Community Police Review Commission – Meeting Minutes Friday, July 17, 2026 COMMUNITY POLICE REVIEW COMMISSION (CPRC) REGULAR CALLED MEETING MINUTES FRIDAY, JULY 17, 2026 The Community Police Review Commission convened in a Regular meeting on Friday, July 17, 2026, at Austin City Hall, Boards and Commissions Room 1101, 301 West 2nd Street, in Austin, Texas. Chair Carlos Greaves called the meeting to order at 3:02 p.m. Commissioners in Attendance: Carlos Greaves, Chair Ruben De La Paz (arrived at 3:47 p.m.) Darrick Eugene Christopher Harris Lauren Peña Commissioners in Attendance Remotely: Laura Cortes Franco, Vice Chair Terry Flood Lee Peterman Commissioners Absent: Marissa Johnson Kathy Russell Celesta Williams PUBLIC COMMUNICATION: GENERAL APPROVAL OF MINUTES 1. Approval of the minutes of the Community Police Review Commission regular-called meeting of June 26, 2026. The minutes from the Community Police Review Commission regular meeting of June 26, 2026, were approved on Commissioner Christopher Harris’s motion and Commissioner Darrick Eugene’s second on a 6-0 vote. Commissioner Terry Flood abstained. Commissioners Ruben De La Paz, Marissa Johnson, Kathy Russell, and Celesta Williams were absent. STAFF BRIEFING 2. Staff briefing regarding progress of work with the Police Technology Unit on an internal drive for the CPRC to access case files. Staff briefing by Complaint Supervisor Brennan Duran regarding updates related to Austin Police Oversight (APO), including an overview and key highlights; administrative and operational updates; commission support and follow-up; community engagement; policy highlights; and upcoming items and priorities. Presentation was made by Brennen Duran, Complaint Supervisor, Austin Police Oversight. DISCUSSION ITEMS 4. Discussion of ways to ensure the APO-CPRC Case Review File SharePoint has an appropriate number of active cases available for review. Discussed. 5. Discussion of APD General Orders 902.7 and 902.9 related to administrative investigations. Discussed. WORKING GROUP UPDATE 6. Update from the CPRC Year in Review Working Group regarding preparation of the Commission's Year in Review report. The update was given by Commissioner Darrick Eugene. FUTURE AGENDA ITEMS Discussion regarding the policy for recording Austin Police Department officers. Discussion regarding CPRC case review process and proposed resolution. Discussion regarding the process of adding current events and issues of public concern to future agendas. ADJOURNMENT Chair Carlos Greaves adjourned the meeting at 4:35 p.m. without objection. APPROVAL The minutes were approved at the Friday, August 2, 2026, meeting on Commissioner Christopher Harris’s motion and Vice Chair Laura Cortes Franco’s second, on an 8-0 vote.
