speaker who needs accommodation for a disability. Public Communication Speakers: A maximum of ten people may speak during Public Communication, at the beginning of the meeting on any topic, which are non-agenda items. Speakers will be called in the order in which the speaker signed up. Public Communication or Public Testimony on a Numbered Agenda Item: A speaker who signs up to speak on a numbered agenda item will be called to speak at the beginning of the meeting, or secondly, at the beginning of the agenda item and will be called in the order in which the speaker(s) signed up. Speaker comments must be relevant to the agenda item. 3
