EARLY CHILDHOOD COUNCIL MEETING MINUTES Wednesday, June 10, 2026 EARLY CHILDHOOD COUNCIL REGULAR MEETING MINUTES WEDNESDAY, JUNE 10, 2026 The Early Childhood Council convened in a regular meeting on Wednesday, June 10, 2026, at 301 West Second Street in Austin, Texas. Chair Hamilton called the Early Childhood Council Meeting to order at 9:07 a.m. Board Members in Attendance: Chair Hamilton and Members Alvizo, Cárdenas, McNary, Navarro, Sears, and Rivas Board Members in Attendance Remotely: Members Beauchemin and Latham-Sikes PUBLIC COMMUNICATION: GENERAL None present. APPROVAL OF MINUTES 1. Approve the minutes of the Early Child Council Regular Meeting on May 13, 2026. The minutes from the Early Childhood Council regular meeting on May 13, 2026, were approved on Member McNary’s motion, Member Alvizo’s second, on an 8-0 vote. Member Beauchemin was absent. DISCUSSION AND ACTION ITEMS 2. 3. Discussion of the legacy of Cathy McHorse and ways the Early Childhood Council can carry her work forward. Members shared memories of Cathy McHorse, former Chair of the Early Childhood Council. Members Alvizo, Navarro, Sears, and Rivas volunteered to draft a City proclamation in honor of McHorse and to bring a draft proclamation for Early Childhood Council approval to the August 8 regular meeting. Discussion and possible action to approve the Early Childhood Council’s 2027 goals to be included in the Council’s annual review. The motion to approve the 2027 Early Childhood Council goals was approved on Member McNary’s motion, Member Navarro’s second on a unanimous 9-0 vote. 1 EARLY CHILDHOOD COUNCIL MEETING MINUTES Wednesday, June 10, 2026 The following amendment was made by Member Sears and seconded by Member Alvizo. The amendment was to amend goal number 5 to read: “Increase the impact of Early Childhood Council actions by continuing to improve communications between ECC members, Joint Inclusion Committee, Austin ISD, Raising Travis County, and City Council and Mayor’s offices.” The amendment was approved on a unanimous 9-0 vote. DISCUSSION ITEMS 4. 5. 6. 7. Presentation by Austin Independent School District (AISD) regarding AISD Head Start enrollment and locations. Presentation by Yvette Cárdenas, AISD Executive Director of Academic Programs; Amanda Bolding, AISD Head Start Administrator; and Elizabeth Scogland, AISD Early Learning Administrative Supervisor. Amanda Bolding, AISD Head Start Administrative Supervisor, presented AISD Head Start enrollment information and location changes. Elizabeth Scogland and Yvette Cárdenas presented information on Pre-K enrollment numbers for the 2026-27 school year. Raising Travis County implementation updates from Hilda Rivas, Travis County Health & Human Services Research & Planning Division Senior Planner. Hilda Rivas provided updates on Raising Travis County (RTC) contracts, investments, and community engagement opportunities. Updates from the May Joint Inclusion Committee (JIC) meeting. Member McNary provided updates on the discussion topics at the May Joint Inclusion Committee meeting. Discussion of the time and location of the next regular meeting on Saturday, August 8, 2026. Members discussed holding the August 8 regular meeting at the Permitting and Development Center at 10:00 a.m. STAFF BRIEFINGS 8. Austin Public Health update about the National League of Cities Prenatal-to-Three Impact Lab and updates from related local early childhood groups such as Austin Chapter of the Texas Association for the Education of Young Children, Success By 6 Coalition, Child Care Regulation, and Workforce Solutions Capital Area. Briefing by Caitlin Oliver, Austin Public Health. Caitlin Oliver-McLaughlin provided an update on the City of Austin’s participation in the National League of Cities Prenatal-to-Three Impact Lab and an update regarding an Austin Budget and Organizational Excellence memo about the social service contract evaluation focus areas. FUTURE AGENDA ITEMS 2 EARLY CHILDHOOD COUNCIL MEETING MINUTES Wednesday, June 10, 2026 Members listed the following future agenda items: • Presentation from Angela Lampkin, Executive Director of Child Inc Head Start, about enrollment and collaboration with Austin ISD • FY27 budget and social service contract evaluation updates • Presentation about Dell Children’s Hospital-based Violence Intervention Program Chair Hamilton adjourned the meeting at 10:18 a.m. without objection. The minutes were approved at the August 8, 2026, meeting on Member Navarro’s motion, Member Latham-Sikes’s second on an 8-0 vote. 3
