ENVIRONMENTAL COMMISSION SPECIAL CALLED MEETING MINUTES Wednesday, January 7, 2026 The Environmental Commission convened in a Special-called meeting on Wednesday, January 7, 2026, at 6310 Wilhelmina Delco Drive in Austin, Texas. Vice-Chair Krueger called the Environmental Commission Meeting to order at 6:00 p.m. Commissioners in Attendance: Mariana Krueger, Richard Brimer, Justin Fleury, Martin Luecke, Allison Morrison, Haris Qureshi, David Sullivan Commissioners in Attendance Remotely: None Commissioners Absent: Jennifer Bristol, Isabella Changsut, Mar Moretta-Urdiales, Annie Fierro PUBLIC COMMUNICATION: GENERAL None PUBLIC HEARINGS 1. Name: South Shore PUD Addition, C814-2008-0087.02 Applicant: Armbrust & Brown, PLLC (Michael Whellan) Location: 1705 South Lakeshore Blvd, Austin, Texas 78741 Council District: 3 Staff: Sean Watson, Environmental Program Coordinator, 512-963-2167, Sean.Watson@austintexas.com Applicant request: The applicant proposes to amend a previously approved Planned Unit Development (PUD). This is amendment #2. Staff Recommendation: Recommended with conditions Speakers: Sean Watson, Austin Watershed Protection Michael Whellan, on behalf of the applicant 1 A motion to close the public hearing passed on Commissioner Sullivan’s motion, Commissioner Qureshi’s second, on a 7–0 vote. Commissioners Bristol, Changsut, Fierro, and Moretta-Urdiales were absent. A motion to approve the South Shore PUD Addition with conditions was made on Commissioner Qureshi’s motion, seconded by Commissioner Krueger. Commissioner Brimer made a motion to postpone until the February 4th meeting seconded by Commissioner Fleury failed on a 5-2 vote. Commissioners Fleury, Luecke, Qureshi, Morrison, and Brimer voted for. Commissioners Krueger and Sullivan voted against. Commissioners Bristol, Changsut, Fierro, and Moretta-Urdiales were absent. The original motion failed on a vote of 5-1. Commissioners Luecke, Krueger, Qureshi, Morrison, and Sullivan voted for the motion. Commissioner Brimer voted against. Commissioner Fleury abstained. Commissioners Bristol, Changsut, Fierro, and Moretta-Urdiales were absent. DISCUSSION AND ACTION ITEMS Presentation, discussion, and action on an Interlocal Agreement between the City of Austin and Round Rock Independent School District. Presentation by Leslie Lilly, Environmental Conservation Program Manager, Austin Watershed Protection. Speakers: Leslie Lilly, Austin Watershed Protection Mike Brooks, Round Rock ISD A motion to approve the Interlocal Agreement between the City of Austin and Round Rock Independent School District with conditions passed on Commissioner Qureshi’s motion, Commissioner Fleury’s second, on a 6–0 vote. Commissioner Brimer abstained. Commissioners Bristol, Changsut, Fierro, and Moretta-Urdiales were absent. FUTURE AGENDA ITEMS None.
