CIVIL SERVICE COMMISSION MEETING MINUTES MONDAY, AUGUST 3, 2026 CITY OF AUSTIN FIREFIGHTERS’, POLICE OFFICERS’, AND EMERGENCY MEDICAL SERVICES PERSONNEL’S CIVIL SERVICE COMMISSION MINUTES REGULAR MEETING MONDAY, AUGUST 3, 2026 The City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission convened in a Regular meeting on Monday, August 3, 2026, at 5202 E. Ben White Boulevard, Suite 500, in Austin, Texas. Chair Thomas called the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting to order at 10:00 a.m. Commissioners in Attendance: Jolsna Thomas, Chair Sarah Ivory, Vice Chair Robert Gross PUBLIC COMMUNICATION: GENERAL None Present. APPROVAL OF MINUTES 1. Approve the minutes from the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting on June 26, 2026. The minutes from the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission special called meeting on June 26, 2026, were approved on Commissioner Gross’ motion, Vice Chair Ivory’s second on a 3-0 vote. DISCUSSION AND ACTION ITEMS 2. Discussion and action regarding the request of one or more Austin Fire Department candidates to the Commission to appoint a three-member board for another mental or physical examination, as applicable, pursuant to the Texas Local Government Code, Section 143.022(c), and City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 5.05. Chair Thomas combined items 2 & 3 without objection. The motion to approve a three-member board was approved on Vice Chair Ivory’s motion, Commissioner Gross’ second on a 3-0 vote. 1 CIVIL SERVICE COMMISSION MEETING MINUTES MONDAY, AUGUST 3, 2026 3. Discussion and action regarding the request of one or more Austin Police Department candidates to the Commission to appoint a new three-member board for another mental or physical examination, as applicable, pursuant to the Texas Local Government Code, Section 143.022(c), and City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 5.05. The motion to approve a three-member board was approved on Vice Chair Ivory’s motion, Commissioner Gross’ second on a 3-0 vote. 4. Discussion and action to approve future meeting dates and times. Discussion was held regarding future meeting dates and times. EXECUTIVE SESSION 5. Receive legal counsel, pursuant to 551.071 of Texas Local Government Code, regarding the appointment of a new three-member board to conduct another mental or physical examination for an Austin Police candidate, pursuant to Texas Local Government Code Section 143.022(c) and the City of Austin Fire Fighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 5.05. The Commission did not go into executive session. STAFF BRIEFINGS 6. Report from the Civil Service Office regarding promotional exam processes, disciplinary hearings, and fitness-for-duty actions. Cyndi Gordon, Civil Service Coordinator, delivered the briefing to the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission with Civil Service Coordinators, Rogue Huitron and Shameca Bogle. FUTURE AGENDA ITEMS Chair Thomas requested an item on the next agenda for discussion and action to approve future meeting dates and times. ADJOURNMENT Chair Thomas adjourned the meeting at 10:17 a.m. without objection. 2
