CIVIL SERVICE COMMISSION MEETING MINUTES FRIDAY, JUNE 26, 2026 CITY OF AUSTIN FIREFIGHTERS’, POLICE OFFICERS’, AND EMERGENCY MEDICAL SERVICES PERSONNEL’S CIVIL SERVICE COMMISSION MINUTES SPECIAL CALLED MEETING FRIDAY, JUNE 26, 2026 The City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission convened in a Special Called meeting on Friday, June 26, 2026, at 5202 E. Ben White Boulevard, Suite 500, in Austin, Texas. Chair Thomas called the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting to order at 11:02 a.m. Commissioners in Attendance: Jolsna Thomas, Chair Robert Gross Sarah Ivory PUBLIC COMMUNICATION: GENERAL None Present. APPROVAL OF MINUTES 1. Approve the minutes from the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting on March 10, 2026. The minutes from the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission special called meeting on March 10, 2026, were approved on Commissioner Gross’ motion, Commissioner Ivory’s second on a 3-0 vote. DISCUSSION AND ACTION ITEMS 2. Hear and rule on appeal(s) from the Austin-Travis County Emergency Medical Services Clinical Specialist-Field written promotional examination administered on May 21, 2026, pursuant to the Texas Local Government Code, Section 143.034, and the City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 7. The motion to approve the appeal of exam question 53 and accept all answers as correct, was approved on Commissioner Ivory’s motion, Commissioner Gross’ second on a 3-0 vote. 1 CIVIL SERVICE COMMISSION MEETING MINUTES FRIDAY, JUNE 26, 2026 The motion to approve the appeal of exam question 62 and accept answers A & B as correct, was approved on Commissioner Ivory’s motion, Chair Thomas’ second on a 2-0 vote, Commissioner Gross, abstained. The motion to deny the appeal of exam question 70 and keep the answer as keyed, was approved on Chair Thomas’ motion, Commissioner Ivory’s second, on a 3-0 vote. The motion to deny the appeal of exam question 71 and keep the answer as keyed, was approved on Commissioner Ivory’s motion, Chair Thomas’ second, on a 2-0 vote, Commissioner Gross, abstained. Discussion and action regarding the request of one or more Austin Fire Department candidates to the Commission to appoint a three-member board for another mental or physical examination, as applicable, pursuant to the Texas Local Government Code, Section 143.022(c), and City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 5.05. Chair Thomas combined items 3, 4, & 5 without objection. The motion to approve a three-member board was approved on Chair Thomas’ motion, Commissioner Gross’ second on a 3-0 vote. Discussion and action regarding the request of one or more Austin Police Department candidates to the Commission to appoint a three-member board for another mental or physical examination, as applicable, pursuant to the Texas Local Government Code, Section 143.022(c), and City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 5.05. The motion to approve a three-member board was approved on Chair Thomas’ motion, Commissioner Gross’ second on a 3-0 vote. Discussion and deliberation regarding whether there is reason to question the fitness for duty determination made of an Austin Police Department officer, Bryan Paysen, by the officer’s personal physician pursuant to the Texas Local Government Code, Section 143.081 and Rule 15.04 of the City of Austin Fire Fighters’, Police Officers’, and Emergency Medical Personnel Civil Service Commission Rules and Regulations. (Personnel Matters under Texas Government Code, Section 551.074) Chair Thomas recessed the Civil Service Commission meeting to go to closed session at 11:27 a.m. 2 CIVIL SERVICE COMMISSION MEETING MINUTES FRIDAY, JUNE 26, 2026 The Commission deliberated in closed session, pursuant to Texas Local Government Code, Section 551.074 (Personnel Matters) on whether there is reason to question the fitness for duty determination made of an Austin Police Department officer, Bryan Paysen, by the officer’s personal physician pursuant to the Texas Local Government Code, Section 143.081 and Rule 15.04 of the City of Austin Fire Fighters’, Police Officers’, and Emergency Medical Personnel Civil Service Commission Rules and Regulations. Closed session ended, and Chair Thomas called the Civil Service Commission meeting back to order at 11:46 a.m. DISCUSSION AND ACTION ITEMS 6. 7. Discussion and action to question the fitness for duty determination made of an Austin Police Department officer, Bryan Paysen, by the officer’s personal physician; and if questioned by the Commission or Department, to appoint a physician, psychiatrist, or psychologist to examine Bryan Paysen pursuant to Texas Local Government Code, Section 143.081, and City of Austin Fire Fighters’, Police Officers’, and Emergency Medical Personnel’s Civil Service Commission Rules and Regulations, Rule 15.04. The motion question the personal physician’s report for Officer Bryan Paysen, failed on Commissioner Gross’ motion, Commissioner Ivory’s second, on a 0-2 vote, Commissioner Gross, abstained. The motion to accept the personal physician’s report for Officer Bryan Paysen, was approved on Chair Thomas’ motion, Commissioner Ivory’s second, on a 3-0 vote. The Commission did not question the report. Discussion and election of Vice Chair of the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission in compliance with City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 3.03. The motion to elect Sarah Ivory as the Vice Chair of the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission in compliance with Commission Rules and Regulations, Rule 3.03, was approved on Commissioner Gross’ motion, Chair Thomas’ second on a 3-0 vote. 8. Discussion and action to approve future meeting dates and times. Discussion was held regarding future meeting dates and times. STAFF BRIEFINGS 10. Report from the Civil Service Office regarding promotional exam processes, disciplinary hearings, and fitness-for-duty actions. Cyndi Gordon, Civil Service Coordinator, delivered the briefing to the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission with Civil Service Coordinators, Rogue Huitron and Shameca Bogle. 3 CIVIL SERVICE COMMISSION MEETING MINUTES FRIDAY, JUNE 26, 2026 FUTURE AGENDA ITEMS Chair Thomas requested an item on the next agenda for discussion and action to approve future meeting dates and times. ADJOURNMENT Chair Thomas adjourned the meeting at 12:08 p.m. without objection. The minutes were approved at the August 3, 2026, meeting on Commissioner Gross’ motion, Vice Chair Ivory’s second on a 3-0 vote. 4
