Bond Election Advisory Task Force Regular Meeting February 23, 2018 1 BOND ELECTION ADVISORY TASK FORCE REGULAR MEETING MINUTES Feb 23, 2018 The Bond Election Advisory Task Force convened in a regular meeting on February 23, 2018 in Austin, Texas. Chair Nuckols called the meeting to order at 1:08 PM Board Members in Attendance: Tom Nuckols, Chair Bruce Evans, Vice Chair Jeremiah Bentley Estrella de Leon Herbert “Ken” Rigsbee Jeff Smith Dorsey Twidwell Robert Walker Yasmiyn Irizarry Sumit DasGupta John McNabb Santiago Rodriguez Rachel Stone Staff in Attendance: Katy Zamesnik, Financial Services Carla Steffen, ACCD CALL TO ORDER 1. CITIZEN COMMUNICATION Annie Maciel, Chair of the Mexican-American Cultural Center (MACC), spoke on the MACC, and thanked the task force for their consideration of the funding for the MACC expansion. . Born and raised Austinite; has seen the displacement firsthand in Austin. First phase of the MACC was built in 2008, and it is crucial that approval for the completion of the MACC go forward. Juan Oyervides, deferred to Anna Maciel, then spoke on the MACC as well. He noted that certain projects seem to move forward quicker than others, and that the MACC has been waiting a long time for Phase 2. Aida Cerda-Prezak, spoke on the MACC, the need for more space, and the neglect that the Hispanic community has faced in the city. Stated that $15 million wasn’t going to make a dent when the estimate is $40 million for Phase 2. Garrick Jannene, spoke on behalf of people that are facing housing cost issues. Support for affordable housing, but demanded that the ballot be higher, at least $300 million. $100 million dedicated to land acquisition. Ashkan Jahangiri, works for Farm to City. Works on Vision Zero; thanked the task force for their work, and urged them to consider $20 million for sidewalks. Bond Election Advisory Task Force Regular Meeting February 23, 2018 2 Hayden Walker, representing Walk Austin, a local nonprofit. Urged the Task Force to consider matching the money that was in the mobility bond. Also encouraged to fund hybrid beacons, and for the $20 million recommended for Vision Zero. Aleshia Bonilla, spoke in support of the Dougherty Arts Center. She is a native austenite, and remembers visiting the Daugherty Arts Center as a child, and now takes her kids there as well. The rebuilding effort for the Daugherty has gone through extensive research. DACC is the third highest revenue producer for PARD. Hermalinda Zamarippa spoke in support of John Travino Park, and thanked the Task Force all their work. Spoke on the need for development of the park; it’s in a growing area but not much amenities for residents. Urged the Task Force to add $5 million to the bond package for John Travino Park. 2. APPROVAL OF THE MINUTES a. The minutes from February 8, 2018 as amended to reflect “no update” from the affordable housing working group, were approved on Task Force Member DasGupta’s motion, seconded by Task Force Member Rigsbee, on a 13-0 vote. 3. STAFF BRIEFINGS a. Spirit of East Austin Briefing Lara Foss, project coordinator for the Spirit of East Austin initiative, presented on the Spirit of East Austin initiative, including the history, goals, and existing challenges. Ms. Foss provided information on outcomes from the community engagement, and next steps. 4. DISCUSSION AND POSSIBLE ACTION a. Discussion and possible action on bond package recommendations from working groups b. Discussion and possible action on a bond package recommendation These items were taken up together. The Austin Police Department gave a short presentation on their requests to the Task Force, including challenges the department currently faces, and requested that funding be included for their requests. The Task Force voted in the following manner for each of the working group recommendations:  Parkland & Open Space- Motion made by Jeff Smith to pass the Parkland & Open Space recommendation at $117 million, seconded by Estrella de Leon, passes 7-6, with Sumit DasGupta, Ken Rigsbee, John McNabb, Bruce Evans, Tom Nuckols, and Jeremiah Bentley opposed.  Transportation Infrastructure – Motion made by Rachel Stone to pass the Transportation Infrastructure recommendation at $180 million, seconded by Sumit DasGupta, passes on 9-4 vote, with Estrella de Leon, Dorsey Twidwell, Bruce Evans, Jeremiah Bentley opposed.  Stormwater – Motion made by Dorsey Twidwell to pass Stormwater recommendation at $112 million, seconded by Yasmiyn Irizarry. Passed on an 11-2 vote, with Bruce Evans and Jeremiah Bentley opposed.  Reinvestments in Facilities and Assets – Motion made by Rachel Stone to pass Reinvestments in Facilities & Assets at $281 million, seconded by Ken Rigsbee, passes 10-3, with Bruce Evans, John McNabb, and Jeremiah Bentley opposed. Bond Election Advisory Task Force Regular Meeting February 23, 2018 3  Affordable Housing – Motion made by Rachel Stone to pass the Affordable Housing recommendation at $161 million, seconded by Estrella de Leon. Passed 10-2-1, with Bruce Evans and Jeremiah Bentley opposed and Ken Rigsbee abstaining. Motion to approve the full Task Force recommendation of $851 million was made by Chair Nuckols, seconded by Yasmiyn Irizarry, passed on a 10-3 vote, with Bruce Evans, John McNabb, and Jeremiah Bentley opposed. 5. FUTURE AGENDAS 6. ADJOURN Chair Nuckols adjourned the meeting at 4:07 PM without objection
