COMMUNITY DEVELOPMENT COMMISSION (CDC) June 14, 2022 – 6:30pm Austin City Hall, Board and Commission- Room 1101 301 West 2nd Street, Austin, TX 78701 Some members of the Community Development Commission may be participating by video conference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once, either in-person or remotely, and will be allowed up to three minutes to provide their comments. Purpose: The purpose of the board is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs. Commissioners Fadelu and Sloan were present but off the dais; Commissioners Thompson and Sepeda were absent. PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three minute allotment to address their concerns regarding items not posted on the agenda. Raul Alvarez, Community Action Network, addressed the CDC. 1. APPROVAL OF MINUTES Discussion and possible action on the May 10, 2022, Community Development Commission meeting minutes. On Commissioner Tolliver’s motion, Commissioner Garcia’s second, the May 10, 2022, minutes were unanimously approved. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) (Jill Smith, Program Supervisor, Austin Public Health) Jill Smith gave the briefing. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. OLD BUSINESS Discussion and possible action on staff recommendations presented at the May 2022 CDC meeting regarding the Home Loan Repair Program (CDC) On Commissioner Tolliver’s motion, Commissioner Delgado’s second, the CDC approved Housing and Planning staff’s recommendations regarding improvements to the Home Repair Loan Program, on an 8 – 0 – 1 vote with Vice Chair Paup abstaining. 4. NEW BUSINESS a) Briefing regarding the strengthening of tenants’ rights ordinance from the Office of Civil Rights, Housing and Planning Department, and Austin Code. (Carol Johnson, Office of Civil Rights; Elaine Garrett, Austin Code; Nefertitti Jackmon, Cupid Alexander, & James May, Housing and Planning Department) b) Briefing, discussion, and possible action from Financial Services regarding City of Austin budget process and timeline (Katie Stewart, Budget Analyst, Financial Services Office) Carol Johnson gave the briefing. Mandy DeMayo gave the briefing. c) Briefing, discussion, and possible action on Community Initiated Solutions through Project Connect (Nefertitti Jackmon, Rachel Tepper, & Julie Smith, Housing and Planning) Nefertitti Jackmon, Rachel Tepper and Julie Smith gave the briefing. d) Discussion and possible action on the draft Fiscal Year 2022-2023 Action Plan (Mandy DeMayo & Max Horstman, Housing and Planning Department) Mandy DeMayo and Max Horstman gave the presentation. On Vice Chair Paup’s motion, Commissioner Elias’s second, the CDC unanimously approved the Funding Table of the draft Fiscal Year 2022-2023 Action Plan. 5. WORKING GROUP AND COMMITTEE REPORTS a) Update from the Joint Sustainability Committee (Commissioner Fadelu) b) Update from the South Central Waterfront Advisory Board (Vice Chair Paup) Commissioner Fadelu gave the update.
