I will paint the onto ARTEFEX 6MM custom honeycomb core ACM grid panels. Primer and sealer will be applied with paint rollers. The artwork will be drawn using a traditional square grid method. Acrylics are some of the most durable and accessible paints for exterior application, used by many artists for painting murals due to their lightfastness and weather resistance. They also form an excellent bond to masonry or cementous surfaces. Oil paints are a poor choice for painting on these surfaces since the alkalinity of concrete can destroy alkyd or oil products. Ethyl-Silicate paints form an excellent and permanent bond with brick or concrete; however, this system can be time-consuming and costly, and good working knowledge of the system is required as well. Solvent-based enamels are a good choice for durability, but manufacturer's pigment considerations are usually not the same as with a high-quality artist's acrylic paint. Golden Artist Colors produces several lines of paint that can be used for mural work. Gessoes, Molding Pastes, Matte Paints and Matte Varnishes are not recommended for exterior use. Transparent or translucent gels or textured gels, should only be used in an exterior setting when mixed with acrylic paint. GOLDEN Heavy Body, MSA, Fluid and High Flow Acrylics can all be used for mural work. Selecting which type of paint to use is dependent on each artist"s style and the surface to be painted. The artist must determine if the texture will influence the way he or she paints. For example, if painting on brick, it will be tough to get a smooth line brushed on with the Heavy Body Colors as is. They need to be thinned with GAC 200 (which also increases film hardness and potential durability) or the artist may consider switching to the Fluid Colors. The thinner consistency will allow the paint to flow into the crevices of the brick. (Refer to the chart below for selecting a suitable paint line). Austin, TX 78744. Artists living and working in the Austin Metro area are eligible to apply. Artists are invited artists to submit an application for the project. Artists with lived experience in the area are encouraged to apply. The City of Austin voters approved a 2018 Bond Election proposition, sponsored by Austin Public Health (APH), to build a new public health facility in the Dove Springs neighborhood. The new facility will be located on a parkland parcel, north of the Dove Springs Metro Park (DSMP) where several of the Parks and Recreation Department (PARD) facilities are located. The representatives of APH, PARD, Public Works Department (PWD), Capital Contracting Office (CCO) and Small and Minority Business Resources (SMBR) formed the City’s project team that have been working with the Design-Builder to provide guidance and review comments. The City Team has completed the Chapter 26 process for use of parkland through the City Council approval. As part of this approval, a memorandum was signed between the APH and PARD for the acres of parkland that could be utilized for permanent and temporary use. The goal of the Dove Springs Public Health Facility project is a construction of a new two-story, 23,000 square feet facility, with a maximum ground floor footprint of 16,000 square feet. The proposed services include an immunization clinic, a neighborhood center, a Women, Infants, and Children (WIC) clinic, a high-quality childcare center with an outdoor play area, and multi-purpose spaces for the community. APH staff will manage this facility and employ a licensed provider for the childcare center portion of the services. A Request for Qualifications were open from February 1,2022 to March 31, 2022. 18 eligible applications were submitted via www.publicartists.org. And one vote for Melissa Borrel as selected artists and one vote for Ryah Christensen as alternate. Mai Gutierrez was selected unanimously for the Pavilion Shade Structure with Sun McColgin selected 2:1 as the alternate and Olaniyi Akindiya receiving one vote as alternate. Exterior Wall $64,000 RECOMENDED FINALIST Amado Castillo - Jury comments: 1. My justification in recommending Amado Castillo as a finalist is based on the artist's dedicated number of years to art and the strong community influence that inspires his work. By selecting this artist as a finalist, AIPP would be satisfying the community's request to have an artist with lived experience. Plus, the artist's resume is conservative and by granting this to Amado a life changing opportunity is being actualized. Through Amado's short answer questions, it is evident that he understands the significance of the health facility, cares about the community and has the skills to create a piece that will speak to the residents of Dove Springs. 2. This artist has some very nice, compelling mural work that could translate very well to the scale for the building. It is also very important that he lives in the community. RECOMENDED ALTERNATE Melissa Borrell - Jury comments: 1. My justification in recommending Melissa Borrell is based on the artist's strong application. It reflected solid experience and a solid understanding of public art. I was also intrigued by the advisors input on how beautiful her work is. In reviewing the works of Melissa, it came across as being quality art and creatively strong. Overall, I believe that Melissa has an aptitude for public art and that she has the ability to create and contribute a unique piece of art. 2. I like the idea that her work could be applied on the wall to create a layered, colorful artwork that is reflective of the community and could easily tie into the architectural cultural theme established with the community. Pavilion Shade Structure $110,000 RECOMENDED FINALIST Mai Gutierrez - Jury comments: 1. My justification for selecting this artist was based on the skills presented by the artist both on her resume and images. It was evident that the artist has been mentored by an established artist and has had experience in designing and creating high quality installations. While her skills are evident, my recommendation weighs in heavily on the artist lived experience in Mexico and her short answer replies. Her self-accountability in regard to falling short on community involvement due to being a studio artist and desire to engage with community came across very genuine. I believe she will put in the effort to create something that represents the community and has the capacity in skills to deliver a high-quality art installation. 