Community Police Review Commission – Meeting Minutes Friday, June 26, 2026 COMMUNITY POLICE REVIEW COMMISSION (CPRC) REGULAR CALLED MEETING MINUTES FRIDAY, JUNE 26, 2026 The Community Police Review Commission convened in a Regular meeting on Friday, June 26, 2026, at Austin City Hall, Boards and Commissions Room 1101, 301 West 2nd Street, in Austin, Texas. Vice Chair Laura Cortes Franco called the meeting to order at 3:00 p.m. Commissioners in Attendance: Laura Cortes Franco, Vice Chair Ruben De La Paz Darrick Eugene Christopher Harris Marissa Johnson (arrived at 3:08 p.m.) Lauren Peña Commissioners in Attendance Remotely: Carlos Greaves, Chair Lee Peterman Commissioners Absent: Terry Flood Kathy Russell Celesta Williams PUBLIC COMMUNICATION: GENERAL APPROVAL OF MINUTES 1. Approval of the minutes of the Community Police Review Commission regular-called meeting of May 15, 2026. The minutes from the Community Police Review Commission regular meeting of May 15, 2026, were approved on Commissioner Darrick Eugene’s motion, Chair Carlos Greaves second on a 7-0 vote. Commissioners Terry Flood, Marissa Johnson, Kathy Russell, and Celesta Williams were absent. STAFF BRIEFING 2. Staff briefing regarding progress of work with the Police Technology Unit on an internal drive for the CPRC to access case files. Staff briefing regarding updates related to Austin Police Oversight, including an overview and key highlights; administrative and operational updates; commission support and follow-up; community engagement; policy highlights; and upcoming items and priorities from Director Gail McCant. Presentation was made by Kevin Masters, Deputy Director, Austin Police Oversight. DISCUSSION ITEMS 4. Discussion of Working Groups A, B, and C’s experiences reviewing case files and recommendations for expediting the case review process. Discussed. 5. Discussion of the Austin Police Oversight Officer-Involved Shooting (OIS) Dashboard, presented by Public Information and Marketing Program Manager Sara Peralta and Policy Compliance Consultant Crystal Kimbrough. Presentation was made by Public Information and Marketing Program Manager Sara Peralta and Policy Compliance Consultant Crystal Kimbrough of Austin Police Oversight. DISCUSSION AND ACTION ITEMS 6. Summary, deliberation, and action regarding a recommendation from Commissioner Review Working Group A for Case 2025-01049. Commissioner Review Working Group A recommended sustaining the findings of Austin Police Oversight and the Internal Affairs Division and recommending an indefinite suspension for Case 2025-01049. The recommendation was approved on Commissioner Lee Peterman’s motion, Commissioner Christopher Harris second on an 8-0 vote. Commissioners Terry Flood, Kathy Russell, and Celesta Williams were absent. 7. Summary, deliberation, and action regarding a recommendation from Commissioner Review Working Group B for Case 2025-1839. Commissioner Review Working Group B recommended Exonerated with training for Case 2025-1839. On Commissioner Christopher Harris' motion, seconded by Commissioner Darrick Eugene, the recommendation was approved on an 8–0 vote. Commissioners Terry Flood, Kathy Russell, and Celesta Williams were absent. 8. Summary, deliberation, and action regarding a recommendation from Commissioner Review Working Group C for Case 2025-2338. Commissioner Review Working Group C recommended Sustained with a Written Reprimand for Case 2025-2338. On Commissioner Marissa Johnson's motion, seconded by Commissioner Christopher Harris, the recommendation was approved on an 8–0 vote. Commissioners Terry Flood, Kathy Russell, and Celesta Williams were absent. 9. Approve the creation of a working group for the “CPRC Year in Review” to prepare a one-time report summarizing the Commission’s first-year accomplishments, challenges, and lessons learned, including compilation of commissioner input and a draft report for Commission review. The motion to approve the formation of a CPRC Year in Review Working Group was approved on Commissioner Darrick Eugene’s motion, Commissioner Lauren Peña’s second on a 7-0 vote. Vice Chair Laura Cortes Franco abstained. Commissioners Terry Flood, Kathy Russell, and Celesta Williams were absent. 2 Community Police Review Commission – Meeting Minutes Friday, June 26, 2026 Commissioners Darrick Eugene, Christopher Harris, and Lauren Peña were appointed to serve on the working group. 10. Selection of new commissioners appointed by the City Manager to fill alternate vacancies. Deputy Director Kevin Masters explained the process for selecting alternate members to fill future Community Police Review Commission vacancies. Four alternate candidates were selected through a random drawing and ranked in the order selected. 1. Steven Nguyen 2. Sophie Primeaux 3. Mosie Parks 4. Jacob Renfro WORKING GROUP RECOMMENDATIONS 11. Report of recommendation by Commissioner Review Working Group A regarding Case 2025- 01049. The recommendation was presented by Commissioners Lee Peterman and Lauren Peña. 12. Report of recommendation by Commissioner Review Working Group B regarding Case 2025- 1839. The recommendation was presented by Commissioner Darrick Eugene. 13. Report of recommendation by Commissioner Review Working Group C regarding Case 2025- 2338. The recommendation was presented by Commissioner Marissa Johnson. FUTURE AGENDA ITEMS Discussion of the consequences of non-concurrence with APD and APO recommendations and potential processes to ensure Commission recommendations are provided prior to final disciplinary decisions. Discussion regarding APD implementation of policies and methods for informing the public of the Austin Police Oversight complaint process.
