Purpose: The purpose of the board is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs.  Erica Leak  Mandy DeMayo  Angel Zambrano  Jackie Nirenberg  Letitia Brown  Zachary Stern  Jesse Gutierrez  Lisa Rodriguez     CALL TO ORDER: DRAFT MINUTES Chair Motwani called the meeting to order at 5:35pm with 11 members present. Commissioner Sloan joined the dais by telephone at 5:45pm; she was unable to speak due to technical issues, but was able to participate remotely by communicating with Chair Motwani and CDC administrator, Lisa Rodriguez. Commissioner Delgado joined at 5:48pm, also due to technical issues. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up by noon the day prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Speakers signed up to address specific items on the agenda may also be called upon to speak at this time. No speakers signed up. 1. APPROVAL OF MINUTES Discussion and possible action on the December 4, 2020, Community Development Commission meeting minutes. Following a motion to approve by Commissioner Mejia, seconded by Commissioner Deshotel, the December 4, 2020, minutes were approved unanimously. Commissioner Louie abstained due to her excused absence at the December meeting. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) a) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano presented. b) Briefing regarding demographics of population served by APH through CARES and CSBG (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano presented.   The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Meeting locations are planned with wheelchair access. NEW BUSINESS a) Report on HPD Housing Program Production (HPD Staff – Mandy DeMayo and Erica b) Status report on Affordable Housing Online Search Tool (AHOST) (HPD Staff – Zachary Leak) Mandy DeMayo and Erica Leak presented. Stern) Zachary Stern presented. c) Discussion and possible action on Austin Transit Partnership (ATP) governance, including role of appointed community experts and community advisory group and election of a CDC member to the ATP Community Advisory Committee (Vice Chair Paup) Jackie Nirenberg (Community Engagement Manager with Cap Metro) presented. d) Discussion and possible action on a recommendation regarding CDC monthly meeting evening time slots On Vice Chair Paup’s motion, Commissoiner Mejia’s second, a recommendation regarding a request for CDC evening meeting times was approved. 4. WORKING GROUP REPORTS a) Monthly update, discussion and possible action on items brought forward by the Working Group on Economic Independence and Funding for Families in Need (Commissioners Delgado and Mejia) This item was tabled until a future meeting. b) Monthly update, discussion and possible action on a draft recommendation from the Working Goup on Reimagining Public Safety and Policing (Commissioner Deshotel) On Commissioner Delgado’s motion, Commissioner Mejia’s second, the recommendation was unanimously approved. 5.