2. Nominee: Mai Gutierrez: The qualities, skills, education, and experience that make a Mai Gutierrez an acceptable candidate for the $110K Pavillion commission are as follows: Gutierrez holds a master's in architecture from the prestigious Savanna school for design. Not only does she speak Spanish, but She was also born in Mexico and is of Latinx heritage which is shared with the majority of the residents of the Dove Springs area. She presents herself as a professional artist. -vetted by her peers as a member of ICOSA - website, artist statement, -Has an up-to-date CV with multiple gallery exhibitions of artwork -Was mentored by a professional artist in her craft. -She has managed budgets as large as $100k. -Her portfolio shows architectural and sculptural elements and works that demonstrate: - She has the understanding and the skills to design and execute a free-standing artwork feature. -She works with materials that are durable and long-lasting such as stone, metal, and wood. -Guitierrez meets the goals of the project. - Her artistic aesthetic style reflects a welcoming, healing, and caring place of protection; - Her work visually and physically incorporates color and form that can easily engage with children; - the materials used in previous work are safe, and easily maintained, in an exterior environment; - An addition of her work will enrich or adds to the depth/breadth of the City of Austin’s public art collection. I would like to nominate her for the pavilion. 3 Her previous experience working with larger pieces and knowledge of fabrication. Also her background in Architecture and overall artistic aesthetic. RECOMENDED ALTERNATE Sun McColgin - Pavilion Shade Structure Jury comments: 1. Alternate: Sun McColgin: The qualities, skills, education, and experience that make a Sun McColgin an acceptable Alternate for the $110K Pavillion commission are as follows: -Although not of the Dove Springs neighborhood - he is a graduate of the University of Texas - His portfolio shows that he has managed public art budgets of $54k McColgin meets the goals of the project. - His artistic aesthetic style reflects a welcoming, healing, and caring place of protection; - His work visually and physically incorporates color and form that can easily engage with children; - The materials used in previous work are safe, and easily maintained, in an exterior environment; McColgin works in durable materials such as ceramic tile, concrete, and steel. -He has created public artwork for AIPP before - "Abundance" at Eiler's Park 2020. His artwork has enriched and added to the depth/breadth of the City of Austin’s public art collection. 2. My vote for the alternate artist for this project is based on the demonstrated works he shared with us. I believe that his style of art would naturally resonate with the community. His work immediately struck me as culturally inspired and thought provoking. It was easy for me to imagine his work scaled and fabricated to a larger dimension. The artist also seemed to have experience in dealing with diverse communities and would easily be able to engage with the residents of the area. His experience is extensive, and it would be interesting to see his creativity, diversity, and skills all collide to create a large installation. AUSTIN ARTS COMMISSION (Design Approval) On 04/15/2024 the Austin Arts Commission approved the Final Design Presentation and Review of Mai gutierrez’ Paloma Pavillion. No Comments. Approval on consent. -On 04/17/2024 Mai submitted an up-to-date certificate of insurance. A notice to proceed with fabrication was issued on the same day. Pre-fabrication Review: Educate, Motivate, Inspire: Amado Castillo III Report Date: July 29, 2024 Note: These comments are based on proposal documents. Any changes to the final design may impact materials durability and longevity. Project Overview: The mural artist Amando Castillo III proposes to install a 20-foot by (maximum dimension) 21- foot mural on an exterior wall of the Dove Springs Health Facility, titled Educate, Motivate, Inspire. The proposal renderings show a multicolored mural installed above a doorway, featuring a central dove, flowering plants, a book, human figures, a schematized EKG chart, and other symbols relevant to the area’s history, the function of the facility, and the community. Materials and fabrication: The artist will fabricate and paint the mural in his studio. Custom ARTEFEX ACM aluminum honeycomb core panels will be fabricated by ACM.1 The aluminum panels will be primed with Kilz 3 Premium Exterior Primer, and the mural will be painted using Golden Paintworks Mural and Theme paints. The completed mural will be topcoated with Modern Masters Masterclear Supreme Water Based Polyurethane. Materials and fabrication comments and recommendations: • The ACM panels are constructed as two aluminum sheets laminated to both sides of an aluminum honeycomb core. Aluminum honeycomb core panel should easily last the 25- year lifespan estimated by the artist. • The ACM panels will resist mold growth. • Aluminum corrosion is compact. The (unprimed) aluminum sheet on the reverse of the panel construction should not present a corrosion problem. • The Kliz3 acrylic primer product information sheet does not list aluminum sheet as an appropriate substrate for Kliz3, but in an earlier interview, Kilz Customer Care Representative Amanda Rodriguez confirmed that Kilz 3 Premium Heavy-duty High Hide Sealer and Stain Blocker is suitable for use with a prepared aluminium surfaces.2 In general, Rodriguez recommends etching, sandblasting, or sanding surfaces prior to primer application. It is recommended to contact Kliz3 technical support for specific recommendations for surface preparation of the ACM panels to ensure the best adhesion possible. • Rodriguez declined to provide a lifespan estimate for Kilz 3 Premium Heavy-duty High Hide Sealer and Stain Blocker, noting that lifespan in