CIVIL SERVICE COMMISSION MEETING MINUTES Tuesday, March 10, 2026 CITY OF AUSTIN FIREFIGHTERS’, POLICE OFFICERS’, AND EMERGENCY MEDICAL SERVICES PERSONNEL’S CIVIL SERVICE COMMISSION MINUTES SPECIAL CALLED MEETING TUESDAY, MARCH 10, 2026 The City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission convened in a Special Called meeting on Tuesday, March 10, 2026, at 5202 E. Ben White Boulevard, Suite 500, in Austin, Texas. Vice Chair Kreindler called the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting to order at 11:00 a.m. Commissioners in Attendance: Mitchell Kreindler, Vice Chair Commissioners in Attendance Remotely: Jolsna Thomas, Chair PUBLIC COMMUNICATION: GENERAL None Present. APPROVAL OF MINUTES 1. Approve the minutes from the City of Austin Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Meeting on February 2, 2026. The minutes from the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission special called meeting on February 2, 2026, were approved on Chair Thomas’ motion, Vice Chair Kreindler’s second on a 2-0 vote. DISCUSSION AND ACTION ITEMS 2. Discussion and action regarding the appointment of a physician, psychiatrist, or psychologist to examine an Austin-Travis County Emergency Medical Services’ Clinical Specialist-Field, Robert Kaminowitz, and to submit a report to the commission, department head, and the Clinical Specialist-Field, pursuant to Texas Local Government Code, Section 143.081, and the City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Personnel Civil Service Commission Rules and Regulations, Rule 15.04. Hear and rule on appeal(s) from the Austin-Travis County Emergency Medical Services Commander-Field written promotional examination administered on February 5, 2026, pursuant to the Texas Local Government Code, Section 143.034, and the City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations, Rule 7. The motion to approve the appeal of exam question 72 and accept all answers as correct failed on Vice Chair Kreindler’s motion, Chair Thomas’s second on a 1-1 vote. Voting aye was Vice Chair Kreindler. Voting nay was Chair Thomas. The motion to deny the appeal of exam question 72 and keep the answer as keyed failed on Chair Thomas’ motion, Vice Chair Kreindler’s second on a 1-1 vote. Voting aye was Chair Thomas. Voting nay was Vice Chair Kreindler. The answer remains as keyed. The motion to approve the appeal of exam question 78 and accept all answers as correct, was approved on Chair Thomas’ motion, Vice Chair Kreindler’s second on a 2-0 vote. The motion to deny the appeal of exam question 96 and keep the answer as keyed was approved by Vice Chair Kreindler’s motion, Chair Thomas’ second on a 2-0 vote. 4. Discussion and action to approve future meeting dates and times. Discussion was held regarding future meeting dates and times. STAFF BRIEFINGS 5. Report from the Civil Service Office regarding promotional exam processes, disciplinary hearings, and fitness-for-duty actions. Cyndi Gordon, Civil Service Coordinator, delivered the briefing to the Commission with Civil Service Coordinators, Rogue Huitron and Shameca Bogle. FUTURE AGENDA ITEMS Chair Thomas and Commissioner Kreindler requested an item on the next agenda for discussion and action to approve future meeting dates and times. ADJOURNMENT Vice Chair Kreindler adjourned the meeting at 11:28 a.m. without objection. The minutes were approved at the June 26, 2026, meeting on Commissioner Gross’ motion, Commissioner Ivory’s second on a 3-0 vote. 2
