COMMUNITY DEVELOPMENT COMMISSION (CDC) February 8, 2022 – 6:30pm Austin City Hall, Board and Commission- Room 1101 301 West 2nd Street, Austin, TX 78701 Some members of the Community Development Commission may be participating by video conference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Commissioner Deshotel joined the meeting at 7:00pm, and Commissioner Fadelu joined at 7:05pm. Commissioner Thompson left the meeting at 8:15pm. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three minute allotment to address their concerns regarding items not posted on the agenda. No one signed up to speak. 1. APPROVAL OF MINUTES Discussion and possible action on the December 14, 2021, Community Development Commission meeting minutes. On Commissioner Garrett’s motion, Commissioner Sloan’s second, the December 14, 2021, minutes were approved unanimously. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) a) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano gave the briefing. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. CDC Commissioners may contact CTM for email/technology assistance: 512-974-4357. b) Presentation, discussion and possible action on the Update for the 2020 – 2024 Neighborhood Services Strategic Plan (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health). Angel Zambrano presented. On Commissioner Deshotel’s motion, Commissioner Delgado’s second, the CDC unanimously approved the Update on the 2020 – 2024 Neighborhood Strategic Plan without modifications. 3. NEW BUSINESS a) Introduction to new Civil Rights Office and new Office Director (Carol Johnson, Civil Rights Office) Carol Johnson gave the introduction and briefing. b) Update from Code Department regarding mold issues and policy that came from winter storm Uri (Daniel Word, Austin Code Department) c) Presentation and update on citywide resiliency hubs (Marc Coudert, Office of Sustainability) Daniel Word gave the update. Marc Coudert gave the presentation. d) Briefing and discussion on Equitable Transit-Oriented Development (ETOD) (Laura Keating, Housing and Planning Department, and Anna Lan, CapMetro) Laura Keating and Anna Lan gave the briefing. 4. WORKING GROUP AND COMMITTEE REPORTS a) Update from the Joint Sustainability Committee (Commissioner Fadelu) No update was given, as there was no Sustainability Committee meeting. b) Update from the Austin Transit Partnership (ATP) Community Advisory Committee (Commissioner Elias) Commissioner Elias gave the update. c) Update from the Housing Iinvestment Review Committee (HIRC) (Commissioner Deshotel) No update was given, as there was no HIRC meeting. FUTURE AGENDA ITEMS • Request for HACA updates re: Chalmers, Rosewood Courts and Santa Rita redevelopment and changes to tenant requirements (Delgado) • RBJ updates (Delgado) • HPD case information re: Yolanda Rendon (Delgado) • COA Budget recommendations from CDC (Garrett): A Budget Recommendation Working Group was formed, including Commissioners Garrett, Elias and Motwani.The purpose of the group is to prepare budget recommendations for consideration at the March CDC meeting. • Latest updates re: HIRC, how can CDC stay on top of changes, what is happening and who is the best contact (Motwani) programs (Motwani) • How to incorporate CODE recommendations to bolster HPD housing repair and tenant • Presentation on Equitable Preservation Plan by HPD (Motwani) ADJOURNMENT Chair Motwani adjourned the meeting at 9:27pm without objection.