part depends on paint and topcoat lifespans. • Golden has a decades-long collaboration with the conservation profession to produce acrylics specifically formulated for longevity and colorfastness, and Golden’s research has included working with paintings conservators to improve mural paint longevity,3 making the Golden Paintworks Mural acrylics a good choice. No acrylic paint has an indefinite lifespan. PO Box 6803 Austin, TX 78762 ( +1) 512.843.2123 j.unruh@outlook.com Conservator Leslie Rainer (Getty Conservation Institute Senior Project Manager) has written, “Severe breakdown of the paint binder can be seen on murals after as little as 10 years—especially those works exposed to direct sunlight;”4 Mark Golden (CEO of Golden Artist Colors) reported mural in good condition after 16 years.5 • The aluminum honeycomb panel will undergo dimensional fluctuations due to temperature fluctuations. Because the thermal expansion and contraction of the aluminum will be greater than that of the primer/paint/topcoat system, delamination of the paint layers may eventually occur due to the differential between dimensional changes. Good surface preparation will maximize adhesion of all materials. • The metal substrate may promote freeze-thaw damage. • UV stabilizers are engineered to slow UV degradation of the polymer into which they are introduced, but they do not prevent all deterioration of underlying paint. The underlying acrylic paint binding media may eventually yellow and destabilize, and certain pigments can shift color. The time frame on which that damage will occur is unknown. The Golden Paintworks website helpfully provides a list of the most light-stable pigments in their line. • A polyurethane topcoat has both benefits and drawbacks. Benefits to a polyurethane topcoat include that it is a water- and solvent-resistant layer, and it is durable enough to withstand more aggressive removal of graffiti or other well-adhered surface accumulations. if properly applied, until it develops microcracks, polyurethane can prevent water ingress to the paint layers that could swell and detach the acrylic paint. In a phone interview, Modern Masters’ technical support representative Gina (surname not provided) declined to estimate a lifespan for Masterclear Supreme Water Based Polyurethane.6 However, one study found that a different UV-stabilized exterior polyurethane exhibited a lifespan of 10 years7 – relatively good for a topcoat. Drawbacks include that polyurethane will not be removable without damage to the underlying mural. Accordingly, any changes to the appearance of the polyurethane will be permanent visual alterations. Polyurethane degradation can include clouding and yellowing, and Modern Masters representative Gina warned that Masterclear Supreme Clear Coat will yellow. Polyurethane can develop microcracking that will in turn allow water ingress to water-susceptible acrylic paint and eventual visible cracking, and cracks and moisture ingress will promote paint detachment. New polyurethane coatings can be applied over degraded coatings to prevent moisture ingress, but once degradation has occurred, it will be permanently visible. The presence of a non-removable polyurethane coating over the paint will impact how any damage, including paint detachment, can be repaired. Installation: The mural will be installed onto a stucco wall by the building contractors using a Centria (Nucor) IW-10A concealed hanging system to mount the ACM panels. Information was not provided regarding how the hanging system will be affixed to the back of the panels. Unruh Page 2 of 3 • Ensure that any ferrous installation hardware is corrosion-resistant and that appropriate separators are used. Maintenance: In the AIPP maintenance questionnaire, the artist recommends maintaining the mural with “Water and soap with a rag or soft cloth for cleaning if needed. Do not, under any circumstances use a pressure washer.” The artist continues, “With the UV top coat there should not be any wear or aging on the mural.” He defines unacceptable damage as “Any cracking of the paint or peeling off. This should not occur but in the event that it does, please contact the artist.” Maintenance comments and recommendations: • A UV-stabilized topcoat will not halt all deterioration of all media over the 25-year estimated lifespan of the mural: see “Materials and fabrication comments and recommendations.” Additional comments: • Golden Artists Colors provides a helpful webpage for muralists: https://goldenartistcolors.com/resources/painting-exterior-murals • The high placement of the artwork will likely remove any vulnerability to vandalism. • Renderings appear to show a shallow roof overhang over the mural. Depending on the exposure, rain run-off marks (localized deterioration) may develop over time. • Webbing insect colonization may occur behind the aluminum panels, increasing water retention against the surface of the aluminum panels. As a result, the aluminum panels may develop localized corrosion on the reverse, but any corrosion would not be expected to be structurally damaging. • All outdoor artwork accumulates airborne dust and pollutants. Periodic inspection and cleaning should be scheduled and budgeted. General recommendations: • Information that should be retained in the AIPP file includes: • Specifications for all materials used in final design, including exact paint colors used. • Contact information for Artefex, the custom ACM panel fabricators. • Contact information for the building contractors who perform the installation. • Specifications for all hardware and separators used during installation. • Detailed installation diagrams, including all dimensions, exact placement of mounting hardware, sub-surface wall features. • Artist's statement re: • intended appearance: the degree of abrasion or scratches, discoloration, panel deformation, or other alterations that would be considered acceptable before the alteration would need to be addressed, or before the mural would need to be de- installed. • How to proceed if cracking or peeling of the paint occurs and the artist cannot be contacted. • Whether or not it would be permissible to re-site the artwork in the future.
