Commissioner Paup joined the meeting at 6:06pm. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up by noon the day prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Speakers signed up to address specific items on the agenda may also be called upon to speak at this time. No speakers registered to speak. 1. APPROVAL OF MINUTES Discussion and possible action on the March 9, 2021, Community Development Commission meeting minutes. On Commissioner Mejia’s motion, Commissioner Otero’s second, the March 9, 2021, minutes were approved with a correction on the spelling of Commissioner Motwani’s name. The minutes were approved unanimously, with Commissioner Garrett abstaining. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano presented. NEW BUSINESS a) Briefing on the Fiscal Year 2019-2020 accomplishments and the Fiscal Year 2021-22 Action Plan Community Needs Assessment process (Housing & Planning Department staff) HPD Deputy Director, Rebecca Giello, and Research Analyst, Katie Horstman presented. b) Conduct a Public Hearing on FY 2021-2022 Action Plan Community Needs Assessment (Housing & Planning Department staff) No members of the publc registered to speak. c) Briefing on Urban Renewal Board Request for Proposals for Blocks 16 & 18 (Travis Perlman, Project Coordinator, Housing & Planning Department) Travis Perlman presented. d) Briefing regarding compliance system for ADA building accessibility requirements (Rick Holloway, Chief Inspector, Development Services Department) Rick Holloway presented. e) Housing + Transit Tool presentation (Sam Tedford, Principal Planner, Housing & Planning Department) Sam Tedford presented. f) Discussion and possible action on CDC endorsement of recommendation passed by the Economic Prosperity Commission regarding the Response to Winter Storm Uri Chair Motwani opened the floor to discuss the recommendation.. Vice Chair Paup moved to endorse the recommendation, Commissioner Fadelu seconded. The motion to endorse Recommendation 20210317-002B passed on a 9-0-0 vote. WORKING GROUP REPORTS a) Monthly update, discussion and possible action on items brought forward by the Working Group on Economic Independence and Funding for Families in Need (Commissioners Delgado and Mejia) The Working Group on Economic Independence and Funding for Families in Need was disbanded. b) Update from the Austin Transit Partnership Community Advisory Committee latest meeting (Commissioner Mejia) This item was tabled for a future meeting. 5. FUTURE AGENDA ITEMS • Update on South Central Waterfront Advisory Board • Community Land Trusts • Officer elections • Discussion about a retreat or training for the board and new members ADJOURNMENT Chair Motwani Commissioner Paup adjourned the meeting at 8:41pm without objection.
