Commissioners Woods and Tolliver were absent. Commissioner Sepeda joined the meeting at 5:38pm, and Commissioner Delgado joined the meeting at 5:50pm. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up by noon the day prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Speakers signed up to address specific items on the agenda may also be called upon to speak at this time. Zenobia C. Joseph addressed the CDC. 1. APPROVAL OF MINUTES Discussion and possible action on the June 8, 2021, Community Development Commission meeting minutes. On CommissionerMejia’s motion, Commission Deshotel’s second, the June 8, 2021, minutes were unanimously approved. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) and Customer Satisfaction Survey (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano gave the briefing. 3. NEW BUSINESS a) Election of CDC Officers Commissioner Deshotel moved to nominate Chair Motwani to continue serving as Chair. Commissioner Mejia seconded the motion, and Chair Motwani was unanimously elected to continue in his role as Chair of the CDC. Commissioner Delgado nominated Commissioner Mejia to serve as Vice Chair, and Chair Motwani nominated Vice Chair Paup to continue serving as Vice Chair. Commissioner Mejia declined to serve as Vice Chair, and seconded Vice Chair Paup’s nomination. Vice Chair Paup was elected to continue her service on a 11-0-1 vote, with Commissioner Delgado abstaining. The City of Austin is committed to compliance with the American with Disabilities Act. CDC Commissioners may contact CTM for email/technology assistance: 512-974-4357. b) Approval of the Draft Fiscal Year 2021-2022 Action Plan (Katie Horstman, Housing & Planning Department) Katie Horstman and Rebecca Giello responded to questions. Following discussion, on Vice Chair Paup’s motion, Commissioner Mejia’s second, the CDC unanimously approved the Draft Fiscal Year 2021-2022 Action Plan, with consideration given to the recommendations put forth by Vice Chair Paup on behalf of ADAPT of Texas (disability rights group), listed below. 1. Consult with the disability community as to why there is such low participation in ABR by renters with disabilities and create an outreach campaign to increase tenant beneficiaries of this program. 2. Adopt and publicize to all, including staff, a policy supporting integration of people with and without disabilities to include training for the housing and development services sides of HPD and DSD on the department’s obligations under Section 504 and Fair Housing, ADA and the Visitability Ordinance. 3. Amend the stakeholder process to include what ADAPT calls the “ultimate stakeholder,” the actual residents or would-be residents, and to include in publicity such as for the Needs Assessment survey, the accessible places where ultimate stakeholders will find referenced information and reports. 4. ADAPT asks that not all housing for people below 30% be for the homeless. c) Briefing on City’s response to Winter Storm Uri (Daniel Word, Austin Code Department) Daniel Word gave the briefing. d) Briefing and possible action on the American Rescue Plan Act (ARPA) (Diana Thomas, Financial Services Department) Diana Thomas gave the briefing. No action was taken. e) Discussion and possible action on the July 2020-June 2021 Community Development Commission and Housing Committee Annual Report and Goals Statement Following discussion, on Commissioner Mejia’s motion, Commissioner Paup’s second, the July 2020-June 2021 Community Development Commission and Housing Committee Annual Report and Goals Statement was unanimously approved, with the request that the goals be revisited and amended at a retreat later in the year.
