REGULAR MEETING CODES AND ORDINANCES JOINT COMMITTEE MINUTES Wednesday, August 21, 2019 The Codes and Ordinances Joint Committee convened in a regular meeting on Wednesday, August 21, at 505 Barton Spring Road, One Texas Center, Room #500, in Austin, Texas. Commissioner Seeger called the meeting to order at 6:07 p.m. Subcommittee Members in Attendance: Ann Denkler Patricia Seeger Conor Kenny City Staff in Attendance: Lyndi Garwood, Planning and Zoning Department Mark Walters, Planning and Zoning Department Atha Phillips, Watershed Protection Department Kevin Shunk, Watershed Protection Department CALL TO ORDER 1. CITIZEN COMMUNICATION: GENERAL Greg Anderson James Duncan a. David Kari asked the Commissioners to consider an additional change to UNO regulations regarding the vertical stepback requirements. 2. APPROVAL OF MINUTES a. Approval of the May 15, 2019 meeting minutes. b. Approval of the June 19, 2019 meeting minutes. A motion was made to approve the minutes by Commissioner Denkler, seconded by Commissioner Duncan. Vote: 4-0-1 (Commissioner Anderson abstaining; Commissioners Azhar and Barrera-Ramirez absent). 3. NEW BUSINESS a. Elect and Codes and Ordinances Chair and Vice-Chair. A motion was made to elect Commissioner Seeger as Chair and Commissioner Barrera- Ramirez as Vice-Chair; motion made by Commissioner Duncan, seconded by Commissioner Anderson. Vote: 5-0 (Commissioners Azhar and Barrera-Ramirez absent). 4. POTENTIAL CODE AMENDMENTS: Proposed for Discussion and/or Initiation Facilitator: Commissioner Seeger, Chair of COJC City Attorney: None 1 Potential amendments to the code are offered for discussion and/or possible recommendation for initiation. If initiated, Staff will research the proposal and report back to the subcommittee. a. None. 5. REGULAR AGENDA: Previously Initiated Previously initiated amendments to the code are offered for discussion and possible recommendation to the full Planning Commission. a. University Neighborhood Overlay District (UNO) Amendments. Discuss and consider and ordinance amending Title 25 of the City Code related to allowable uses, building heights, parking requirements, and sign regulations in the University Neighborhood Overlay (UNO). City Staff: Mark Walters, Planning and Zoning Department, (512) 974-7695, Mark.Walters@austintexas.gov: (Discussion and/or Possible Action). Mark Walters presented an amendment to make a suite of changes to the University Neighborhood Overlay, including changes to uses, height, and parking requirements. A motion was made to recommend the item with additional changes regarding wayfinding signs and removal of the language causing a 62 degree stepback, by Commissioner Anderson, seconded by Commissioner Duncan. Vote: 5-0 (Commissioners Azhar, and Barrera-Ramirez absent). b. Neighborhood Plan Amendment Fee Waivers. Discuss and consider and ordinance amending Title 25 of the City Code to waive fees for neighborhood plan amendment applications for SMART Housing projects and for amendments initiated by neighborhood plan contact teams. Mark Walters presented an amendment that would allow for a waiver of fees for NP amendment applications for SMART housing projects and for amendments initiated by NP contact teams. A motion was made to recommend the item by Commissioner Anderson, seconded by Commissioner Denkler. Vote: 5-0 (Commissioners Azhar, and Barrera-Ramirez absent). c. Site-Specific SOS Amendment. Discuss and consider approving site-specific amendments to Title 25-8 (Environment) of the Land Development Code including amending Land Development Code 25-8, Subchapter A, Article 13 (Save Our Springs Initiative) to allow for development at 10111 Dobbin Drive (C8-2018-0057.0A). This action concerns land located within the Barton Springs Zone. Atha Phillips presented a site-specific amendment that would allow a specific property to develop some level of impervious cover, above what would otherwise be allowed (up to 15%). Facilitator: Commissioner Seeger, Chair of COJC City Attorney: None 2 A motion was made to recommend the item by Commissioner Duncan, seconded by Commissioner Anderson. Vote: 4-0-1 (Commissioner Kenny abstaining; Commissioners Azhar, and Barrera-Ramirez absent). d. Floodplain Regulations. Discuss and consider an ordinance amending Title 25 of the City Code related to floodplain regulations. City Staff: Kevin Shunk, Watershed Protection Department, (512) 974-9176, Kevin.Shunk@austintexas.gov; (Discussion and/or Possible Action) Kevin Shunk presented an amendment to floodplain regulations that would amend where 500, 100, and 25 year floodplains are mapped, based on new rainfall data. The changes also include administrative variances and freeboard requirements. A motion was made to recommend the item by Commissioner Anderson, seconded by Commissioner Denkler. Vote: 4-0 (Commissioners Kenny, Azhar, and Barrera-Ramirez absent). 6. OTHER BUSINESS a. Update on Potential Upcoming and Current Code Amendments – City Staff: Greg Dutton, Planning and Zoning Department, 974-3509, Greg.Dutton@austintexas.gov; (Discussion and/or Possible Action). The item was not discussed and no action was taken. 7. FUTURE AGENDA ITEMS Future agenda items will NOT be discussed at the current meeting, but will be offered for initiation, discussion, and/or possible recommendation to the full Planning Commission at a FUTURE meeting Future agenda item: Wildland-Urban Interface fire code.
