BUILDING AND STANDARDS COMMISSION MEETING MINUTES Wednesday, October 29, 2025 BUILDING AND STANDARDS COMMISSION SPECIAL CALLED MEETING MINUTES WEDNESDAY, October 29, 2025 The BUILDING AND STANDARDS COMMISSION convened in a SPECIAL CALLED meeting on 29 October 2025, at the CITY OF AUSTIN PERMITTING AND DEVELOPMENT CENTER (PDC), 6310 WILHELMINA DELCO DRIVE, ROOM 1405, in Austin, Texas. CHAIR TIMOTHY STOSTAD called the BUILDING AND STANDARDS COMMISSION (BSC) Meeting to order at 6:32 p.m. Commissioners in Attendance: Chair Timothy Stostad, Vice Chair Michael Francis, Commissioners: Lisa Garza, Grant Gilker, Maria Elena O Ibarra, Kurt Lockhart, Myra Martinez, Jeffrey S. Musgrove and Ex Officio Commissioner Fire Captain Stephen Truesdell Commissioners in Attendance Remotely: Commissioner Raisch Tomlanovich PUBLIC COMMUNICATION: GENERAL Julie Alexander appeared before the Commission for public communication to provide an update to the BSC regarding CL 2025-036211, 212 Dunlap Street. APPROVAL OF MINUTES 1. Approve the minutes of the BUILDING AND STANDARDS COMMISSION SPECIAL CALLED MEETING on October 8, 2025. The minutes from the Special Called meeting of October 8, 2025 were approved on COMMISSIONER MUSGROVE’s motion, COMMISSIONER IBARRA’s second. The motion carried on a 9-0 vote. PUBLIC HEARINGS 2. Conduct a public hearing and consider case number CL 2025-114053; Property address: 1008 Reinli Street (Units 112-314), also known as Captial Villa Apartments. COMMISSIONER MUSGROVE moved to close the public hearing, VICE CHAIR FRANCIS’ second, with no objections. VICE CHAIR FRANCIS moved to adopt the 1 BUILDING AND STANDARDS COMMISSION MEETING MINUTES Wednesday, October 29, 2025 findings of fact, conclusions of law and adopt City staff’s recommendation to repair the commercial structure within 45 days, with a civil penalty of $1,000 per week beginning on the 46th day from the date the order is mailed and continuing until compliance is achieved, COMMISSIONER LOCKHART’s second. The motion carried on a 9-0 vote. 3. Conduct a public hearing and consider case numbers CL 2025-093107; Property address: 2901 Slaughter Lane. COMMISSIONER MUSGROVE moved to close the public hearing, COMMISSIONER LOCKHART’s second, with no objections. COMISSIONER LOCKHART moved to adopt the findings of fact, conclusions of law and adopt City staff’s recommendation for repair of the residential structure within 45 days, with a civil penalty of $250 per week beginning on the 46th day from the date the order is mailed and continuing until compliance is achieved, COMMISSIONER MUSGROVE’s second. The motion carried on a 9-0 vote. 4. Conduct a public hearing and consider case number CL 2025-064624; Property address: 2713 Hemphill Park, also known as 2715 Hemphill Park. This case was pulled from the agenda and was not heard by the Commission. 5. Conduct a public hearing and consider case number CL 2025-068077; Property address: 5512 Joe Sayers Avenue. VICE CHAIR FRANCIS moved to close the public hearing, COMMISSIONER IBARRA’s second, with no objections. VICE CHAIR FRANCIS moved to adopt the findings of fact, conclusions of law and adopt City staff’s recommendation for repair of the residential structure with one modification, i.e., to change the compliance timeframe from 45 to 90 days, with a civil penalty of $250 per week beginning on the 91st day from the date the order is mailed and continuing until compliance is achieved, COMMISSIONER MUSGROVE’s second. The motion carried on a 9-0 vote. 6. Conduct a public hearing and consider case numbers CL 2023-070939; Property address: 12200 Conrad Road. VICE CHAIR FRANCIS moved to close the public hearing, COMMISSIONER IBARRA’s second, with no objections. COMMISSIONER IBARRA moved to adopt the findings of fact, conclusions of law and adopt City staff’s recommendation to issue a new order for demolition that would supersede the prior order (TRV 2023115122) for repair of the residential structure and require: 1) that the accrued penalty of $25,392.86 from the prior order remain in place, and interest would no longer continue to accrue; 2) demolish within 45 days, and if not in compliance on the 46th day, authorize the Code Official to proceed with demolition, COMMISSIONER MUSGROVE’s second. Conduct a public hearing and consider case number CL 2022-081468; Property address: 5207 Prock Lane. VICE CHAIR FRANCIS moved to close the public hearing, COMMISSIONER IBARRA’s second, with no objections. VICE CHAIR FRANCIS moved to adopt the findings of fact, conclusions of law and adopt City staff’s recommendation to affirm the remaining civil penalty assessed from the prior BSC order (TRV 2022164988) with one modification, i.e., to reduce the remaining civil penalty amount from $16,444.85 to $5,444.85 if paid within 30 days from the date the order is mailed and, if not paid in full, on the 31st day, the remaining penalty shall be reinstated. COMMISSIONER MUSGROVE’s second. The motion passed on a 9-0 vote. the unpaid portion of 8. Conduct a public hearing and consider an appeal regarding case number CV 2025-112391; Property address: 3404 Oak Springs Drive. This case was pulled from the agenda and was not heard. 9. Conduct a public hearing and consider an appeal regarding case number CV 2024-010522; Property address: 201 W Powell Lane. This case was granted a continuance until the next BSC meeting. DISCUSSION AND ACTION ITEM 10. Discussion and possible action regarding a 2026 Commission retreat. A brief discussion ensued regarding a future Commission retreat. The body decided not to schedule a retreat at this time and to bring up discussion in the next quarter. 11. Discussion regarding the preparation of a formal statement to City Council to address vacancies on the Building and Standards Commission. The Commission briefly discussed that a formal statement to City Council to address BSC vacancies was not needed at this time. It was suggested that alternative approaches to addressing vacancies be discussed at the next Commission Retreat. FUTURE AGENDA ITEMS 1. 2. CV 2024-010522; 201 W Powell Lane is postponed and will be heard at the December 9, 2025 meeting. A discussion regarding a 2026 Building and Standards Commission retreat will be discussed at a future meeting in early 2026. 3 BUILDING AND STANDARDS COMMISSION MEETING MINUTES Wednesday, October 29, 2025 COMMISSIONER IBARRA moved to adjourn the meeting, VICE CHAIR FRANCIS’ second. CHAIR STOSTAD adjourned the meeting at 8:55 p.m. without objection. The minutes were approved at the December 9, 2025 meeting on COMMISSIONER MUSGROVE’S motion, COMMISSIONER IBARRA’S second on a 7-0 vote. CHAIR STOSTAD AND COMMISSIONER LOCKHART were absent. 4
