AIPP DEACE SSIONING PROPOSAL OF 8 CIT Y OWNED ARTWORKS ARTS COMMISSION DECEMBER 16, 2024 AIPP DEACE SSIONING POL ICY HIGLIGHTS Acquisition and Deaccession Policy (2008) “Deaccessioning is an integral and necessary part of responsible collections management. It’s intended to be a careful and deliberate procedure.” Relocate the work of art to another appropriate site. 1. 2. Give the artist the opportunity to buy back the work at its current appraised value, if allowed by 3. agreement*. If donated, return the work of art to the donor. Seek bona-fide appraisal and advertise sale of the work, or sell through acceptable, sealed competitive bids. 4. Give the artist the opportunity to recover the work of art at no cost to the City, if allowed by agreement. 5. Dispose of the work through City of Austin surplus property procedures. 6. Remove the work from public display and place it in storage. * None of the Contracts permit the artist to purchase the artwork. Austin International Airport – Pedestrian Bridges District 2 Transition (4 tile compositions) James Talbot 2006 $14,000.00 ▪ Artwork requires frequent maintenance that is unsustainable ▪ Expansion of airport arrivals and departures hall and parking garage bridges starting in 2025 will remove suitable site for artwork Original installation of 1 section Typical recurrent damages Deaccession Timeline: March 2024: Meetings between Austin Convention Center (ACCD) and AIPP to discuss project schedule, scope and requirements April – June 2024: ACCD staff Artwork evaluation process AIPP formulated plan according to March 2025 art removal dates July 2024: AIPP mailed letters to all 8 artists regarding intent to deaccession artworks AIPP requested Used Department letters, Legal opinions, and other records administration August – September 2024: AIPP and ACCD facilitated bidding for art handling of works to be retained and reused by ACCD AIPP presented process to Panel and Commission as an upcoming activity Deaccession Timeline: October 2024: AIPP requested formation of Deaccession Review Jury from Arts Commission AIPP recruited two other arts professionals to join Deaccessions Review Jury November: Deaccessions Review Jury met to review proposal, approved with recommendations To clarify potential costs to artists, AIPP and ACCD requested bids for removal of 4 works to be deaccessioned December 2024: AIPP presents Deaccession Review Recommendations to Arts Commission January 2025: Council review of Deaccession Proposal April 2025: Convention Center facility expected to begin demolition Value of artwork to Deaccession: Austin Convention Center $ 243,712.00 W. 2nd Street NAGA and AUS TOTAL $ 111,000.00 $ 134,000.00 $ 488,712.00
