MINUTES for Firefighters’, Police Officers’ and Emergency Medical Personnel’s Civil Service Commission SPECIAL CALLED MEETING Friday, July 9, 2021 The Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission convened in a Special Called Meeting on Friday, July 9, 2021 via teleconference from 5202 East Ben White Boulevard, Building 500, Room 249, Austin TX 78741. Board Members in Attendance: Commission Vice Chair Eyna Canales-Zarate Commission Member Farah Ahmed Staff in Attendance: Matthew Chustz, Acting Civil Service Administrator Michael Sullivan, Civil Service Coordinator CALL TO ORDER Civil Service Commission Vice Chair Canales-Zarate called the Commission Meeting to order at 10:22 a.m. via video teleconference. CITIZEN COMMUNICATION: GENERAL April Shaw, Municipal Civil Service Coordinator Ann Skowronski, Assistant City Attorney Julie Muegge, Lieutenant, Fire Department No members of the public signed up to speak on this item. 1. APPROVAL OF MINUTES a. Approve the minutes from the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Special Called Meeting of June 9, 2021. The minutes from the Regular Meeting of December 7, 2020, were approved on Commission Member Ahmed’s motion, Vice Chair Canales-Zarate second, on a 2-0 vote. 2. NEW BUSINESS a. Hear and rule on appeal(s) from the 2021 Fire Specialist written promotional examination administered on June 29, 2021, pursuant to the Texas Local Government Code Chapter 143.034, Article 16 of the Agreement between the City of Austin and the Austin Firefighters 1 Association Local 975, and Rule 7 of the City of Austin Fire Fighters’, Police Officers’ and Emergency Medical Services Personnel’s Civil Service Commission Rules and Regulations. Commission Member Ahmed moved to approve the appeal of exam question 7, and allow answers A, B, C, D as valid answers. Commission Vice Chair Canales-Zarate seconded the motion. The motion to grant the appeal of question 7 was approved 2-0. Commission Member Ahmed moved to deny the appeal of exam question 19, and let the question remain as keyed. Commission Vice Chair Canales-Zarate seconded the motion. The motion to deny the appeal of question 19 was approved 2-0. Commission Member Ahmed moved to approve the appeal of exam question 38, and allow answers A and D as valid answers. Commission Vice Chair Canales-Zarate seconded the motion. The motion to grant the appeal of question 38 was approved 2-0. 3. STAFF BRIEFINGS a. Report from the Civil Service Office regarding exam processes, disciplinary hearings and fit for duty actions. Michael Sullivan, Civil Service Coordinator, delivered the briefing to the Commission. 4. FUTURE AGENDA ITEMS a. Future Meetings Schedule. ADJOURNMENT Commission Member Ahmed made a motion to adjourn the meeting, Commission Vice Chair Canales- Zarate seconded the motion, and the meeting was adjourned at 11:10 am. 2
