Purpose: The purpose of the board is to advise the council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs.  CALL TO ORDER Commissioner Deshotel called the meeting to order at 6:34pm, with 9 members present on the dais. Commissioner Sloan joined the dais at 6:45pm. CITIZEN COMMUNICATION: GENERAL Citizens signed up prior to the meeting being called to order will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Wayne Gerami and Billy Wipple, Austin Habitat for Humanity, addressed the CDC regarding programs provided by Austin Habitat for Humanity. 1. APPROVAL OF MINUTES Discussion and possible action on the October 8, 2019, Community Development Commission meeting minutes. On Commissioner Tolliver’s motion to approve, and Commissioner Young’s second, the October 8, 2019, minutes were approved unanimously with the following changes: Commissioner Sloan was absent from the October 8th meeting, and Commissioner Mejia joined the dais at 6:54pm. 2. Community Service Block Grant (CSBG) a. Briefing and discussion on the Community Services Block Grant (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zombrano provided a presentation and answered questions from Commissioners about the Community Services Block Grant. b. Briefing and Discussion on the South Austin Neighborhood Center services (Yvonne Meyer, Manager, South Austin Neighborhood Center, Austin Public Health) Yvonne Meyer provided a presentation and answered questions from Commissioners about the South Austin Neighborhood Center. 3. NEW BUSINESS a. Briefing and discussion on the Comprehensive Affordable Housing Directory (Josh Rudow, Planner Senior, Neighborhood Housing and Community Development) Josh Rudow provided a presentation and answered questions from Commissioners about the Comprehensive Affordable Housing Directory. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Briefing, discussion and possible action regarding the Land Development Code (Erica Leak, Manager, Neighborhood Housing and Community Development) Erica Leak provided a presentation and answered questions from Commissioners about the Land Development Code. c. Discussion and possible action on the CDC 2020 Meeting Calendar On Commissioner Mejia’s motion to approve, and Commissioner Louie’s second, the 2020 meeting calendar was unanimously approved. 4. UPDATE FROM CDC COMMITTEES, WORKING GROUPS AND APPOINTMENTS Discussion and possible action on the following committees and working groups, including potential appointment of Commissioners: a. CDC Housing Committee (Paup) The Housing Committee did not meet. No updated was provided. b. Joint Sustainability Commission (Fadelu) The Joint Sustainability Commission did not meet. No update was provided. c. Commissioner Woods provided an update on Austin Independent School District (AISD) school closures, and requested a presentation about AISD school closures for the CDC. *Note: Commissioner Deshotel indicated the AISD working group should be added to future agendas, with Commissioners Delgado and Woods as members. 5. Future Agenda Items • Presentation on Strategic Direction 2023 (SD23) • Presentation about Neighborhood Housing and Community Development programs on a neighborhood level (no earlier than February) • AISD presentation ADJOURN Commisioner Deshotel adjourned the meeting at 8:56pm without objection.
