COMMUNITY DEVELOPMENT COMMISSION (CDC) MEETING October 8, 2024 – 6:30pm Austin City Hall, Boards and Commissions – Room 1101 301 West 2nd Street, Austin, TX 78701 Some members of the Community Development Commission may be participating by video conference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once, either in-person or remotely, and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation. Purpose: The purpose of the board is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs. AGENDA CALL TO ORDER PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three- minute allotment to address their concerns regarding items not posted on the agenda. APPROVAL OF MINUTES DISCUSSION ITEMS 1. Approve the September 10, 2024, Community Development Commission meeting minutes. 2. Presentation and discussion regarding outcomes for the Community Services Block Grant (CSBG) for August 2024 (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health). 3. Presentation and discussion of components to consider for the Equity Overlay for the Home Options for Middle-Income Empowerment (HOME) Initiative (Celine Rendon, Marisa Perales, and Misael Ramos, Organizers, Community Powered ATX) DISCUSSION AND ACTION ITEMS 4. Discussion and possible action to approve amendments to the Community Development Commission (CDC) Bylaws regarding removal of board members to comply with state law - 10 TAC 6.212(b)(3) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health). 5. Discussion and possible action to approve the City’s application to the United States Department of Housing and Urban Development (HUD) for the Pro-Housing Grant Funding that can be used to further develop, evaluate, and implement housing policy plans, improve housing strategies, remove regulatory barriers, and facilitate affordable housing production and preservation (Mandy DeMayo, Interim Director and Rachel Tepper, Planner Principal, Housing Department) PUBLIC HEARING 6. Conduct a public hearing to receive comments on the proposed application to the United States Department of Housing and Urban Development (HUD) for Pro-Housing Grant Funding (Mandy DeMayo, Interim Director and Rachel Tepper, Planner Principal, Housing Department).
