COMMUNITY DEVELOPMENT COMMISSION (CDC) May 10, 2022 – 6:30pm Austin City Hall, Board and Commission- Room 1101 301 West 2nd Street, Austin, TX 78701 Some members of the Community Development Commission may be participating by video conference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once, either in-person or remotely, and will be allowed up to three minutes to provide their comments. Purpose: The purpose of the board is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs. PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three minute allotment to address their concerns regarding items not posted on the agenda. Pedro Escobar Hernandez, Jr. (Chair/President, Vazquez Fields Neighborhood Association) addressed the CDC regarding the Fair Fares Campaign. 1. APPROVAL OF MINUTES Discussion and possible action on the April 12, 2022, Community Development Commission meeting minutes. On Vice Chair Paup’s motion, Commissioner Sloan’s second, the April 12, 2022 minutes were unanimously approved. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano presented. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Meeting locations are planned with wheelchair access. PUBLIC HEARINGS a) Briefing, discussion, and possible action on the draft Fiscal Year 2022-2023 Action Plan (Max Horstman, Housing and Planning Department) Max Horstman, Mandy DeMayo, and Akeisha Johnson-Smothers (Austin Public Health) presented. b) Conduct a public hearing to receive input on the draft Fiscal Year 2022-2023 Action Plan. The public hearing was conducted with no comment. c) Briefing, discussion, and possible action on the draft HOME-ARP Allocation Plan (Max Horstman, Housing and Planning Department) Max Horstman, Mandy DeMayo, and Dianna Grey (Homeless Strategy Officer) presented. d) Conduct a public hearing to receive input on the drat HOME-ARP Allocation Plan. The public hearing was conducted with no comment. 4. OLD BUSINESS a) Briefing on Home Loan Repair Program (Letitia Brown and James May, Housing and Planning Department) Letitia Brown and Mandy DeMayo presented. 5. NEW BUSINESS a) Briefing and discussion on public housing from the Housing Authoritiy City of Austin (Sylvia Blanco and Mike Gerber, Housing Authority City of Austin) Sylvia Blanco presented and recommended emailing rosewoodnow@hacanet.org for community arts partnership opportunities at the Rosewood Courts project. b) Briefing and discussion on Equity-Based Historic Preservation Plan (Cara Bertron, Housing and Planning Department) Cara Bertron presented. c) Briefing regarding CDC Goals and Values (Chair Motwani) Chair Motwani spoke and dismissed the item. d) Hold annual CDC officer elections The City of Austin is committed to compliance with the American with Disabilities Act. Vice Chair Paup nominated Chair Motwani for the office of CDC Chair. On Vice Chair Paup’s motion, Chair Motwani’s second, Chair Motwani was unanimously elected to continue in the office of Chair. On Commissioner Sloan’s motion, Commissioner Thompson’s second, Vice Chair Paup was unanimously elected to continue in the office of Vice Chair. 6. WORKING GROUP AND COMMITTEE REPORTS a) Update from the Joint Sustainability Committee (Commissioner Fadelu) The update was postponed to a future meeting. b) Update from the Austin Transit Partnership (ATP) Community Advisory Committee c) Update from the Housing Investment Review Committee (HIRC) (Commissioners Garrett & d) Update from the South Central Waterfront Advisory Board (SCWAB) (Vice Chair Paup) (Commissioner Elias) The update was postponed to a future meeting.
