Call into the city council meetings 2. 221 people have signed petition a. UT cannot lobby therefore cannot send out petition through official routes 3. St. Edward’s has been working on a letter addressed to university leadership asking for support on the grant and updates on our work so far a. Ask other schools to do a personal outreach letter B. Updates on meetings with campus advisors 1. Brandow Barrons discussed how Concordia is looking for commissioners a. New advisor for Concordia 2. St. Edward’s advisors are beginning open application process for commissioners a. Request for possible new members to observe meetings before school year ends New Business: Item 3: A. Update from transition working group a. Started creating a “how to” manual for the commission. “New student commissioner handbook”- easy to read, need to know information b. Jeffery Clemmons has created a jam board for planning what needs to be in the handbook c. Nest steps: meeting next week, to be scheduled B. 1 COLLEGE STUDENT COMMISSION RECOMMENDATION Recommendation Number #20210122-3b College Food Insecurity Grant Program WHEREAS, the City of Austin College Student Commission has been established and authorized to advise members of the Austin City Council on topics that affect college students here in the City of Austin; and WHEREAS, the City of Austin both historically and in present time continues to have a young college student population that is greater than or equal to approximately 100,000+ students; and WHEREAS, the Food Insecurity Working Group was created by the College Student Commission to form productive solutions to combating food insecurity across college campuses in the City of Austin; and WHEREAS, the Food Insecurity Working Group has been informed and guided by partnerships with experts on this pressing matter, such as representatives from the Central Texas Food Bank, wherein we have explored a variety of potential local solutions; and WHEREAS, the food security needs of each Austin college are unique, and the available services at each campus are at varying levels of development and financial support; and WHEREAS, the development of a city grant program would allow for targeted investment in tailored community-based solutions that build on preexisting university programming and infrastructure; and WHEREAS, a study conducted in March 2020 by The Hope Center for College, Community and Justice, which surveyed “38,602 students attending 54 colleges and universities in 26 states,” found that as a result of the devastating economic impacts of COVID-19, “rates of food insecurity among students ranged from 42% to 56% at two-year institutions and from 33% to 42% at four-year institutions;1” and 1 Goldrick-Rab, S., Coca, V., Welton, C. Furthermore, we have been established and authorized by the members of the Austin City Council to advise the City on topics that affect college students here in the City of Austin. While we certainly do understand that our main focus and priority should continue to remain on colleges and universities here in the City of Austin, we have also recognized that the academic success and the well-being of every K-12 student here in the City of Austin will directly impact the future enrollment of all Austin area colleges and/or universities. The College Student Commission feels that it is pertinent that we also advocate on behalf of the younger K-12 student population as well. For background purposes, the City of Austin both historically and in present time has continued to have a college student population that is approximately greater than or equal to about 100,000+ college students. Furthermore, the City of Austin has continued to have an estimated 80,000+ K-12 students as well. As you might already be aware, both the use of force and violent policing tactics have continued to be utilized by School Resource Officers (SROs) within a number of Austin ISD schools, as well as by several University Police Department (UPD) officers across multiple college campuses here in the City of Austin. This has done nothing but mirror the national crisis of police brutality in these environments across the entire United States of America. For decades, the use of policing in educational facilities has allowed for the school-to-prison pipeline system to be enforced, in which Black and Hispanic students have faced extremely disproportionate high rates of discipline and referrals to institutions such as the Travis County Juvenile Detention Center, JJAEP, DAEP, the Alternative Learning Center, as well as the broader prison system in which most adult students are referred to. Ultimately, this highly inappropriate level of school discipline has prevented thousands, if not millions of students from receiving the educational opportunities and outcomes that they deserve. The deeper- rooted problems that result in student misconduct such as poverty, homelessness, food insecurities, mental …

COLLEGE STUDENT COMMISSION RECOMMENDATION Recommendation Number: 20200615-001b: Addressing the History of Austin Police Department's Police Brutality and Its Effects on College Students WHEREAS, the City of Austin College Student Commission has been established and authorized to advise the members of the Austin City Council on topics that affect college students here in the City of Austin; and WHEREAS, the City of Austin both historically and in present time continues to have a young college student population that is greater than or equal to approximately 100,000+ students; and WHEREAS, the officers of the Austin Police Department have a very basic and primary responsibility and that is to ensure that the protection of ALL citizens here in the City of Austin is safely upheld; and WHEREAS, on May 31, 2020, an unarmed 20-year-old black college student by the name of Justin Howell was critically injured by a sworn Austin Police Department officer during a well-intended peaceful protest against police brutality; and WHEREAS, nearly a month before the above mentioned incident (in April 2020), Lisa Tatum of Tatum Law Partners released a very thorough investigative report that examined both the historic and present day existence of racism and homophobia that exists within the Austin Police Department; and WHEREAS, a very exhaustive historical pattern of officer involved shootings against unarmed people of color here in the City of Austin does exist and it speaks for itself: Sophia King (2002), Jessie Lee Owens, Jr. (2003), Daniel Rocha (2005), Kevin Brown (2007), Nathaniel Sanders (2009), Byron Carter, Jr. (2011), Ahmede Bradley (2012), Larry Jackson, Jr. (2013), David Joseph (2016), Landon Nobles (2017), Mike Ramos (2020); and WHEREAS, we know that people of all ages and races are killed by law enforcement, yet black people (especially males) under the age of 30 are far more likely to be killed by a law enforcement officer than any other race; and WHEREAS, last but certainly not least, we, the members of the College Student Commission, strongly affirm the following statement: Black Lives Matter. NOW, THEREFORE, BE IT RESOLVED that the College Student Commission recommends that Austin City Council take the following actions: 1.Pledge to reallocate funds from the Austin Police Department budget (a minimum of $30 million) and reapply those funds back into the Austin community in the form of college scholarships for low-income and racial minority college students here in the City of Austin. 2.Demand APD Chief Brian …
