BUILDING AND STANDARDS COMMISSION MINUTES REGULAR MEETING WEDNESDAY, May 27, 2026 The Building and Standards Commission convened in a Regular meeting on May 27, 2026, at the City of Austin Permitting and Development Center (PDC), 1610 Wilhelmina Delco Drive, Room 1405, in Austin, Texas. Chair Michael Francis called the Building and Standards Commission Meeting to order at 6:32 p.m. Commissioners in Attendance: Chair Michael Francis, Vice Chair Jeffrey Musgrove; and Commissioners: Harrison Brown, Lisa Garza, Mia Ibarra, Myra Martinez, Manesh Nair and Raisch Tomlanovich. PUBLIC COMMUNICATION: GENERAL No one appeared before the commission for public communication. APPROVAL OF MINUTES 1. Approve the minutes of the Building and Standards Commission Regular Meeting on April 22, 2026. The minutes from the meeting of April 22, 2026 were approved on Vice Chair Musgrove’s motion, Commissioner Ibarra’s second, with no objections. Commissioner Gilker was absent. PUBLIC HEARINGS 2. Conduct a public hearing and consider case number CL 2026-051778; Property address: 6700 Branchwood Drive. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair with the modification of an additional requirement that the property be vacated within 60 days, with the structure to then remain vacant until the ordered repairs are complete and verified, and on the 61st day, authorize the Code Official to vacate the property and assess expenses, Vice Chair Musgrove’s second. Commissioner Garza offered a friendly amendment to add the requirement to demolish the accessory structure within 45 days, Commissioner Brown’s second. The Amendment failed on a 4–4 vote. Vice Chair Musgrove and Commissioners Brown, Garza and Martinez voted aye. Chair Francis and 1 Commissioners Ibarra, Nair, and Tomlanovich voted nay. Commissioner Gilker was absent. Commissioner Ibarra withdrew her motion and Vice Chair Musgrove agreed. Vice Chair Musgrove moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair. Commissioner Garza offered a friendly amendment to add the requirement to demolish the accessory structure within 45 days, Commissioner Brown’s second. Vice Chair Musgrove accepted the friendly amendment. The Commission voted 8-0 in favor of the friendly amendment. The Commission voted 8- 0 in favor of the motion as amended. Commissioner Gilker was absent. 3. Conduct a public hearing and consider case numbers CL 2025-148845; Property address: 701 W North Loop Boulevard, aka 701 E North Loop Boulevard, aka Shalimar Apartments. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Vice Chair Musgrove moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order in its entirety, for repair of the commercial multi-family structure within 45 days, with a civil penalty of $1000 per day beginning on the 46th day from the date the order is mailed and continuing until compliance is achieved, Commissioner Ibarra’s second. Commissioner Garza offered a friendly amendment to change compliance timeframe from 45 days to 90 days, Commissioner Nair’s second. The Commission voted 6-2 in favor of the friendly amendment. Vice Chair Musgrove and Commissioners Garza, Ibarra, Martinez, Nair and Tomlanovich voted aye. Chair Francis and Commissioner Brown voted nay. Commissioner Gilker was absent. The Commission voted 8-0 in favor of the main motion as amended. Commissioner Gilker was absent. 4. Conduct a public hearing and consider case numbers CL 2026-015089; Property address: 2003 Delwood Court. Commissioner Garza moved to close the public hearing, Vice Chair Musgrove’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair with a modified timeframe, i.e, extend timeframe for repair from 45 to 90 days, with a penalty of $250 per week to begin on the 91st day from the date the order is mailed, continuing until compliance is achieved, Commissioner Garza’s second. The Commission voted 8-0 in favor of the friendly amendment. The Commission voted 8-0 in favor of the motion. Commissioner Gilker was absent. 5. Conduct a public hearing and consider case number CL 2026-053396; Property address: 9500 Stonebridge Drive. Commissioner Tomlanovich moved to close the public hearing, Commissioner Garza’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair within 45 days with the following amendments: add vacate the property within 60 days from the date the order is mailed and require that the property remain vacant until all requirements of the order are complete; and if not vacated within 60 days, on the 61 st day, authorize the Code Official to vacate the property and file a lien for all expenses incurred, second by Vice Chair Musgrove. Commissioner Garza made a friendly amendment to the main motion that in addition to repair of the main structure, demolish the accessory structure 2 6. 7. within 45 days. The friendly amendment was withdrawn by Commissioner Garza. The main motion was withdrawn by Commissioner Ibarra and Vice Chair Musgrove. Vice Chair Musgrove moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order in its entirety, for repair of the structure within 45 days, with a penalty of $250 per week to begin on the 46th day from the date the order is mailed, to continue until compliance is achieved, Commissioner Garza’s second. The Commission voted 8-0 in favor of the motion. Commissioner Gilker was absent. Conduct a public hearing and consider case numbers CL 2025-160191; Property address: 4713 Red Bluff Road. This case was pulled from the agenda by city staff and was not heard. Conduct a public hearing and consider case number CL 2026-013540; Property address: 1704 Westover Road. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Commissioner Brown moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order, with the modification of repair to demolition of the residential structure within 45 days, and on the 46th day, if compliance is not achieved, authorize the Code Official is to proceed with demolition, Vice Chair Musgrove’s second. The motion passed on an 8-0 vote. Commissioner Gilker was absent. 8. Conduct a public hearing and consider an appeal regarding case number CL 2026-009021; Property address:1821 Director’s Boulevard. This case was not heard due to the appellant’s withdrawal of their appeal. DISCUSSION AND ACTION ITEMS 9. Discussion regarding the planning and drafting of the Annual Internal Review Report, which includes a statement of the Commission’s mission, actions taken to support that mission, and the Commission’s goals and objectives for the coming year. Commissioner Garza suggested obtaining data on how many owners or residents have been engaged by social services. Commissioner Musgrove suggested obtaining data on what percentage of demolish orders are achieved by owners versus by the City. Commissioner Tomlanovich suggested obtaining data on owners of multiple Repeat Offender Program properties that are brought before BSC. Commissioner Ibarra suggested obtaining data on the success of penalty collection from orders. FUTURE AGENDA ITEMS A special-called meeting for the Commission retreat will be held on June 11,2026 at the City of Austin Permitting and Development Center (PDC), 1610 Wilhelmina Delco Drive, Room 401, in Austin, Texas. 3 The minutes from the May 27, 2026 regular meeting were approved at the June 24, 2026 regular meeting on Vice Chair Musgrove’s motion, Commissioner Ibarra’s second, on a 7-0 vote.
