Purpose: The purpose of the board is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs. CALL TO ORDER MINUTES Chair Motwani called the meeting to order with eleven members present. Commissioner Mejia joined the meeting at 5:50pm and Commissioner Delgado joined at 6:55pm. Commissioner Tolliver left the meeting at 6:05pm. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up by noon the day prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Speakers signed up to address specific items on the agenda may also be called upon to speak at this time. No speakers registered to speak. 1. APPROVAL OF MINUTES Discussion and possible action on the October 13, 2020, Community Development Commission meeting minutes. On Commissioner Paup’s motion, Commissioner Woods’ second, the CDC’s October 13, 2020 minutes were approved on a 9-0-1 vote, with Commissioner Otero abstaining. 2. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano gave the briefing. NEW BUSINESS a) Briefing and discussion on City of Austin’s COVID response initiatives: • Emergency Rental Program (Austin Public Health staff) Angel Zambrano (Austin Public Health) gave the briefing. • Relief in State of Emergency (RISE) Program (Austin Public Health staff) Laura LaFuente (Austin Public Health) gave the briefing. • Austin Energy Plus 1 customer assistance program Erica Leak (Housing and Planning) gave the briefing. • RENT Program (Housing and Planning Department staff) Nefertitti Jackmon (Housing and Planning) gave the briefing. Following discussion, a Working Group on Economic Independence and Funding Sources for families in need was formed, with Commissioners Delgado and Mejia volunteering to serve. b) Discussion and possible action on Reimagining Public Safety and Policing Working Group draft recommendation (Commissioners Deshotel, Sloan and Woods) This item was tabled until a future meeting. 4. OLD BUSINESS Discussion and possible action on the election of the Chair to the CDC Housing Committee and appointment of commissioners. Chair Motwani nominated Vice Chair Paup to serve as Chair of the CDC Housing Committee; Chair Deshotel seconded the motion. Vice Chair Paup was unanimously elected to serve as the Housing Committee Chair. Commissioners Mejia, Motwani and Young volunteered to serve as members of the Housing Committee. 5.
