Annual Review and Work Plan Year: 2024 Annual Internal Review This report covers the time period of 7/1/2023 to 6/30/2024. Codes and Ordinances Joint Committee The Board/Commission mission statement (per the City Code) is: § 2-1-207 - CODES AND ORDINANCES JOINT COMMITTEE. (A) The city council creates the Codes and Ordinances Joint Committee to consider and make recommendations to the Planning Commission regarding: (1) proposed amendments to the Land Development Code for which review is required under Section 25-1-502 (Amendment; Review); and (2) requests to initiate amendments to the Land Development Code under Section 25-1- 501 (Initiation). (B) The committee consists of seven members, which shall include: (1) four members of the Planning Commission, selected by the Planning Commission; and (2) three members of the Zoning and Platting Commission, selected by the Zoning and Platting Commission. (Ord. No. 20160505-037, Pt. 1, 5-16-16) 1 Annual Review and Work Plan Year: 2024 1. Describe the board’s actions supporting their mission during the previous calendar year. Address all elements of the board’s mission statement as provided in the relevant sections of the City Code. As required by the City Code, the Codes and Ordinances Joint Committee considered and made recommendations on the following amendments to the Land Development Code: 2023 – Recommended Initiation to full Planning Commission Discussion and possible action to consider recommending initiation to Planning Commission to remove the February deadline for requesting parking restrictions in § 12-5-29 - FRONT OR SIDE YARD PARKING. Discussion and possible action to consider recommending initiation to Planning Commission to remove the February deadline for requesting additional distance requirements in § 25-2-812 - MOBILE FOOD ESTABLISHMENTS. 2023 – Recommended to full Planning Commission C20-2023-022 Barton Springs Bathhouse Site Specific SOS (Save Our Springs) Amendment: An ordinance to amend City Code Title 25-8 (Save Our Springs Initiative), as minimally required to address development related to the Barton Springs Bathhouse and associated improvements located within the Barton Springs Zone. C20-2023-015 Eliminate NPA Filing Deadlines: An ordinance to amend City Code Article 16: Neighborhood Plan Amendment ordinance to remove the February and July open filing period. C20-2021-001 UNO Sign Correction: An ordinance to amend City Code Section 25-10-133(H) to remove the prohibition on illuminated signs. C20-2022-012 North Burnet/Gateway Regulating Plan Amendments: Ann ordinance to modify the Regulating Plan for the North Burnet/Gateway Zoning District (North Burnet/Gateway Regulating Plan) in response to Resolution No. 20230504-020. C20-2023-001 Childcare Services: An ordinance to amend Title 25 pertaining to childcare and adult care services to adjust zoning district uses, eliminate minimum parking requirements for childcare services, add childcare services (limited) as an accessory use to a principal residential use, and modify definitions to increase opportunities for childcare services around the city in response to 2 Annual Review and Work Plan Year: 2024 Resolution No. 20230124-055. C20-2023-010 Eliminate Minimum Parking Requirements: An ordinance amending City Code Title 25 and Title 30 related to minimum parking requirements, including accessible parking; and amending specific area regulating plans and transit-oriented developments and related plans to align with changes in City Code in response to Resolution No. 20230504-022. C20-2023-027 Parkland Dedication Repeal and Replace: An ordinance amending City Code Title 25 to repeal and replace Article 14 Parkland Dedication as required by House Bill 1526. C20-2023-013: Butler Trail Amendments. An ordinance amending Title 25 to allow the Butler Trail to remain within the setbacks applicable to Lady Bird Lake; and to allow capital improvements made to the Butler Trail to comply with the recommendations from the 2015 Butler Trail Urban Forestry and Natural Area Management Guidelines, maintenance standards of care listed in the Butler Trail POMA, and the recommendations provided in the Butler Trail Safety and Mobility Study. An ordinance amending the Land Development Code, including site-specific amendments to City Code Chapter 25-8, Subchapter A, Article 13 (Save Our Springs Initiative), as minimally required to allow for proposed development of the lots located at 1905 and 1908 Airole Way. An ordinance amending Land Development City Code Title 25 to modify minimum bicycle parking requirements to be consistent with the Austin Strategic Mobility Plan (ASMP) mode split goals, per the Urban Transportation Commission (UTC) Recommendation 20231003-004. An ordinance amending City Code Title 25 (Land Development) to create a Creative Combining District and Development Bonus Program to enhance the development and preservation of live music venues and creative sector businesses. City Staff: Donald Jackson, Economic Development Department, (512) 9742214, DonaldE.Jackson@austintexas.gov. 3 Annual Review and Work Plan Year: 2024 C20-2022-003 South Central Waterfront Combining District and Density Bonus Program. An ordinance amending City Code Title 25 to create a new zoning district and modify related site development regulations and compatibility standards; and create a new zoning district for density bonus that includes granting additional floor-to-area ratio in exchange for providing community benefits; and to establish boundaries for the new zoning districts located in the vicinity commonly known as the South Central Waterfront. An ordinance amending City Code Title 25 related to development regulations applicable to residential resubdivisions and multi-family residential site development of five to sixteen units. (If any of the board’s actions were outside the scope of the mission statement, the report should explain the non-compliance issues.) All actions taken by the Codes and Ordinances Joint Committee were within the scope of the mission statement. 3. List the board’s goals and objectives for the new calendar year. (Make sure the goals and objectives fall within the mission statement of the board/commission.) A. Continue to serve as a starting point for the community to engage the city in the initiation of Land Development Code amendments B. Continue to responsibly consider initiation of amendments to the Land Development Code C. Continue to provide a venue for citizen input on proposed initiations and amendments to the Land Development Code D. Continue to provide careful consideration and recommendations to the full Planning Commission on potential amendments to the Land Development Code E. Continue to provide timely consideration of items previously initiated by City Council or Planning Commission Commission F. Continue to serve as a link between the Zoning and Platting Commission and the Planning G. Provide input and make recommendations on the following amendments, with the help of Planning Department Staff: 1. - C20-2024-003 East Riverside Corridor Regulating Plan Update - Initiated by City Council on 2/1/2024 - C20-2024-004 ETOD Overlay (Phase 2) - Initiated by Council on 3/9/2024 2. 4 Annual Review and Work Plan Year: 2024 The Planning Department is determining the review and adoption schedules for several code amendments in addition to the above list. Many of the amendments will be reviewed by the Codes and Ordinances Joint Committee for recommendation to Planning Commission between 7/1/2024 and 6/30/2025. 5
