MINUTES for Firefighters’, Police Officers’ and Emergency Medical Personnel’s Civil Service Commission REGULAR MEETING Monday, January 4, 2021 The Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission convened in a Regular Meeting on Monday, January 4, 2021 via teleconference from 5202 East Ben White Boulevard, Building 500, Room 249, Austin TX 78741. Board Members in Attendance: Commission Chair Jolsna Thomas Commission Member Farah Ahmed Staff in Attendance: Matthew Chustz, Acting Civil Service Administrator Michael Sullivan, Civil Service Coordinator Mecia Griffin, Civil Service Coordinator CALL TO ORDER Civil Service Commission Chair Thomas called the Commission Meeting to order at 10:07 a.m. via video teleconference. CITIZEN COMMUNICATION: GENERAL Ann Skowronski, Assistant City Attorney Jasper Brown, Assistant Chief, Austin-Travis County EMS No members of the public signed up to speak on this item. 1. APPROVAL OF MINUTES a. Approve the minutes from the Firefighters’, Police Officers’, and Emergency Medical Services Personnel’s Civil Service Commission Regular Meeting of December 7, 2020. The minutes from the Regular Meeting of December 7, 2020, were approved on Commission Member Ahmed’s motion, Chair Thomas’ second, on a 2-0 vote. 2. NEW BUSINESS 1  a. Discussion and possible action regarding the request of an Austin/Travis County EMS Department candidate to the Commission to appoint three-member boards per Chapter 143.022(c) LGC for another mental or physical examination. (Ezekiel Bowen) The order to appoint a three-member board per Chapter 143.022(c) LGC was approved on Commission Member Ahmed’s motion, Chair Thomas’ second, on a 2-0 vote. b. Discussion and possible action on EMS Chief Ernesto Rodriguez’s request to have Medic Ismael Estrada’s name stricken from the 2020 Promotional Eligibility List for the rank of Clinical Specialist-Field, pursuant to Texas Local Government Code 143.036 (g). c. Discussion and possible action on EMS Chief Ernesto Rodriguez’s request to have Medic Allen Clark’s name stricken from the 2020 Promotional Eligibility List for the rank of Clinical Specialist-Field, pursuant to Texas Local Government Code 143.036 (g). d. d. Discussion and possible action on EMS Chief Ernesto Rodriguez’s request to have Medic Marcos Lara’s name stricken from the 2020 Promotional Eligibility List for the rank of Clinical Specialist-Field, pursuant to Texas Local Government Code 143.036 (g). Items 2b. 2c. and 2d. were taken up together. The motion to approve Chief Rodriguez’ request to strike Medics Ismael Estrada, Allan Clark, and Marco Lara’s names from the 2020 Promotional Eligibility List for the rank of Clinical Specialist-Field, per Chapter 143.036(g) LGC, was approved on Commissioner Ahmed’s motion, Chair Thomas’ second, on a 2-0 vote. 3. STAFF BRIEFINGS a. Report from the Civil Service Office regarding exam processes, disciplinary hearings and fit for duty actions. Matthew Chustz, Acting Civil Service Administrator, delivered the briefing to the Commission. 4. FUTURE AGENDA ITEMS a. Future Meetings Schedule. ADJOURNMENT Commission Member Ahmed made a motion to adjourn the meeting, Commission Chair Thomas seconded the motion, and the meeting was adjourned at 10:18 am. 2
