Why ThisDiscussionMattersDefined from the start Two Project Delivery Models Independent v. Integral An Integral AIPP Project is one that is fully coordinated with the Building Design and Construction Team. It is supported by and coordinated with that team and becomes integral to the architecture of the project itself. ex: Austin Convention Center An Independent AIPP Project is executed independently of the project design team and project construction. A remote site for the artwork can provide better opportunities for viewing. • Some project types may be such that art is exceedingly difficult to integrate and an independent timeline or site is required. • Some areas of our community do not host many public projects. Independent AIPP work can be better distributed through the greater community. • Independent projects can activate areas of the project site that are apart from the built structure. Integral Project Benefits • Artwork that is complimentary to the structure and/or site and integrated with the driving ideas behind its design. • Economies of budget when certain aspects of the structure are resolved through the AIPP artwork* • Experienced and coordinated design support through architects, engineers and other consultants to ensure artwork that lasts for the life of the structure and better project work flows. *In Integrated Projects, calculating the construction cost vs AIPP cost can be established by determining what the project would need to provide without the art existing vs what is specific to the design of the artwork. An example would be the limestone work on the Convention Center facade. The stone material and installation falls under the construction budget and the work to design and execute the carving of the stone falls under the AIPP budget. Details to Resolve When AIPP is Integral, it should be contracted similar to a consultant under the capital project, receiving full support and coordination with the capital project team, including cost estimating and engineering. This requires sorting out during a capital project contract process. When AIPP is Integral, the work can often fall into the category of Building or FF&E (Fixtures, Furnishings and Equipment), which will impact the policies for maintenance and deaccession of the artwork. When AIPP is Independent, all support resources are the responsibility of the AIPP Staff under the AIPP allocation. The calculation of the AIPP allocation should take that into consideration in order to preserve appropriate fees for the the artist and the artwork. Recommendation We recommend that each AIPP project be designated as Integral or Independent at the start of the contracting process. We strongly believe that early planning and a collaborative project environment lead to better project and public art outcomes. This recommendation provides clearer responsibilities for Project Teams and Artists while supporting more transparent and appropriate fee structures.
