ENVIRONMENTAL COMMISSION REGULAR MEETING MINUTES Wednesday, February 4, 2026 The Environmental Commission convened a regular meeting on Wednesday, February 4, 2026, at 6310 Wilhelmina Delco Drive in Austin, Texas. Chair Bristol called the Environmental Commission Meeting to order at 6:01 p.m. Commissioners in Attendance: Jennifer Bristol, Richard Brimer, Justin Fleury, Haris Qureshi, David Sullivan, Mariana Krueger, and Annie Fierro Commissioners in Attendance Remotely: Mar Moretta-Urdiales, Allison Morrison Commissioners Absent: Isabella Changsut and Martin Luecke PUBLIC COMMUNICATION: GENERAL Speakers: Natalie Evans, Festival Beach Food Forest Aly Tharp, Festival Beach Food Forest Angelina Analis, Festival Beach Food Forest APPROVAL OF MINUTES 1. Approve the minutes of the Environmental Commission Special Called meeting on January 28, 2026. The minutes of the Special Called meeting on January 28, 2026, were approved on Commissioner Krueger’s motion, Commissioner Sullivan’s second, on a 7-0 vote. Commissioners Changsut and Luecke were absent. Commissioners Morrison and Fierro were off the dais. DISCUSSION AND ACTION ITEMS 2. Presentation on “Sound Enforcement by Ordinance.” Presentation by Elaine Garrett, Assistant Director and Dedric Knox, Division Manager, Austin Development Services. Speakers: Elaine Garrett, Austin Development Services Dedric Knox, Austin Development Services 1 A recommendation related to Sound Enforcement by Ordinance was approved on Commissioner Qureshi’s motion, Commissioner Bristol’s second, on a 9-0 vote. Commissioners Changsut and Luecke were absent. 3. Presentation on the Food Implementation Plan. Presentation by Edwin Marty, Food Policy Manager, Austin Climate Action and Resilience. Speakers: Edwin Marty, Austin Climate Action and Resilience A recommendation regarding the Food Implementation Plan was approved on Commissioner Qureshi’s motion, Commissioner Krueger’s second, on an 8-0 vote. Commissioners Changsut and Luecke were absent. Commissioner Morrison was off the dais. The meeting was recessed at 8:50 P.M. until 8:57 P.M. without objection. The Environmental Commission Regular Meeting was reconvened at 8:59 P.M. 4. Presentation on “Beverley Sheffield Northwest District Park duck pond overview and solutions.” Presentation by Janae Spence, Assistant Director, Austin Watershed Protection. Speakers: Lee Sherman, Austin Watershed Protection Lindsey Machamer, Austin Parks and Recreation Caroline Reynolds, public comment Mary Ferro, public comment Gordon Thompson, public comment A motion to waive the rules and allow the Environmental Commission to extend the meeting until 10:15 P.M. was approved on Commissioner Krueger’s motion and Commissioner Qureshi’s second on an 8-0 vote. Commissioners Changsut and Luecke were absent. Commissioner Morrison was off the dais. 5. Briefing on Austin Watershed CIP project information sharing. Presentation by Janae Spence, Assistant Director, Austin Watershed Protection. Item 5 was postponed until the March 4, 2026, Environmental Commission meeting without objection by Commissioner Bristol. Commissioners Changsut and Luecke were absent. Commissioner Morrison was off the dais. FUTURE AGENDA ITEMS 2 Commissioner Brimer requested consideration of a recommendation related to Beverley Sheffield Northwest District Park duck pond at the February 18, 2026, meeting. Commissioner Bristol seconded. Commissioner Sullivan requested an item to discuss the Festival Beach Food Forest and the infrastructure changes that would destroy volunteer efforts there. Commissioner Qureshi seconded. ADJOURNMENT Chair Bristol adjourned the meeting at 10:10 P.M. without objection. The City of Austin is committed to compliance with the Americans with Disabilities Act.
